About this file

This document contains an amendment to a solicitation and responses to contractor inquiries regarding a communication skills workshop. The U.S. Army Corps of Engineers seeks a contractor to develop and facilitate a week-long on-site workshop for approximately 12 students encompassing interactive presentations, exercises, and discussions. The workshop aims to improve participants' presentation, public speaking, and interpersonal communication skills in a work environment. Interested women-owned small businesses must submit price quotes by April 29th, 2022 to be considered for award of a purchase order for these services. The amendment provides responses to contractor questions clarifying recording expectations, training room accommodations, participant backgrounds, and topics. It also confirms the solicitation and response due dates remain unchanged.

AMENDMENT PARTICULARS

1. By way of this amendment USACE provides responses to contractor generated inquires:

Contractor Inquiry 1: Is there an expectation for video editing, for the filming of the presentations (on 5/23 and 5/27)?

USACE Response 1: The purpose of the recorded presentations is to provide quick audio‐visual feedback for program participants on their individual presentation skills/styles. There is no expectation for video editing.

Contractor Inquiry 2: Is the filming expected to be a professional production (e.g., lighting equipment, video cameras, backdrops, stage props)?

USACE Response 2: There is no expectation for video recordings to be high production value with extra lighting equipment and backdrops. The expectation is for the facilitator to provide video camera equipment and record participants delivering their presentation from the podium at the front of the room.

Contractor Inquiry 3: Will the recording be used for further training?

USACE Response 3: It’s envisioned that the recordings would be shared with participants after the May 23 presentation so that they may review and attempt to incorporate lessons learned into their final presentation on May 27.

Contractor Inquiry 4: Is there an expectation to have individual videos for each participant?

USACE Response 4: Yes, the expectation is for each program participant to be recorded delivering their individual presentations on May 23 and May 27. There are 12 participants.

Contractor Inquiry 5: Will the training location/room have accommodations for audio/video equipment?

USACE Response 5: The room will have microphone capabilities (2 microphones). There is a projector and HDMI hookup for a laptop. As indicated in the statement of work, it is expected that the facilitator will provide the video camera and any associated equipment for recording the presentations.

Contractor Inquiry 6: Will the training location/room have furnishings (such as podium, tables, and chairs) and other equipment (such as a projector screen and/or whiteboard)?

USACE Response 6: The training room will be set up with tables, chairs, podium, and projector. The room can be set up in the facilitators desired configuration. The room does not have a whiteboard. Additional equipment, such as whiteboard and/or flipcharts, are not provided by USACE but may be provided by the facilitator.

Contractor Inquiry 7: Page 1 of the solicitation states that the objective of the training is to improve participants' presentation, public speaking and interpersonal communication skills. Can you please clarify what regard this is in.

For example, should the training focus on communication skills in a work environment?

USACE Response 7: The training should focus on helping participants improve their communication skills in the context of the work environment, including but not limited to communication between peers, communication with upper level management, and communication with public/agency stakeholders.

Contractor Inquiry 8: Please provide some additional background information on the 12 participants, their level of experience and how they are chosen to be participants.

USACE Response 8: The 12 participants are USACE employees from Chicago, Detroit, and Buffalo Districts. They were chosen through an internal competitive application process and have demonstrated they are invested in improving their leadership skills, including communication skills. Backgrounds and experience are diverse; the range includes: budgeting, natural resource management, facilities and equipment management/operation, engineering, regulatory program, and project management.

USACE Response9: The two referenced presentations will be developed by participants prior to training. The participants have already selected the topics and gotten approval from the LDP2 Steering Committee. The Contractor is not responsible for developing these topics as a component of the training, just for evaluating the presentation and providing feedback to participants during the training.

Contractor Inquiry 10: 4) Page 2 of the solicitation states "The Contractor shall provide a list of materials and equipment needed". Should the cost of these materials be included in the total price of the training (CLIN 001)?
