PART 1 GENERAL
1.1 CONTRACT COST BREAKDOWN
The Contractor must furnish within 30 calendar days after the date of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This Contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.
1.2 SINGLE JOB PAYMENT ITEMS
Payment items for the work of this Contract for which Contract job payments will be made are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.2.1 Traffic Control and Protection (BidItem 0001BJ)
1.2.1.1 Payment
This item shall pertain to the work associated with the installation and maintenance of all required vehicular and pedestrian traffic control and protection.
The Contractor shall obtain, erect, maintain and remove all signs, barricades, flashers, flagmen and other traffic and pedestrian control devices as may be necessary for the purpose of regulating, warning, protecting or guiding vehicular and pedestrian traffic and protection to obviate the danger of injury to the aforesaid vehicular and pedestrian traffic as well as the Contractor's and Subcontractor's work persons in the vicinity of the work area. The Contractor shall be solely responsible for Traffic and Pedestrian Control and all aspects of safety at or in the vicinity of the job site.
The Contractor shall place sufficient barricades around the construction areas during the working hours. All barricades shall be removed from the pavement at the end of the day so that there is no closure of lanes for traffic.
SECTION 01 20 00 Page 5
The Contractor shall comply with Traffic Control and Protection Standards of IDOT for flagmen, signing and barricades.
Traffic control shall be in accordance with the applicable sections of the Standard Specifications for Road and Bridge Construction, the applicable guidelines contained in the Illinois Manual on Uniform Traffic Control Devices for Streets and Highways, these Special Provisions, and any special details and Highway Standards contained herein and in the Plans.
At the preconstruction meeting, the Contractor shall furnish the name of the individual in his direct employ who is to be responsible for the installation and maintenance of the traffic control for this project. If the actual installation and maintenance are to be accomplished by a subcon-tractor, consent shall be requested of the Engineer at the time of the preconstruction meeting in accordance with Article 108.01 of the Standard Specification for Road and Bridge Construction. This shall not relieve the Contractor of the foregoing requirement for a responsible individual in his direct employ.
Special attention is called to Articles 107.09 and 107.14 of the Standard Specifications for Road and Bridge Construction and the following: (1) Highway Standards, (2) mimeographed supplemental specifications, mimeographed special provisions, and (3) other special provisions relating to traffic control.
The Contractor shall furnish, install, maintain, relocate and subse-quently remove all signs, signals, temporary pavement marking, traffic cones, barricades, warning lights, flagmen, and other devices which are to be used for the purpose of controlling traffic. Two-way movement on streets and access to abutting properties shall be maintained at all times.
The Contractor shall be responsible for insuring that all barricades, warning signs, lights and other devices installed by him are in place and operating twenty-four (24) hours each day, including Sundays and Holidays during the time this Contract is in force.
In the event of severe weather conditions, the Contractor will be required to furnish any additional personnel required to properly maintain all traffic control devices.
General Traffic Maintenance
It shall be the responsibility of the Contractor to maintain local access for businesses and homeowners and minimize impact to the local residence.
Contractor shall not close any streets
Parking is at a premium along the route of the project and angled parking exists along the north side of Soreng Avenue from 25th Avenue west to Emerson Drive. The Contractor must coordinate with the Village of Schiller Park the scheduling and production rate of the work to determine the extent of no parking areas at any given time. In addition residences along Soreng Avenue and Garden Court only have one point of ingress and one point of egress (Soreng is one way westbound and Garden Court is one way eastbound. Ingress and egress must be maintained at all times.
All streets within the area shall be opened back up to traffic by end of the construction work day. No excavation shall be left open over-night.
SECTION 01 20 00 Page 6
The Village of Schiller Park has trash pick-up on Tuesdays. Contractor shall maintain access to the alley behind Soreng Avenue during this time for trash collection.
One potential option for construction traffic is utilizing a flaggers to allow trucks to utilize Soreng Avenue eastbound (against the normal flow of traffic) and to make a right turn only on 25th Avenue. This option will need to be reviewed and approved by the Village.
