SUMMARY:
The Government is seeking sources for Market Research ONLY to support the services listed below for which the applicable NAICS code is 237990, Dredging Services. The Product Service Code (PSC) will be ZlKF. The Standard Industrial Code (SIC) used is Z299. The size standard for small business is $37,000,000.00. Interested par�es sought for a maintenance dredging of the projects described in Table 1 below. The projects will be solicited as an Invita�on For Bids (IFB) contract.
NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATION, OR DRAWINGS

Poten�al offerers having the skills and capabili�es necessary to perform the described services below are invited to provide feedback via email to: karen.smith@usace.army.mil.
All responses will be analyzed in order to determine the appropriate strategy for a poten�al future acquisi�on. Par�cularly, the purpose of this NOTICE is to gain knowledge of poten�al small business sources including cer�fied HUBZone small business, Service-Disabled Veteran Owned small business, Veteran-Owned small business, Cer�fied 8(a) small business, Women-Owned small business, etc.
Other than Small Business may respond to this no�ce in the event the market does not indicate significant Small Business interest.
ADDITIONAL PROJECT DESCRIPTIONS:
The Military Ocean Terminal Concord (MOTCO) Project is located on Suisun Bay, 30 miles northeast of San Francisco, in Contra Costa County California. MOTCO’s infrastructure was constructed by the U.S.
Navy beginning in WWII and operated as a Navy installa�on. The U.S. Army MOTCO began opera�ons in 1997. Under a Base Realignment and Closure (BRAC) process, the installa�on was transferred to the Army in 2008. MOTCO is a SDDC muni�ons and general cargo transshipment facility. This installa�on is the primary West Coast common-user ammuni�on terminal, home to the SDDC’s 834th Transporta�on Batalion, and supports cri�cal Department of Defense war�me and con�ngency opera�ons throughout the Pacific Theater.
The work includes the underwater reloca�on of 25 debris objects located in the dredging areas of the MOTCO piers. All labor, materials, and equipment to dispose and maintain an accurate record of the method of debris reloca�on from the MOTCO site is the responsibility of the contractor. Acceptance of

Page 2 of 7 rev 1-2-14-2023 the debris reloca�on will be based on reloca�ng all the debris objects in the MOTCO dredging areas within the contract period of performance. The debris objects shall not be dragged through the botom of the MOTCO areas to the reloca�on areas.
The debris reloca�on work is also within an area of historical importance stemming from the 1944 explosion disaster, which destroyed a wooden Pier (Pier 1), two muni�on cargo ships, and resulted in the death of 320 soldiers, dispropor�onately African American men. Shipwreck debris remains in the dredging areas as well as the poten�al for smaller ar�facts such as human remains and personal items and Unexploded Ordnances (UXOs). Wreckage from the two ships will remain in water and be relocated in designated areas in the bay outside the dredging areas. A mul�beam survey was conducted in 2020 and a geophysical survey was conducted in 2023 that iden�fied 25 debris objects over 10 feet long within the dredging areas. The debris objects and reloca�on areas are shown in Figures 2, 3, 4 and 5

The es�mated price range for this project is $1 – $5 MILLION
CAPABILITIES/ QUALIFICATIONS and Proposed methodology:
Evalua�on of the interested par�es’ recent knowledge and experience are based on:
1. Experience and exper�se in reloca�ng debris objects under water.
2. The capability to relocate debris objects under water, including appropriately sized equipment in order to complete all work within the environmental work window. Interested par�es may submit inspec�on ABS cer�fica�on documenta�on, if applicable, from previous contracts executed within the last 12 months. All proposed equipment must be iden�fied as part of the response to this Market Research.
3. The ability to execute the project within the environmental work window, which begins August 1 and ends November 30 in any year.
4. The ability to adapt to changing condi�ons due to safety, emergency, and unforeseen situa�ons that may happen when working in or near poten�al ac�ve muni�on that requires the utmost care.
5. Ability to be flexible and have a strategy to be adap�ve to minor changes or adjustments during work on a project of this nature and complexity.
6. Ability to work and communicate with the customer and federal representa�ves and project partners when needed.

Respondents will not be no�fied of the results of the evalua�on. Firms responding to this sources sought announcement, who fail to provide ALL of the required informa�on requested, may not be used to help the Government make the acquisi�on decision, which is the intent of this sources sought announcement.
