No. IFB Section Question Response

Section 01 22 00

Paragraph 1.3.3.1

This is not a question, just a lead into the questions below 2, 3, 4, 5, and 6.

The Pricing Schedule shows 21,000 Tons of Armor Stone in the Base Bid.

Section 01 22 00 Paragraph 1.3.3.1 states that payments will be made for furnishing and placing the import stone.

Note 14 on Plan sheet C-501 indicates there is existing stone to reset.

Notes at the bottom of the Repair Summary Table on Sheet C-501 indicate Reset stone quantities.

Reference responses in number 2 through 6.

2 Drawing C-501 Where the note at the bottom of Summary Table indicates 964, is this lineal feet? And if so of which Type Repair #? We can’t quantify the tonnage.

See amendment 0002 sheet C-501.

3 Drawings C-501 Is the 964 quantity included in the table above it?

See amendment 0002 sheet C-501.

4 Section 35 31 26 How far from final locations are stones to be reset?

See Section 35 31 26, paragraph 3.5.3 and sheet G-002 note 5.

5 Section 35 31 26 Are currently stockpiled stones at the South Jetty root area reset stones?

Reference Section 35 31 26, paragraph 3.5.4.

6 Section 01 22 00

Currently setting reset stones are paid as part of the Lump Sum Jetty Repair and setting the new stones are part of the unit price for new stones. Can the Government add a unit price for resetting stones? And separate unit prices for furnishing and installing new stones?

Specifications remain unchanged.

Please consider extending the bid date 2

– 3 weeks. The additional time will allow sufficient opportunity to properly source material and delivery pricing and analyze the less defined work in the bid documents.

Furthermore, we kindly request that the bid date be scheduled for an afternoon on a Tuesday – Friday. A Monday morning bid is extremely difficult for bidders. Many subcontractors and suppliers will wait until bid day to submit pricing, thus making it extremely difficult to properly analyze their pricing, update our own bid, and get it turned in on time.

See amendment 0002.

Drawing C-505 & Section 03 31

Please confirm at each concrete cap repair location that the full width of the concrete cap from “STA BEG” to “STA END”, as shown in the repair table summaries on drawing C-501, shall be saw cut around its’ entire perimeter and removed, and no existing concrete, regardless of condition, shall remain within these extents.

See sheet C-505, note 3 and Section 03 31 30, paragraph 3.1.

Note 10 on drawing C-501 states that chinking stone must be placed above 0 MLLW. Please clarify which payment item the chinking stone is included in and how payment will be made for all work associated.

See amendment 0002 Section 01 22 00 paragraph 1.3.1.1, 1.3.2.1, and 1.3.3.1.

Spec 35 31 26 – 3.5.3

Per spec 35 31 26 – 3.5.3 Reset Existing Stone, “A stone that breaks or splits or shatters during handling is considered a rejected stone and is to be removed from the site at the Contractor’s expense.” Please confirm that impacts including costs to dispose of and replace any existing stone to be reset that has pre-existing damage, thus causing it to break or split or shatter during handling, at no fault of the Contractor’s, will be the USACE’s responsibility.

See Section 35 31 26 paragraph 3.5.3.

16 Section 35 31 26 The specs dismiss gradation/ quality acceptance requirements from onsite stockpiled materials. Does this extend to all material onsite allowed for re-use such original material displaced from its’ original position in the jetty?

See amendment 0002, Section 35 31 26 paragraph 3.5.3.

32 Section 01 11 00

1.4 (b-e)

Specifications: Section 01 11 00 1.4 (b-e)

– States restoration of the site including structures to pre-work conditions to equal or better. The specification language transfers considerable pricing risk on the contractor without any information on the structural integrity of the existing concrete jetty cap. There is no way assess the structural capacity of the cap. The industry standard equipment needed to perform the scope of this project requires heavy loads which are high enough to damage the existing cap. We suggest the USACE make the concrete cap repair a unit price bid item, this way the USACE only pays for the damage if and where it occurred.

33 Please extend the bid date 1 week. See amendment 0002.

34 What is the anticipated NTP date? See amendment 0002.

47 Sheet C-501

The 3 notes that discuss Armor Stone Reset Quantity at the bottom of the Repair Summary Tables on sheet C-501 state quantities, but no units. Are the quantities in Tons?

See amendment 0002 sheet C-501.

48 Sheet C-501 How are the Armor Stone Reset Quantities on sheet C-501 measured and paid for?

Section 01 22 00 paragraph 1.2.

49 Sheet C-501

Are the Reset Armor Stone quantities shown on sheet C-501 to be intended for the work associated with Note #10 on sheet C-501?

See sheet C-501.

50 Drawing G-004 Can the existing paved road that is within the Staging Area limits at the North Jetty be closed to public during construction?

See amendment 0002, sheet G-004.

51 Sheet C-501

There are multiple locations in plans where the plan view and cross sections do not match, example is Station 68+50 at the South Jetty. The cross section for Sta 68+50 shows work on the Seaward Side slope and parapet wall, but the plan view and Repair Summary Table on Sheet C- 501 do not. Does the Repair Summary Table on Sheet C-501 supersede?

See sheet C-109, C-305, and C-501.

52 C-501

The cross sections show final design grades for the entire slope length from Jetty Crest (EL. 10+/-) to Jetty Toe (EL. - 20+/-). The plan view shows the repair areas on average about 20' - 25' horizontal from Jetty Crest which indicates the repair area is only the upper portion of the slope, not entire slope length. Please clarify.

Reference sheet C-501 (note 10), C-502, C-503, and C-504.

53 Section 01 22 00

- 1.3.1.2

Section 01 22 00 - 1.3.1.2 states "quarry weights will not be accepted." Are onsite scales required?

See Section 01 22 00 paragraph 1.3.1.2 item b.

QUESTIONS & RESPONSES

SOLICITATION NUMBER W912P720B0002

In the part 2.1.6.5 Gradation of A-18 armor stone-- usually the weight of each stone is a range of weight- is your chart specifically for the weights of 8, 12, 16 and so on through 20 tons, or is it a range of 8-12, 12-16, 16-18...as shown in

2.1.3.6 c?

With a design weight of 18 ton (2.1.6.1), this makes the rock in the sizes of 8-18 tons have a 10 ton range of size. That leaves the remaining 50% of rock needed in the 18-20 ton size to only have a 2 ton rock size range.

Since a crane with a lifting capacity of 25ton is required for this project, we would suggest that the gradation sizing be adjusted to 25 ton rock. This would give us a larger range of size to work with of 7 tons instead of 2 tons. Two tons is an extremely limiting size range to meet and will cause the price of the rock to be prohibitively higher.

See amendment 0002 Section 35 31 26, paragraph 2.1.3.6 and 2.1.6.5.

Is all the concrete work at the South Jetty in Option 1, (group 2)?

See Section 01 22 00, paragraph 1.2.2, sheet C- 501 south jetty repair summary table and note 15.

Can Option 2 be awarded without Option 1?

There are considerable mobilization costs to consider.

See 52.217-5 and 52.211-10.

AS OF: 09 March 2020 Page 13 of 17

QUESTIONS & RESPONSES

SOLICITATION NUMBER W912P720B0002

The Line 11 of the Solicitation shows 198 calendar days to complete the work. If we start work in mid-April 2020, work will need to be completed by the end of October 2020. The Note 4 on the Pricing Schedule indicates that Options 1 and 2 will be awarded no later than Sept 25, 2020, not enough time to even procure material before the end of October 2020.

Paragraph 2.3.3 of the Environmental Assessment states that the North Jetty Repair will occur between March and October 2020. Paragraph 2.3.4 states that the South Jetty Repair will occur between March and October of 2021.

See amendment 0002, FAR 52.211-10

What the schedule would be for producing and delivering stone protection to the Humboldt Jetty Repair project?

See amendment 0002, FAR 52.211-10

AS OF: 09 March 2020 Page 14 of 17

QUESTIONS & RESPONSES

SOLICITATION NUMBER W912P720B0002

Per Section 35 31 26 parts 2161.b and 2.1.6.5: with a design weight of 18 ton, 50% of the rock needed is in the sizes of 8-18 tons, which allows a 10 ton range of size. That leaves the remaining 50% of rock needed, in the 18-20 ton size, to only have a 2 ton rock size range.

Two tons is an extremely limiting size range to meet and will cause the price of the rock to be prohibitively higher, especially when coupled with the proportional dimension characteristics as required in part 2.1.6.2.d.

Since a crane with a lifting capacity of 25ton is required for this project, we wonder if the gradation sizing be adjusted up to 25 ton rock. This would make the above-design weight range from 18-25 ton, and give a working range of 7 tons instead of 2 tons.

This greatly improves producing rocks within the spec range with less mining effort and allows a better price to contractors bidding the project.

Is it possible for this change to be made?

Can you respond to this question on beta.sam.gov?

See amendment 0002 Section 35 31 26, paragraph 2.1.6.5.

Can the Corp please identify the relevant spec section or provide a gradation table for the A-18 armor stone to be sourced.

Quarry sources are requesting more information than what we have been able to provide with existing spec sections to ensure compliant rock can be provided.
