RFI # RFI (Question) Government’s Response

There does not appear to be an established MOF (Material Offloading Facility for barging) on the North Jetty to land equipment and material. 01 50 00 2.2.1 states the North Jetty road must not be used to transport armor stones of heavy equipment. How does the government anticipate stone and equipment being delivered and offloaded at the North Jetty?

There is no established MOF (Material Offloading Facility for barging). The Government anticipates that the stone and equipment will be delivered by barges.

Has the government quantified an estimated quantity of access stone needed for the jetty top access/travel ways? There is potentially a very large quantity and without being quantified within CLIN items 0003 and 0005 we must assume the worst case scenario for maximum quantities and cost accordingly.

See Amendment 0004 Specification Section 35 31 26 Paragraph 3.5

Armor Stone Gradation‐ The current A‐18 gradation is very tight with only 1 to 3 tons variation on the entire upper end. As a result, stone procurement cost will be extremely high because the usable yield for this range after a quarry blast may be under 10%. In the past, we've suggested a more open gradation range yielding a much higher usable quantity resulting in a much more reasonable cost to the government. For example, if the A‐18 stone gradation were as (or close to) follows, procurement cost could potentially be half of the currently spec'd gradation. (weights assumed reflecting a 182 PCF)

Plan page C‐002 shows the unknown utility pipe leading towards station 40+50. It appears it may terminate prior to jetty or stub into sand, can the government confirm this?

The utility pipe crosses the North Jetty at station 40+50.

See Amendment 0004 Plans ‐ Sheet C‐002

Can the government provide quantity breakdowns for armor stones? For example, How many tons of A‐18 armor is quantified in the head and head approach of the north jetty, how many tons A‐15 stone approaching head on north jetty, how many tons A‐4 stone through center band north jetty, breakdown for south jetty, etc...
