Once relocated, a record shall be maintained of the buoy relocation position (s). The request shall be provided to the Contracting Officer not less than three (3) weeks prior to need of the buoy relocation. The Contractor shall be responsible for performing the relocation work, which shall be in accordance with U.S. Coast Guard requirements.
1.3.11.2 Temporary Dredging and Construction Buoys
In order to distinguish temporary buoys placed and maintained by the Contractor for dredging or construction purposes from aids to navigation placed by the U.S. Coast Guard, the Contractor's buoys shall be white and the top two (2) feet shall be light green in color. The Contractor shall remove its temporary buoys at the completion of the work.
1.3.11.3 Buoy Markings
If buoys with special markings are needed to indicate the different sides of the navigable channel, prior arrangements shall be made with the U.S.
Coast Guard, through the Contracting Officer.
1.3.12 Layout of Work and Surveys
1.3.12.1 Layout of Work
The Government has established bench marks and horizontal control points at the site of the work. Horizontal control points and descriptions of bench marks are shown on the drawings or supplied by the Contracting Officer Representative (COR).
1.3.12.2 Surveyor Requirements
From these control points and bench marks, the Contractor shall lay out the work by establishing all lines, grades, range markers and gauges at the site as necessary to control the work.
1.3.12.3 Suspension
The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking the work. Such suspension will be withdrawn upon satisfactory replacement of location and limit marks. Such suspension shall be at no additional cost to the Government and shall not entitle the Contractor to an extension of time for completing the work.
1.3.12.4 Verification
The Government may make checks as the work progresses to verify lines and grades established by the Contractor and to determine the conformance of the completed work as it progresses with the requirements of contract specifications and drawings. Such checking by the Contracting Officer or

The Contractor must monitor and evaluate the prevailing river conditions and weather at all times whether actively working on site or not. Include methods of communications and assurance of necessary personnel availability at all times.
Monitor the prevailing river conditions at the project site, referring to the upstream project river gage, river forecasts issued by the National Weather Services, and the USACE River Forecast System to assist the contractor in determining when to withdraw equipment and floating plant.
The withdrawal of equipment and floating plant shall ultimately be the Contractor's decision and will not be directed by the Government. It shall be the Contractor's responsibility to determine the time necessary to make a complete and safe withdrawal of equipment and floating plant with due consideration given to the location of mooring areas; amount of equipment; size of the floating plant, and capacity of towboats to operate safely and efficiently at the expected river volumes and velocities. The Contractor shall be responsible for providing personnel to adjust mooring lines as required by the prevailing and changing river conditions. The plan shall detail the procedures for withdrawal of equipment and floating plant in the event that suspension of river traffic and work is imminent.
The Flood Emergency Plan must include but is not limited to the following information:
a. Procedures to Monitor and Document River Conditions Including River Levels, Discharges, And Velocities
b. Mooring Locations
c. River Conditions Which Affect Withdrawal
d. Sequence and Duration of Withdrawl
e. Procedures for Care and Security of Moored Floating Plant and Equipment
f. River Conditions Affecting Remobilization
g. Sequence and Duration of Remobilization
The Flood Emergency Plan shall include the withdrawal of any subcontractor's equipment and floating plant. The Flood Emergency Plan shall be in accordance with the applicable requirements for Emergency Planning as described in EM 385-1-1 . All key Contractor personnel including superintendents, foremen, safety officers, QC personnel, and subcontractors shall be given a copy of the Plan of Action and be thoroughly familiar with their duties under this plan.

WATER ELEVATIONS AT APPLETON LOWER DAM
SUBJECT: Appleton Lower Dam Gates 1-5 Replacement
1. This document summarizes the hydraulic data for Appleton Lower Dam. This document contains the headwater, tailwater, and head differential for the usual, unusual, and extreme conditions.
For all scenarios it is assumed that the flashboards will be in place as operations staff rarely direct them to be removed and because significant flows far above the maximum observed flow for which there is stage data are likely to be due to high intensity rainfall and thus may not provide an opportunity for preemptive flashboard removal. Finally, for the unusual and extreme events it’s assumed all gates are fully open.
2. The previous analysis provides the following hydrostatic loading, per ETL 1110-2- 584:
Headwater (ft., NAVD

Before, during and after the demolition work continuously evaluate the condition of the structure being demolished and take immediate action to protect all personnel working in and around the project site. No area, section, or component of structural elements will be allowed to be left standing without sufficient bracing, shoring, or lateral support to prevent collapse or failure while workmen remove debris or perform other work in the immediate area.
1.8.2 Protection of Structures
Structural components that are designed and constructed to stand without lateral support or shoring, and are determined to be in stable condition, shall remain standing without additional bracing, shoring, of lateral support until demolished, unless directed otherwise by the Contracting Officer. The Contractor shall ensure that no elements determined to be unstable are left unsupported and shall be responsible for placing and securing bracing, shoring, or lateral supports as may be required as a result of any cutting, removal, or demolition work performed under this contract.
