QUESTIONS & RESPONSES
SOLICITATION NUMBER W912P7-15-R-0006
The intent of this section is to provide questions & comments received from interested parties on the above solicitation, and our responses to those questions and comments. It is possible that the information below does not reflect 100% of the questions and responses. The questions and comments do not necessarily represent questions received from any particular contractor.
Questions and responses are provided for information only and are not made part of the solicitation. Only a formal amendment (SF30) to the solicitation changes the solicitation.
Changes to any previous responses in this document will be struck-through and new, updated responses will be provided as appropriate.
No. Question Response
We are interested in submitting on the above solicitation. Is this a follow-on/replacement for a current or recent contract? If so, which firms held the previous contract(s)?
It is a replacement contract
Moffatt & Nichol; Noble consultants; HNTB- Gerwick JV; HDR
2 I wanted to confirm that each Part
II page counts against the total page limit. I haven’t seen that specification before, and just wanted to make sure we have it right. Also, does a cover page (to go in front of Sections A-C) count against the 60?
The SF330 Part II pages do not count against the page limit. The cover pages do not count either.
However please do not invent any crafty reasons to increase the page count. We want to only see essential information on your experience and the professional qualifications.
3 Can you let me know who the incumbents are for this solicitation?
See answer No1
4 The solicitation states that the
“Font size shall be 12 or larger.”
May we use a smaller (but readable) font in our tables and graphics?
The font size is for readability purposes.
You can use smaller fonts on graphics and tables in order to bring them in to 8.5 x 11 formats or into a foldable 8.5 x 11 format.

5 The solicitation does not indicate the need for a management plan.
Will you accept and evaluate our management plan?
Yes, we accept and look at your management plan, however the selection criteria is defined. Selection board members might like to see the plan and might evaluate your capacity to perform on multiple projects simultaneously.
Can you confirm that this statement refers only to personnel (resumes)? “Large businesses shall be able to fulfill all professional qualifications with in-house resources.”
Please ignore the statement: Large businesses shall be able to fulfill all professional qualifications with in-house resources. It has been removed from the synopsis
Does the statement below refer to projects? That is to say, do all 10 of the projects presented in Section F need to come from the prime? “Large businesses shall be able to fulfill all professional qualifications with in-house resources.”
This paragraph/statement was deleted from the synopsis. Take a look at the amendment in Federal Business Opportunities
The title of the solicitation includes “planning,” yet the Professional Qualifications section emphasizes engineering disciplines. Will you accept and evaluate additional pertinent disciplines such as planners, economists, environmental specialists, biologists, etc?
Primarily it is a Civil /Architectural Design IDIQ. If the need arises this IDIQ may be used for planning as well. Yes we will evaluate planning disciplines.
Regarding the notice issued yesterday for the IDCs for Engineering and Architectural Design, will this be the Synopsis/Solicitation for the Civil Design portion initially advertised under the November 2014 Sources Sought W912P7-15-T-0001?
If not, would you mind providing the incumbent contractor’s name and contract number fulfilling these same services, if any?
Yes these are IDCs for Engineering and Architectural Design, and is the Synopsis/Solicitation for the Civil initially advertised under the November 2014 Sources Sought W912P7-15-T-0001
The incumbents of the previous contracts were:
Moffatt & Nichol Walnut Creek Office;
Noble consultants Novato and Irvine offices; HNTB-Gerwick JV Oakland Office ;
HDR Folsom Office.

See answer No.2
I would like to request a clarification regarding this submission: Do we have to submit ENG FORM 6055 for Antiterrorism and Operations Security for each proposed key personnel with the SF 330 qualifications or is this something that will accompany the task orders as they are issued?
You do not have to submit ENG FORM 6055 for Antiterrorism and Operations Security for each proposed key personnel with the SF 330 qualifications.
The ENG FORM 6055 for Antiterrorism and Operations Security is prepared by the Government for each Task Order and reviewed by the AT and O Safety Officer.
So if the Task Order requires access to a Military base then there are training requirements that the contractor’s personnel must have prior to access.
However these requirements will be added to the individual scope of work for each task order.
We are interested in submitting on the above solicitation. Is this a follow-on/replacement for a current or recent contract? If so, which firms held the previous contract(s)?
See answer No 1 and answer No 9.
--Would you consider excluding the Part IIs from the 60 page limit?
--Are 11 x 17 inch pages counted as 1 page or 2 pages?
See answer No 2
You can fold 11 x 17 into a 8.5 x 11 format, then it is considered one page.

QUESTIONS & RESPONSES
May we use a smaller font than 12 point on the tables and organizational chart? It’s almost impossible to address all the criteria in the solicitation at 12 point font. Would you accept 10 point font for the tables and the org chart?
Yes we will accept 10 point font for tables and organizational charts.
The SF330 Part II pages do not count against the page limit. The cover pages do not count either.
15 MGE is planning to submit in response to the above referenced solicitation as part of a small business joint venture. A.2.
Contract Award Procedure: states the to be eligible for award, a firm must be registered with the System of Award (SAM) database.
On previous contracts with the USACE on which MGE was one of the joint venture partners, the USACE allowed for registration with SAM to be completed following selection but prior to contract award. Is this the case with the SF District? Our original plan was to submit as prime contractor with subcontractors, but with the recent solicitation modification it will be necessary to submit as a joint venture to be able to demonstrate ability to perform 50% or more of the work with in-house resources. Our preference would be to be able register with SAM post selection but before contract award.
The Contract Award Procedure requires SAM registration in order to be eligible for award. On previous contracts with the USACE on which MGE was one of the joint venture partners, the USACE allowed for registration with SAM to be completed following selection but prior to contract award. Yes this is the case with the SF District as well. However ensure that the registration application is done in time so that contracting will not have to wait to issue a Task Order.
Please note that the statement: “Large businesses shall be able to fulfill all professional qualifications with in-house resources”. The statements has been removed from the synopsis
First, is it acceptable that we can use 10-point font on both the SF330 Part II forms and the org.
chart so that these documents can fit on one page?
Yes you can use 10 point font on the SF 330Part II.

Second, we request a one week extension on the submittal (due to the Labor Day holiday), and we would like to know if the District will grant this request.
We will recommend a time extension until September 23 2015 to the Contracting Officer.
First, does each firm on our team need to include a separate page for each participating branch office/overhead cost center for the SF 330 Part II, or can a firm aggregate the information for all relevant branchs and just submit one SF 300 Part II per firm?
A firm can aggregate the information for all relevant branches and just submit one SF 300 Part II per firm.
Second, will the San Francisco District be soliciting, with the next several months, for other IDC contracts that may have overlapping scopes-of-work with those cited in Solicitation Number W912P7-15-R-0006?
Yes

QUESTIONS & RESPONSES
The current solicitation W912P7- 15-R-0006 does not replace the expected IDIQ for Hydraulic & Hydrology and Geomorphology, which is expected to be released in
FY16.
I appreciate the offer to forward along my email request to track down more details of the upcoming H&H and Geomorph IDIQ, can you please provide the updated expected advertising date. The original forecasted date for this IDIQ was April 2015, with a capacity of $4.9M, 1 small business and 1 unrestricted -please confirm if you can confirm this information also.
That is correct, it does not replace the expected IDIQ for Hydraulic & Hydrology and Geomorphology, which is expected to be released in FY16.
Planned publications:
1.) Geotech IDIQ October 15, 2015 2.) H&H November 30, 2015.
3.) Hydro& TopoSurvey January 20 2016
Is SPN still planning on doing 3 separate IDIQs? Or is this now just 1 solicitation and there will not be a subsequent geotech or H&H?
