Questions/Answers W912P7‐16‐R‐0006
Q: Concerning the solicitation under “2. Professional qualifications” there is a requirement stating “e.
Certified Mapping Scientist, LIDAR.” Is it intended from this requirement that an individual must possess an ASPRS certification?
Response: A state licensed photogrammetric surveyor does satisfy this requirement if experience with images derived from aircraft and LIDAR derived data can be provided in the SF330.
Q: Would you like PPQ’s for all referenced projects in the SF 330 Response: That is a decision that that contractor has to determine.
Q: Do the PPQ’s count towards the page limit Response: Yes.
Q: Would you like PPQ’s for both Federal and None‐Federal clients Response: That is a decision that that contractor has to determine. If the addition of PPQ's from either the Federal and None‐Federal client exceeds the 50 page limit count, then any pages about the 50 page limit will not be reviewed.
Q: How would you like completed PPQ’s sent Response: Electronically/hard copy are acceptable. However, as a reminder, if the addition of PPQ's from either the Federal and None‐Federal client exceeds the 50 page limit count, then any page about the 50 page limit will not be reviewed.
Q: Is there an equivalent unrestricted solicitation out?
RESPONSE: No.
Q: As a total small business set aside, can a small business prime the submittal but have a mix of small and large businesses are part of their team?
RESPONSE: Yes.
Q: How is travel reimbursement handled? Any caps, limits, etc.?
RESPONSE: Travel reimbursement is handled via Government Joint Travel Regulations (JTR).

Q: Do you anticipate a small business priming this with other firms under their umbrella that are located in all the various states that could be needed or do you anticipate the selected firm traveling to the sites to survey?
RESPONSE: Yes, we do anticipate the small businesses to perform, one or the other: hydrographic surveying or topographic surveying, or both. We then anticipate/assume the small business to subcontract to qualified firms for professions that they do not cover and for photogrammetric, aerial photography and LIDAR.
With regard to the location of the prime and subcontractors from various states, it is preferable that the prime and subcontractors be located on the West Coast.
