About this file
This is Amendment 0001 to solicitation W912P726RA022 for the San Rafael Creek and ATF FY26 Maintenance Dredging project, issued by the U.S. Army Corps of Engineers (USACE) on August 24, 2026. The amendment modifies Section 01 57 19.99 43 (Herring Spawning Observers) by deleting the final sentence of paragraph 1.3 that previously required material dredged after November 30 to be placed at an upland beneficial reuse site benefitting aquatic species as directed by the Government.
The solicitation requires contractors to provide trained herring spawning observers operating 24 hours per day for all dredging operations occurring between November 30 and March 16 in reaches 0, 1, and 2. Observers must be CDFW-approved biologists with Bachelor of Science degrees in Biology and experience with fish in the San Francisco Bay, with at least one approved biologist assigned per dredge plant. Herring Observer Resumes require government approval prior to in-water work. Observers must document spawning activities using Daily Biological Observation Logs submitted to CDFW, the Government, and the Contracting Officer Representative on a daily basis. If spawning activity is observed within 500 meters of dredging, the contractor must immediately cease operations in that area and relocate outside the buffer zone until authorized by the Contracting Officer. The contracting office is USACE KO Contracting Division in San Francisco; inquiries should be directed to Logan Champlin at logan.champlin@usace.army.mil or 415-503-6891.
