Questions/Answers W912P7‐17‐R‐0002
1) I would like to request a copy of the Past Performance Questionnaires (PPQ) standard form noted in Selection Criteria C. With regards to this form, we have several projects we have done for the SF District as a subconsultant, but which our firm did more than 50% of the work on the TO. Since the ACASS ratings for these projects are for the respective Prime Firms, can we use the PPQ for these USACE projects, or is it preferable to list the ACASS rating for the prime firm that we subcontracted to for these projects?
Answer: Please use the PPQ form's to demonstrate past performance on work performed as a sub‐ consultant or subcontractor for SPN or any other COE district.
2) With regards to the hard copies required for the submission, should the two (2) copies of the SF 330 Part I and three (3) copies of the SF330 Part II be provided as standalone hard copies that only include Part I or Part II, respectively?
Answer: Firms will be required to provide three hard copies and three CD with their package
3. Under Section 4. Submission Requirements, subsection B it states “No more than 3 pages 11x17 for organization charts (the org charts will not be counted against the 50 page limitation).” Subsection E states “In Section D of the SF 330, provide the quality management plan and organization chart for the proposed team.” Do we consider the quality management plan part of the org chart and therefore it does not count against the page count or is it separate – therefore needing to be included in the page count?
Answer: The quality management plan is NOT part of the org chart and will NOT count towards the page limit.
4. Will a Title Page for the entire SF330 Part I be considered as part of the page count or not?
Answer: The title page will NOT count towards the page limit.
5. Under Section 3, Selection Criteria, subsection A item (vi), it states: “Examples of Section 107 ESA Consultation and associated Biological Assessments, US Fish and Wildlife Service Planning Aid Letters and Coordination act Reports (including NMFS), air quality analyses related to the Clean Air Act (e.g.
General Conformity Applicability Analysis), Water Quality Certifications for individual projects or for suites of projects as required by Section 401 of the Clean Water Act, including preparation of material for Section 404 of the Clean Water Act (e.g. 404(b)(1) Analysis), preparing material for Coastal Zone Management Act (CZMA) Consistency Determinations; Marine Protection, Research and Sanctuaries Act (MPRSA); Magnuson‐Stevens Fishery Conservation and Management Act; Rivers and Harbors Act.” Is the reference to Section 107 ESA correct?
Answer: The reference should be Section 7 ESA Consultation and associated Biological Assessments, NOT Section 107. Correcting this reference will be done by amendment to Solicitation.
6. The scope indicates that AT/OPSEC requirements will be required for all military or critical infrastructure projects. Does this imply the contract may include support for the military program despite not otherwise indicated in the Solicitation?
Answer: The contract will be available for use for military environmental support. At this time there are no known military environmental projects for SPN.
7. Other than the U.S. Department of Veterans Affairs, what other Interagency and International Services customers are anticipated?
Answer: At this time the VA is the only known federal government agency that SPN will be supporting.
8. What types of IIS programs and projects might be supported by this contract?
Answer: At this time there are no IIS programs and projects that have been identified for SPN that would require the use of this IDC.
9. Can we use PPQs submitted in other/previous proposals for Section F projects?
Answer: Yes, using PPQ from previous submittal can be used.
10. Should PPQs and/or CPARS be included after the associated project description in Section F, or after SF 330 Part II forms?
Answer: PPQ's and/or CPARS can be submitted after the associated project description in Section F, or after SF 330 Part II forms. They can be located in either location.
11. Will PPQs and/or CPARS for projects be included in the page count for SF 330 sections?
Answer: PPQ's and/or CPARS will NOT be used in the page count limit.
