Q: 1. Park Headquarters main office building, building #2 conference center and the maintenance shop -

1a. Hours of Operation PARA 1.6.5: Is there a specific time period between the hours of

4:30 p.m. to 07:45 a.m. areas are not accessible for work crews, Monday thru Friday?

A: No, work may be performed anytime during those hours (outside our normal business hours).

Q: 2. Pomo Cultural Center -

2a. Hours of Operation PARA 1.6.5: Is there a specific time period between the hours of 5:00 p.m. to 09:00 a.m. areas are not accessible for work crews?

A: No, work may be performed anytime during those hours (outside our normal business hours).

Q: 2b. Please clarify the following statement associated with the Pomo cultural Center

April 1 through November 15:..Services will be provided a minimum of one (0) days to a maximum of three (3) days per week. Should the sentence read a minimum of one (1) day to a maximum of three (3) days per week?

A: No, It should be "zero (0), so that in the case of the center being closed to the public (as it has been for several years) we have the option to order services or not order services.

Q: 2c. Will there be service requirements to cover weekend days April 1 through

November 15?

A: Possibly, will be determined and scheduled by Project Staff as deemed necessary.

Q: 2d. How are servicing requirements determined November 16 through 31 March beyond the one (1) annual cleaning?

A: The only requirement is the annual cleaning, unless otherwise outlined by the COR, the contractor will not be guaranteed additional cleanings on the schedule, however we would like to reserve the right to include them as our management staff deems necessary.

Q: 3. 3a. Equipment Storage PARA 3.5: Are there secured janitor closets located throughout the contracted requirements, if so, how many per building/site?

A: No there is no storage space available for contractor use. We have one Janitor Closet that we use only for our own equipment.

Q: 3b. Materials PARA 3.6 & 5.12: What is the daily building population per building/site?

A: HQ building #1, anywhere from 2- 7 employees daily, Maintenance Office 2-4 per day, everyone shares Building #2, but typically use is pretty light. No one is currently using/ occupying the Pomo Cultural Center (if it were open there would be one or two employees, and visiting members of the public which varies.

Q: 4a. Clarification: Does this contract require decision making 24/7 (to include holidays) on-call personnel?

A: We need to be able to reach the contractor 24/7, to include holidays (they must get back to us within 2 hours), so that we may make adjustments to cleaning schedule, order on call services etc.

Q: 5. Supplies PARA 5.11- Since there all cleaning supplies must be approved by the COR prior to use, is there a list of acceptable/unacceptable?

A: No we do not have a list.

Q: 6. Obstructions PARA 6.10: Clarification, as this para is not standard practice as defined in standardized janitorial service performance. Is there an additional CLIN structure to address this service requirement or the possibility of referring a service order to DPW?

A: We ask that the contractor make an attempt to clear the obstruction with use of a plunger, or if they have a blunt probe or grasping device they may use. If the contractor cannot free the obstruction after giving a sustained attempt with a plunger, then they may submit a work order request to the COR. At that time USACE can determine an alternate method of clearing the obstruction.

Q: 7. Can required services, such as window cleaning, shampoo, strip seal, wax and power washing be performed on weekends or areas that are closed two or more days during the week?

A: Yes, as long as all aligns with Performance Work Statement.

Q: 8. Personal items shall be removed from area service areas prior to each scheduled service day.

A: We don't allow the contractor to store Items on site, except perhaps some extra toilet paper for restocking etc.

Q: I was unable to make the tour on time as planned and arrived at the wrong building with our commercial Quality Assurance manager. Are we able to obtain the paperwork that was handed out during the visit?

A: The only information passed out during the visit was a hand drawn map of the buildings.

(attachment in beta.sam)

Q: Can you help me with this opportunity to find a previous contract pricing and details. I cannot find it in CPARS.

A: I am not sure if this contract will be in CPARS as it does not reach the dollar threshold.

The Current contract is W912P7-16-C-0001

The incumbent is McKeown Janitorial Service.

I do not like giving out the $ amount because there are so many variable that could be misleading, e.g Closed site, funds availability(descoped PWS). That being said, according to

FPDS-NG the contract was awarded for Base and all Options (4) $ $90,659.00 - 12/22/2015.

Q: Do we just show up at the designated time or wait for a formal invite? Also, are we able to take pictures or videos on our tour?

A: It is an open invitation to vendors to survey the site and facilities.

Any questions about the PWS or Schedule should come through me so I can post them on beta.sam.

I do not see why you would not be able to take pictures as there are pictures on the internet of people visiting the site.

If there are any areas you are not allowed to photograph, I am sure you will be informed while you are there.

Q: If this solicitation is for a Women-Owned Small Business Set-Aside, then just as a small business myself I should not even apply?

A: When a solicitation is set-aside, then only the type of set-asides are considered for the award.
