About this file
This document is a Request for Information (RFI) for the Pajaro River Reaches 2 & 3 Levee and Floodwall Design project. The pre-solicitation (W912P726RA004) is set-aside exclusively for small businesses, with the government intending to award one Firm-Fixed Price (FFP) contract. The proposal submission deadline is January 21, 2026. Key clarifications include that the project does not require coastal erosion engineering, electrical supply, or district heat narratives. The contract will include typical Engineering During Construction (EDC) services like submittal and RFI review, with limited site visits, but construction quality assurance observation and testing are not included. H&H analysis, surveying, and environmental permitting will be performed by the government or under a separate task order. Example projects should demonstrate flood risk management concerns in a leveed riverine setting, with the project's downstream end located at Highway 1, approximately 4 miles upstream of the Pacific Ocean.

Pajaro River Reaches 2 & 3 Levee and Floodwall Design
RFI # Question Government Response 1 Would you please clarify the Section H requirement for a narrative for electrical supply and district heat? This requirement does not seem relevant to the project.
"Electrical supply" and "district heat" are not required.
Synopsis updated to remove this requirement.
2 Will EDC include Geotechnical EDC and QA materials testing?
This contract will include typical EDC services provided by the Designer of Record, such as Submittal review, RFI review, and limited site visits. Construction QA observation and testing is not included.
3 Section 3. (b) i) ROLES IN THIS CONTRACT, does not require resumes for Hydraulic Engineer, Biologist, or Land Surveyor.
Does this mean these disciplines are not required for this project/contract, and that H&H, Environmental Engineering, and Surveying will be performed by others?
H&H analysis, surveying, and environmental permitting will be performed by the Government or under a separate task order. Services are not required.
4 In regards to the Pajaro River Levee project, has any surveying been done on the levee reaches or would the consultant team be required to provide surveying services?
Survey tasks have been completed on other Pajaro levee reaches. Survey tasks for Pajaro R2/3 will be completed under a separate survey task order. Survey data will be provided to AE designer.
5 Section 3. (a) ii) Selection Criteria, states that the example projects shall specifically address Coastal Erosion & Storm Damage Reduction.
a.Should we anƟcipate that the project includes engineering for coastal erosion?
b.Can the example be either coastal erosion or storm damage reduction, or specifically erosion and storm damage on a coastal project?
Response to 5a: The downstream end of the project is at Highway 1, which is 4 miles upstream of the Pacific Ocean.
Coastal erosion is not a concern. Response to 5b: Example projects should address flood risk management concerns in a leveed riverine setting. Synopsis updated.
6 Section 3. (a) iii) Selection Criteria, states that Section H include narrative demonstrating experience for both Inland and Coastal Civil Works projects. Should we anticipate that the project includes engineering for coastal erosion?
No. Synopsis updated.
7 Page 6 of the solicitation states that the proposal submission is due January 19, 2026. However, page 1 as well as sam.gov and PIEE state that the proposal is due January 21. Can you please confirm the proposal is due January 21?
Submission due date is January 21, 2026. Synopsis updated to correct this discrepancy.
8 Page 3 of the RFP, section 3.(a).i). states “The prime must have performed services either as the prime or subcontractor. If proposing as Joint Venture.” For clarity, can you confirm the intent is to have those two sentences be one sentence, such as the following: “The prime must have performed services either as the prime or subcontractor if proposing as Joint Venture.”
Synopsis updated.
9 Will Quality Assurance (QA) services be required as part of the Engineering services During Construction (EDC) phase?
See response to RFI #2.
10 Is Pre-Solicitation Number W912P726RA004 open to any qualified and interested small business or is it limited to a current or new list of IDIQ Teams?
