Requests for Information- and Answers

1. Also, can you tell me what water quality sampling will be required for the term of the contract or provide details on when the last sampling and analysis occurred for each constituent or test group that are on a frequency greater than annual so I know what to include in the first year of the contract. For example, Nitrates are every 3 years. Will Nitrate need to be analyzed in the first 12 months of this contract? Please include any other multi-year constituents or groups along with any variances that may have been granted, like VOC's or SOC's, etc.

a. Sampling is required based on State sampling requirements.

2. I also have a question about the 15 minute response time. Is 15 minutes correct? This seems very short and would require someone to almost live on site to meet that criteria.

a. Please respond within one hour of request.

3. How are we to determine the Electrical Equipment cost replacements? The items is 28 each. This seems difficult to provide a unit cost for such varying equipment. Can't USACE assign a dollar amount that each Contractor would use against a budget?

a. The Contract Line Item for Electrical Equipment replacements will be changed to a Not To Exceed Amount of $10,000. All proposals should reflect this.

4. Who has the current contract? How much was the current contract amount and for what term?

a. Contract was awarded to David Redding. Contract number was W912P714C0011 for a five year contract (base plus four one-year options) in the amount of $287,400.

5. What is required schedules for Wastewater Treatment Plant? Is it manned 24 hours or 8 hours? Is it manned on weekends and holidays?

a. There is no required schedule for staffing the water treatment plant. Work shall be completed as needed in order to maintain the plant in accordance with the scope of work.

6. Is there preference for WOSB for this solicitation? Is there preference for HUBZONE contractors?

a. This solicitation and contract is set aside for small business contractors. No preference is used.

7. What Operator Licenses are required for these facilities? Do we need to provide any ELAP certifications for the laboratory?

a. Please follow all state, federal, and local law requirements

8. How are the optional years handled since there may be more or less Water Quality Testing requirements, etc.?

a. A revised Line Item sheet has been uploaded to FBO.GOV to allow for pricing of each year of the contract.

9. Any chance you can postpone the due date by another week since the site visit is this week? This is a little challenging to bid unless we have the information above?

a. Proposals due date was extended to September 20.
