Lighting shall conform to United States Coast Guard requirements for visibility and color.
3.2.4 Ranges, Gages, and Lines
Furnish, set, and maintain ranges, buoys, and markers needed to define the work and to facilitate inspection. Establish and maintain gages in locations observable from each part of the work so that the depth may be determined. Suspend dredging when the gages or ranges cannot be seen or followed. The Contracting Officer or delegated representative will furnish, upon request by the Contractor, survey lines, points, and elevations necessary for the setting of ranges, gages, and buoys.
3.2.5 Plant
Maintain the plant, scows, coamings, barges, pipelines, and associated equipment to meet the requirements of the work. Promptly repair leaks or breaks along pipelines. Remove dredged material placed due to leaks and breaks.
3.2.6 Disposal of Excavated Material
Provide for safe transportation and disposal of dredged materials.
Transport and dispose of dredged material from Reaches 1 and 2 at the Cullinan Ranch Restoration beneficial reuse site , which is to be furnished by the contractor and transport and dispose of dredged material from Reaches 3 to 10 at any contractor-furnished upland beneficial reuse site , unless otherwise directed by the Contracting Officer or delegated representative. The deposit of dredged materials in unauthorized places is forbidden. Comply with rules and regulations of local port and harbor governing authorities.
3.2.6.1 Method of Disposal
Deposit dredged material from Reaches 1 and 2 at the Cullinan Ranch Restoration beneficial reuse site , which is to be furnished by the contractor and deposit dredged material from Reaches 3 to 10 at any contractor-furnished upland beneficial reuse site by scow or barge, and using an appropriate method to unload scow/barge to place material within the upland site.
3.2.6.2 Disposal in Indicated Fill Areas
In depositing excavated material for fill, uniformly grade and allow for shrinkage. Provide and maintain necessary bulkheads, dikes, ditches, weirs, spillways, and other construction necessary to confine and retain the fill in the dredge fill area.
3.2.6.3 Submerged Pipeline
If a leak occurs in the discharge pipeline, immediately discontinue using the line until leaks are repaired. Remove material placed due to leaks or breaks.
SECTION 35 20 23 Page 8
W912P724B0002
3.2.6.4 Overflow/Decant, Spillage and Leakage
Overflow/decant, spillage and leakage is prohibited during transportation to the disposal site. Decanting and overflow at the dredging site shall be in the accordance with the environmental permits and documents.
3.2.6.5 Barring and Knock-Down Dredging
Barring, dragging and all other methods of bed leveling are prohibited.
3.2.6.6 Prohibition on Trash and Debris; use of Grizzly (Applicable to SF-DODS Only)
Only dredged material determined in advance by EPA and USACE to be suitable for ocean disposal may be discharged at SF-DODS.
Uncharacterized dredged material, vessels, trash, and other debris are prohibited from being discharged at the site. In order to exclude large trash and debris (including rocks) from being disposed at the site, before transport to SF- DODS all dredged material must be placed into scows through a steel mesh or chain "grizzly" with openings of no more than 12 inches by 12 inches. Material retained on the grizzly must be removed and disposed of separately. EPA and USACE may on a case-by-case basis waive the requirement to use a grizzly if they determine that trash and debris is unlikely to be present in the area to be dredged.
3.2.7 Navigation Warnings
Furnish and maintain, if applicable, navigation warning signs along the pipeline.
3.2.8 Method of Communication
Provide a system of communication between the dredge crew and the crew at the disposal area. A portable two-way radio is acceptable.
3.2.9 Safety of Structures
The execution of work shall ensure the stability of piers, bulkheads, and other structures lying on or adjacent to the site of the work, insofar as structures may be jeopardized by dredging operations. Repair damage resulting from dredging operations, insofar as such damage may be caused by variation in locations or depth of dredging, or both, from that indicated or permitted under the contract.
3.2.10 Plant Removal
Upon completion of the work, promptly remove plant, including ranges, buoys, piles, and other markers or obstructions.
3.3 ACCEPTANCE
The Government will take soundings before and after dredging in accordance with Section HYDROGRAPHIC SURVEY 01 32 23.
3.3.1 Final Examination and Area Completion
Final estimates will be subject to deductions or correction of deductions
SECTION 35 20 23 Page 9
W912P724B0002 previously made because of excessive overdepth, dredging outside of authorized areas, or disposal of material in an unauthorized manner.
3.3.2 Area Acceptance
Any shoals, lumps, or other lack of required contract depth disclosed by the After-Dredge survey shall be removed by dredging the channel bottom at the contract rate for dredging. No shoals or lumps above contract depth, as evidenced by multi-beam sounding will be accepted. Completion will be in writing from the Government Representative based on the After-Dredge multi-beam survey plan.

Please note that these Executive Orders apply to covered contracts entered into by the federal government that are subject to the Davis-Bacon Act itself, but do not apply to contracts subject only to the Davis-Bacon Related Acts, including those set forth at 29 CFR 5.1(a)(1).
