W912P7-16-R-0004 Question/Responses
INDEFINITE DELIVERY CONTRACT (IDC) FOR ARCHITECT-ENGINEERING (A-E) SERVICES FOR HYDRAULICS AND HYDROLOGY"
1. Can an individual small business be a prime for one team pursuing the contract and simultaneously a sub-consultant to another prime pursuing the contract?
Ans: Yes.
2. Does the primary project manager for a team of firms pursuing the contract need to be at the small business that is the prime contractor on the team?
Ans: Award of a task order is made to the prime contractor. The prime contractor is the responsible party in dealings with the government. This responsibility cannot be transferred to the subcontractor. However, if the prime contractor chooses to assign a qualified project manager that is an employee of one of his/her approved subcontractors, this is allowable.
Do both the “2 minimum” project manager (team leaders) need to be at the prime contracting firm?
Ans: The “2-minimum” project manager (team leaders) need not be with the prime contractor. It is preferable to have at least (one) 1 project manager be with the prime contractor. The prime contractor is required to demonstrate responsible performance, in accordance with the Hydraulics/Hydrology IDC Synopsis. Refer to the Primary Selection Criteria, Line 4 - Capacity to Accomplish the Work: “Firms must demonstrate the capacity to accomplish multiple task orders in multiple location simultaneously”.
3. If a member of the prime contractor’s team was until recently employed by the USACE in the SF District in hydraulics/hydrology related work, is there any conflict with that person being the project manager (team leader)?
Ans: Please refer your subject employee to his/her USACE District Ethics Advisor. 5 C.F.R. Part 2641.
4. I would like to request a clarification regarding this submission: Will the Past Performance Questionnaire (PPQs) requested in the Amendment posted on March 30, 2016 be counted in the 50 page limit of SF 330 Part I & II?
Ans: No.
5. For our response to Solicitation #W912P7-16-R-0004, does the 50-page limit include resumes and Part IIs?
Ans: No.
6. Are we required to provide performance questionnaire for only the non-DoD project examples?
Ans: No. In accordance with the IDC for (A-E) Services for Hydraulics and Hydrology, Section C, Paragraph 3 – Past Performance, Past Performance Questionnaires (PPQ) may be used to provide or supplement a firm's past performance with other than U.S. Governmental clients.
7. Can we use Arial Narrow as the font in the proposal?
Ans: Yes. In accordance with the IDC for (A-E) Services for Hydraulics and Hydrology, Section E, Submission Requirements, Paragraph 1 - Font size for tables, figures or charts is at the discretion of the submitter, but it must be legible and large enough to be easily read by the reviewer.
