QUESTIONS & RESPONSES

SOLICITATION NUMBER W912P7-17-B-0003

The intent of this section is to provide questions & comments received from interested parties on the above solicitation, and our responses to those questions and comments. It is possible that the information below does not reflect 100% of the questions and responses. The questions and comments do not necessarily represent questions received from any particular contractor.

Questions and responses are provided for information only and are not made part of the solicitation. Only a formal amendment (SF30) to the solicitation changes the solicitation.

Changes to any previous responses in this document will be struck-through and new, updated responses will be provided as appropriate.

No. RFP Section Question Response

Can the USACE provide an anticipated award and NTP timeline for this work?

Award is anticipated two week or early after bid opening, and NTP will be issued after receipt of contractor’s performance and payment bonds.

2 The Water Quality Monitoring Plan in

Attachment 4 indicates that, out of the required five days of decanting, “A day is only counted if decanting occurs for at least four hours, while monitoring is taking place. If decanting on any of these days is less than four hours, then it does not count towards one of the five days of decanting monitoring.”

Considering that the material to be dredged is comprised largely of silty material, the requirement to decant for four hours each day will lead to a significant loss of material from the scows and additional dredging time to clean up the resulting shoaling. Will the USACE consider eliminating the requirement to decant for four hours per day and allow the dredging contractor to decant as appropriate and reasonable for their operation during this five day monitoring period?

No.

3 Paragraph 3.12 of Section 01 57 20.00 10 states that “The Contractor shall decant water from scows at the dredge site to allow the Government to perform water quality monitoring.” However, the Water Quality Monitoring Plan in Attachment 4 includes language such as, “Contractor will take turbidity measurements…” Will the Government or the Contractor be responsible for providing water quality monitoring?

Yes.

4 Paragraph 1.2.1.4.4 of Section 35 20 23 states, “The Contractor shall acquire the services of a third party to complete the checklist included in the Scow Certification Checklist (Attachment 3 at the end of this section) and certify it prior to departing the dredging site.” The Scow Certification Checklist in Attachment 3 is tailored to disposal at SF-DODS. Is the third party scow certification required only prior to disposal at SF-DODS or is it required prior to disposal at all disposal sites?

Scow certification is only required for disposal at SF-

DODS.

5 Paragraph 1.4 of Section 01 11 00 states, “The Government has provided the requirements of the Water Quality Certification in accordance with the Clean Water Act, and the requirements of the Coastal Zone Management Act Consistency Notification.

The Contractor shall comply with these requirements and provisions in these contract specifications included in Sections

ENVIRONMENTAL PROTECTION 01 57

20.00 10 and DREDGING 35 20 23.” Please provide for Contractor review a copy of any permits or requirements that the Contractor must comply with.

Gov't shall provide copies of WQ certification and latest CZMZ CN Amendment.

Regarding the three overhead power cables at the northern end of Reach 4, NOAA charts show an authorized clearance of 155 feet.

Can the USACE provide information on the actual heights of these power lines?

The Corp and the port of Redwood City do not have any more definitive information on the elevation of the overhead cables.
