No. RFP Section Question Response
General Specifications - Section 02622 Polyvinyl Chloride (PVC) Pressure pipe, Part 1, 1.01, C, 4a-b notes that the PVC pipe systems shall have a maximum working pressure of 200 psi. Part 2, 2.01, B notes that the AWWA C905 pipe shall conform to Dimensional Ratio (DR) 18. Part 2, 2.02, A notes that Fusible PVC Pipe shall also conform to DR 18. DR 18, per AWWA C905, actually carries a maximum working pressure rating of 235 psi.
a. Based on the differences between working pressures and required DR pressure rating, UGSI requests the option to provide pipe with a DR 21 thickness design. This DR pipe, per AWWA C905, would meet the working pressure requirement of 200 psi as described above.
DR will be changed to 21. See Addendum 1 2.
2 Plan Documents Sheets CS-104 and Sheet C-503 detail 19 provide information regarding the restrained PVC pipe inside a 24” casing. The 24” casing has a required wall thickness of ½” resulting in a 23” ID. In evaluating the Bell and Spigot Pipe option, the required bell restraining hardware to be used in the casing will have an OD of 25.51” (See attached cut sheet of bell restraint hardware as specified). a. Please clarify the conflicting dimensionality of the casing and bell restraint hardware. Will a 30” casing be required here?
Casing pipe diameter will be increased to 30”. See Addendum 1 2

3 Referencing the Plan Documents Sheets CS-104 and Sheet C-503 detail 19, if using Fusible PVC™ for this section, the pipe will have a consistent 17.4” OD of the pipe and restrained fused joint.
a. UGSI requests that a 20” casing be allowed in place of the specified 24”casing, if Fusible PVC™ is to be used, due to this consistent OD. In addition, UGSI requests that the skids be eliminated from the casing installation, again owing to this consistent OD.
Where Fusible PVC is used as the carrier pipe, the casing pipe diameter may be reduced from 30” to a size adequate to install the casing insulators. See Addendum 1 2.
4 In Division 16000,1.05 ENCLOSURE TYPES
- the pump station would be considered a wet location.
Yes. The pump station is below grade.
5 In Division 16110, Part 3 - Except where otherwise shown on the drawings, or specified, all wiring shall be in rigid steel conduit.
See Question number 7.
In Division 16110, Part 2E, reference is made to the use of PVC coated conduit boxes and fittings.
See Question number 7
Please advise what type of conduit, supports and boxes are to be used in the pump station.
Section 16110, paragraph 2.01-E states that boxes used with PVC coated rigid conduit shall also be PVC coated. However, the contractor is not required to use PVC-coated rigid conduit.
Section-01005, attachment-A, item-11 makes reference to encroachment permit fees will be charged against a $25,000 deposit. Is the intent for the contractor to include this amount to cover the encroachment permit fees or is this something the government has already paid for?
The Encroachment Permit Fees should be included in the bid.
Section-01320, 3.3.3, makes reference to 550 days total project duration. However, information elsewhere indicates 365 days.
Contract duration is 550, the Amendment will change four instance that have a contact duration of 365 days; on form SF1442 (twice), clause 52.211-10 and Section 01005 Para 3.3.2.

Is there a total number of rain days/non work days per month to be included as part of the master construction schedule. If so, please clarify. This information could not be located in section 01320.
Section 01005, Para 3.3.2 states that ”The total construction time (including any delays associated with weather) shall not exceed 365 550 calendar days.: There are no weather days in Section 01320 but Section 00700 has Clause 52.236-4 Physical Data which says “Weather conditions:
The Contractor shall satisfy himself/herself as to the hazards likely to arise from weather conditions. Complete weather records and reports may be obtained from any U.S.
Weather Bureau Office.” So, the bidders have to figure out on their own from the weather records the total number of rain days/non work days per month to be included as part of the master construction schedule.
If domestic materials cannot be obtained in accordance section 00700, “Buy American Act”, or it becomes necessary to draw from non-domestic sources, how long will it take to process a request for non-domestic products to be used?
If the material is from a foreign county, the Contracting Officer with the help of the Technical Team has to determine if the material meets the specification requirement. Additionally, there are levels of approval which require documentation to request for a waiver. Due to this, I am unable to quote a specific timeframe.
It is our understanding the government will furnish a price quote for the SCADA portions to be included by the contractors in their bids.
When will this be provided?
The SCADA programming will be completed by DERWA under a separate contract. See Addendum 1 2.
Detail C & D/S-302 indicates waterstop located between the upper slab and vertical walls, and A&B/S302 indicates waterstop between the lower slab and vertical walls.
However, no waterstop is indicated at the upper portion of the vertical walls in all details shown. Will any waterstop be required at these locations? Will vertical wall waterproofing be required at all locations above and below the lower and upper slabs shown?
Waterstops are typical for ALL joints.
Waterproofing is typical for ALL locations.
14 It our understanding a portion of the piping to be tied into will require dewatering.
Correct. The pipeline is not currently servicing customers, but it is pressurized.
15 Should piping portions between pump station
R200A to points of connection within Iron Horse Trail be included as part of the Bollinger Canyon Pipeline item-0003 per 00010-5?
No. The suction and discharge piping at the pump station are associated with the Pump Station R200A Bid Item.
16 There is fertilizer mentioned with the hydroseed, but will it be required to amend the hydroseed areas?
Yes

17 In Specification Section 13300, Process Instrumentation & Controls (I&C) – General Provision, Para 1.05, E & F – Quality Assurance it indicates three pre-qualified Instrumentation System Suppliers
(ISS).
We would be bidding that section, but was not sure if we have to pre-qualify for that division. In Para 1.05, E, #4 says “Or equal”.
Does that mean we are able to bid the project as long as we have the following criteria requested by the Owner? Or are those three ISS’S the only companies able to bid the I&C division?
The ISS suppliers listed in the specification are not required to submit a qualifications proposal for approval by the Contracting Officer. Other ISS suppliers may bid, but will be required to submit a qualifications proposal meeting the requirements of Paragraph 1.05 for approval by the Contracting Officer.
Specification 15500-2.15 - LOUVERS references a Greenheck Model AFA-801 or equal. The Louver Schedule on Drawing M- 301 references a Ruskin louver. Which is correct?
The Louver Schedule is correct. See Addendum 1 2 .
Specification 15500-2.17 - CONTROLS references intake dampers as Greenheck Model WD-200 series or equal and exhaust dampers as Greenheck Model WD-300 series or equal. The Air Distribution Devices schedule on Drawing M-301 lists a Titus Damper (quantity one). Please clarify which manufacturer is correct and verify the actual quantity. (The specification section is confusing in that it gives the impression that there are more than one (1) damper being installed.)
The Air Distribution Devices schedule lists a Titus Grill.
There are two dampers. An outside air damper and a return damper.
Specification 15500-2.18 - SEQUENCE OF CONTROLS references a control sequence for AC-1. There is no "AC-1" listed anywhere on the equipment schedule on Drawing M-
301. Please clarify if this specification section is applicable for this project.
Specification should refer to AHU-1 to match drawing.
See Addendum 1 2.

QUESTIONS & RESPONSES
SOLICITATION NUMBER W912P7-07-B-0001
Is all open-cut pipeline work required to be conducted at night, or does that requirement only apply to intersection work?
Open-cut pipeline work on Bollinger Canyon Road will require nighttime construction at the intersections and in the vicinity of the Kinder Morgan pipeline.
Will the final lay down area be determined prior to the bid opening date for this project?
Bid as shown. The amount of area available to the Contractor will remain the same, but the location may shift.
Please clarify how many feet must be hand dug in the vicinity of Kinder Morgan pipeline(s).
Per the specification, excavation within 20 feet of the Kinder Morgan pipeline shall be hand dug.
For permanent lane closure, will K-rail be required, or can other traffic control devices, such as delineators, be used?
K-rail is not required.
When should contractors expect the addendum regarding the repeater station?
Bid as shown. The work indicated on the plans and specifications should remain the same. Only the location of the repeater station may change.
If 16-inch C905 ring tite, bell and spigot pipe is used in an open cut scenario, are restraint rings and bells required at every joint?
Yes.
Specifically in Section 11219 Paragraph 1.06, Quality Assurance, Sub paragraph B which puts the responsibility of the entire arrestor system including the Surge Tank, Air Compressor and Accessories on to the Surge Tank manufacturer; not on to the system designers where it belongs.
This requirement is a very strong incentive for manufacturers NOT to bid.
We there request that this paragraph be deleted from the Specification.
No.

What specification section was intended for waterproofing requirements? Is this intended of exterior or interior waterproofing?
Waterproofing is intended for the interior.
Product information to follow in an addendum.
For directional drilling it is preferable to install the line deeper than what is shown on the plans --approximately 10'-15' deep. Will the corp allow this? Is the depth shown on the plan and profile a "minimum" cover requirement? Is it ok to install the line deeper?
Contractors electing to use horizontal directional drilling to construct the pipeline shall be required to submit plan and profile drawings per Specification Section 02520 for approval. The depths shown on the drawings are minimum cover requirements. Deeper installation along Bollinger Canyon Road is acceptable.
However, the laterals at the intersections will need to be constructed at minimum cover where feasible to facilitate future connection.
The specs do not allow use of trench plates over night for the trench between Alcosta and Chanterella Intersections. If we were to use directional drilling for the entire pipeline, we would need 10-12 drill pits total (every 500- 600 ft). Some of these would be located between alcosta and chanterella. Could these pits (8' long x 4' wide x 4' deep) be plated each night while work is happening in the area?
The limitation on the use of trench plates is dictated by the City of San Ramon Encroachment Permit. An informational sample is provided in Specification Section 01005. Contractors should contact the City directly for clarifications on their requirements.
How stringent will the corp be on allignment of the water line? Can it be shifted +/- a couple feet to allow for better positioning of the drill rig?
Open cut construction of the pipeline in Bollinger Canyon Road will be required to maintain the alignment shown on the drawings to minimize traffic and restoration impacts. Contractors electing to use horizontal directional drilling to construct the pipeline shall be required to submit plan and profile drawings per Specification Section 02520 for approval.
If we are to open-cut and install the pipeline, please clarify the pavement refurbishment specifications. Where will they be requiring full-lane replacement, two lane replacement, and (if at all) curb-to-curb replacement. What will be the requirement at intersections?
The pavement restoration requirements will be dictated by the City of San Ramon Encroachment Permit. An informational sample is provided in Specification Section 01005. Contractors should contact the City directly for clarifications on their requirements.
Would CertainTeed RJ C-905 16” DR 18 Pipe be an allowable restrained point PVC pipe for this project?
40-24-05BC905RJ.p df
Yes.
