About this file
This is a Request for Information (RFI) Questions and Answers document for the Sacramento Deepwater Ship Channel (DWSC) FY26 Dredging Project, issued by the Department of the Army Corps of Engineers, San Francisco District. The document addresses eleven questions from prospective bidders regarding the solicitation W912P726BA004, an Invitation for Bids (IFB) for firm fixed-price maintenance dredging work.
The project requires annual maintenance dredging of the Sacramento DWSC to -30 feet (MLLW) plus 1 foot of paid overdepth in Sacramento and Yolo Counties, California, with an estimated cost range of $1,000,000 to $5,000,000. Key clarifications provided address hydrographic survey requirements (composite after-dredge surveys permitted per contract specifications), use of contractor-furnished beneficial reuse sites for dredged material (allowed if compliant with permit requirements), and placement site capacity information (representing original total design capacity and gross dredged material volume). The Government confirmed it will sign hazardous waste manifests for pre-existing materials, declined to add warranty provisions specific to dredging, and extended the question deadline to 28 May 2026 to allow additional preparation time. The 2025 pre-dredge sediment sampling report is to be provided as an amendment attachment. Prospective bidders must register in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE) to download solicitation documents and submit offers electronically. | No. | QUESTION | ANSWER
| 1 | 1. | In the past, USACE has allowed for composite After-dredge surveys which combined multiple After-dredge surveys during the coarse of a particular Reach into one composite surveys to reduce the need for any rework due to any shoaling that was not caused by the contractor. Due to the very high shoaling rate in the area and only one foot of payable overdepth to work with, the amount of rework can have a substantial impact to cost if composite post-dredge surveys are no longer to be allowed. | Please proceed in accordance with the contract requirements of Hydrographic Survey Spec Section 01 32 23 – 1.4. |
2 1. A) Will composite After-dredge surveys be allowed and used for payment volume computations? Same response as above.
3 1. B) Will composite After-dredge surveys be allowed and considered for final acceptance? Same response as above.
4 1. 2. Due to the high shoaling rate in the area, will Reaches be allowed to be sub-divided into smaller sections and surveyed independently towards final acceptance? Same response as above.
5 Section 00 10 00 Pricing Schedule, CLINs 0002 through 0011, describe each dredging reach as being performed “with disposal at Government-furnished upland site.” However, on the SF 1442 and Section 01 11 00, paragraph 1.2.1(a), state that dredged material may be suitable for beneficial reuse at Contractor-furnished sites in accordance with the permit requirements of the specific reuse site. Please confirm that bidders may base their pricing for CLINs 0002 through 0011 on disposal/placement at either the Government-furnished upland sites or approved Contractor-furnished beneficial reuse sites, provided all applicable permit requirements are met. If Contractor-furnished sites are allowed under these CLINs, will the Government amend the Pricing Schedule descriptions to read “with disposal at Government-furnished upland site or approved Contractor-furnished beneficial reuse site”? An approved contractor-furnished beneficial reuse site may be used for the project, provided the material is acceptable and complies with the site’s permit requirements (USACE/WB), as determined by the most recent SAR.
| 6 | Under section 1.0 of the 2020 Pre-Dredge Sediment Sampling Report included in the specification states that USACE, with support from Tierra Data, Inc. and ERDC, conducted pre-dredge sediment testing for the Sacramento and Stockton DWSCs in accordance with MOU No. R5-2019-0041, dated June 2019. The report | |
| further states this was the first of two five-year sampling events under the MOU, intended to provide representative analytical results for reaches to be dredged during the subsequent five-year period. Section 3.0 states that 38 samples were collected by Tierra Data, Inc. between 24 June 2020 and 07 July 2020. Per Section A, Paragraph I.B.i of the MOU provisions, USACE is required to perform pre-dredge sediment and leachate sampling and analysis every five years, occurring in years two (2020) and seven (2025) of the MOU. Please provide the 2025 sampling report so that contractors can accurately identify material constituents | An amendment with the sampling report to be attached. |
7 Specification Section 01 57 19, Part 3.7.3.1 entitled “Hazardous Waste/Debris Management” states “Hazardous waste generated within the confines of Government facilities is identified as being generated by the Government.
Prior to removal of any hazardous waste from Government property, hazardous waste manifests must be signed by personnel from the contractor.” Please modify Part 3.7.3.1 to confirm the Government will sign the hazardous waste manifests for any preexisting hazardous materials or hazardous waste for which the Government is the generator. | 8 | To clarify the intent of the warranty, please include the following warranty provision: “The warranty provisions herein do not apply to the dredging portion(s) of the work. With respect to dredging, upon Contractor’s advising
| Owner that the dredging has been completed, Owner shall inspect the Work and, if acceptable, shall advise Contractor of Owner’s acceptance thereof. Contractor in no way represents, guarantees or warrants that any dredging or excavation will stay open, dredged or excavated for any period whatsoever.” | A warranty provision is not included in the FY26 SAC Dredging contract; consequently, the request to incorporate such language is denied. |
| 9 | We respectfully request that the deadline for submitting questions be extended to 7 calendar days prior to the bid opening date to allow sufficient time for review of solicitation requirements and preparation of complete, responsive | |
| bids. | Yes- New response Date is 28 May 2026 |
10 Please confirm whether the capacity quantities listed in the Placement Site Information table on Plans Sheet G002 reflect the current remaining capacity of the placement site or the original total capacity of the site. The capacity quantities listed in the Placement Site Information table on Plan Sheet G002 represent the site’s original total design capacity.
11 Please confirm whether the capacity quantities listed in the Placement Site Information table on Plans Sheet G002 represent the payable dredged volume authorized for placement at the site or the gross dredged volume. The capacity quantities listed in the Placement Site Information table on Plan Sheet G002 represent the gross dredged material volume authorized for placement at the site.
