About this file
This document contains answers to questions from offerors regarding a solicitation for marine sewage pumping services at Warm Springs Dam/Lake Sonoma. The services include pumping sewage from portable and floating toilets located throughout the lake and campsites twice per month during peak season and once per month during low season, with an estimated monthly quantity of 6,000 gallons. Offerors should provide pricing for the initial one-year base period as well as four one-year option periods. The areas requiring service can be up to 200 yards from accessible points and may involve climbing obstacles. The Army Corps of Engineers will provide a non-secured staging area for equipment and vehicles.

WSD Marine Sewage Pumping Answers to Questions
1. Should we provide a bid price for the first year and include a small percentage to be added for each subsequent year if the contract is renewed? Or should we just provide a bid price for the full 5 years?
Bid each option year
2. What are the average monthly man hours reported for both Apr-Sept and Oct-Mar for each of the last 5 years?
N/A
3. What are the average gallons collected monthly for the same periods?
6000 was reported average. Numbers change frequently with lake use.
4. Given the lower lake levels, what is the (a) furthest distance and (b) highest climb from an accessible point on shore to a restroom that we should expect? Are there any sites that will be difficult to reach due to lake levels being so low - ie the trees in the water? What is the maximum draw/depth for a boat to safely navigate those areas?
Some vaults are 100-200 yards away. Minimum draft varies seasonally, water conditions are unpredictable.
5. Are we responsible for removing the garbage from the campsite bins?
No.
6, On service days, will we be given priority to use the launch ramp dock and the lane directly in front of the dock to facilitate offloading the boat to the truck?
Typically we do not need to close the ramp. Service days should be completed with minimal impact to the public.
7. What size vehicle will fit on the 4x4 trail to service Bummer Peak? Jeep with a trailer? Full size pickup truck? 4x4 tanker?
Full size pick up- yes
4X4 tanker – unsure of size
8. Where is Bummer Peak located? It was not identified on the provided map?
Located off a fire road accessed near “No name” parking lot.
9. How are the floating restrooms serviced? Do they require a hard hook up (port/deck fitting)? If so, what size is the port? Is it threaded or does it require a cam-lock fitting?
Unsure at this time
10. Is the area to store equipment secured with a gate and lock?
Yes, open field.
11.Is there running water at the storage site to wash the boat, and at the septic field to rinse tanks and equipment?
No.
12. What are the estimated quantity line items noted in section 5.2.6.8, and where do we find them?
Unsure of reference, maybe a mistake that was copied over.
13. With respect to toilets that are floating, will they be towed to a dock or do they need to be pumped on the lake?
-They are on docks out in the lake, standard pit toilets. They would not be towed in, they are stationary to the lake. Recommendation is to use a boat with a pump.
14. With respect to the toilets on land, are the two 1,000 gallons toilets side by side?
-Yes, accessible by paved road.
15. Confirming high season/low season:

-Yes, possibility of a 2 year base, will discuss with our Contracting Officer. For this solicitation, it will remain a base plus four one-year options.
19. Will the Army Corps provide a staging area to keep the truck, vessel, and supplies?
-Yes. Not covered, not secured, but an area is available. Typically, the contractor trailers out their vessel and parks it on land available at the lake.
