In addition, Item no. 0013 – Aquatic Vegetation Plugs quantity dereased by 2,250.00 from 7,500.00 to 5,250.00, Item no. 0015 – Upland Seeding quantity increased by 2.60 from 3.00 to 5.60, Item no. 0016 – Planting and Establishment (Year 0) quantity increased by 0.60 from 5.00 to 5.60, Item no. 0017 – Planting and Establishment (Year 1) quantity increased by 2.40 from 5.00 to 7.40, Item no. 0018 – Planting and Establishment (Year 2) quantity increased by 2.40 from 5.00 to 7.40, and Item no.0019 – Planting and Establishment (Year 3) quantity increased by 2.40 from 5.00 to 7.40. As a result of this revision, Proposers shall remove and replace the previously issued respective Section with the Revised Section 00 10 00 enclosed hereunder. Proposers shall provide their prices on the Revised Pricing Schedule.

C. AMENDED SPECIFICATION SECTIONS: The following Specification Sections have been revised. The revised sections are enclosed hereunder and replace the previously furnished sections.

SECTION NUMBER AND TITLE PARAGRAPH AND DESCRIPTION OF CHANGE

00 10 00 – SOLICITATION Bid quantities and items were amended for ecosystem restoration components.

01 22 00.00 10 – PRICE AND PAYMENT

PROCEDURES

Bid items were amended for ecosystem restoration items, including providing an additional Wetland Seeding and Trees and Shrubs items.

31 36 19 – POLYMERIC MARINE FILTER MATTRESS Changed requirements for the material type of the grid structure.

D. CONTRACTOR INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries.

Inquiry 1. If we are to assume that the west tank farm excavation is to take place within the area of the Type I and Type II back control then will it be a requirement that the excavation area be dewatered? Where would the cost of temporary cofferdams be carried in the proposal? Specifications speak to compaction requirements for material placed at part of the bank control. Can the material be placed in the wet and if so would compaction requirements be waived?

USACE Response Inquiry 1: USACE revises previous response to inquiry number 56 in amendment no. 0004 as follows. Dewater the west tank farm where feasible.

Inquiry 2. Please confirm this work is required to be performed in the dry.

USACE Response Inquiry 2: USACE revises previous response to inquiry number 63 in amendment no. 0004 as follows. Dewater the west tank farm where feasible. See previous amendment.

Inquiry 3. Our quantity take-off shows that the Ecosystem Restoration area is approximately 5.60 acres but the seeding quantity is only 3.00 acre. Are we only seeding a portion of the area?

USACE Response Inquiry 3: Bid Schedule is amended. Please see revised bid schedule via this Amendment No. 0006.

Inquiry 4. Our quantity take-off shows the combined Ecosystem Restoration Area and Wetland Shelf are about 7.50 acres but the planting and establishment CLIN is only 5.00 acres. Are there areas of the site we will not be required to perform establishment activities?

USACE Response Inquiry 4: Bid Schedule is amended. Please see revised bid schedule via this Amendment No. 0006.

Inquiry 5. Section 35 14 50 page 7 item 2.6 states that Submerged aquatic vegetation “target planting densities are 7,500 plants/acre” at an estimated 0.68 AC that equates to 5100 plants. Section 35 14 50 page 9 item 3.6 states “ There will be 25 planting units per 1 square meter plot, with 15 plots per planting grid in a checkboard pattern, eight of the plots will be vegetated per planting grid. The total area per planting grid is 15 square meters. At this density, there should be 13 planting grids within the SAV zone. ” 13 planting grids x 8 vegetated plots per grid x 25 plants be plot = 2,600 SAV plants total. Additionally the CLIN schedule for SAV plants has a quantity of 7,500 Each. Please advise on discrepancy.

USACE Response Inquiry 5: Bid Schedule is amended. Please see revised bid schedule via this Amendment No. 0006.Density is 7,500 plants/acre. The approximate planting acreage would yield 5,200 plants with the planting densities of 7,500 plants/acre. There is a difference between plant and planting unit. As stated at the beginning of the referenced paragraph "planting units (comprised of two rhizome shoots each)" The planting unit is made up of 2 plants, therefore there are 50 plants within 1 square meter plot or 25 planting units.

Inquiry 6. I just heard from our ecologist that the wetland shelf seeding is missing from the CLIN schedule. Also, the plans reference a seed mix to be used in clearing area (forest mix) yet we do not see it in the specifications. We also have a question about the selective clearing. In addition to the fact that there is no CLIN for clearing can you provide a size class specification for removal? The current specification is unclear.

USACE Response Inquiry 6: Bid Schedule is amended. Please see revised bid schedule via this Amendment No. 0006. This amendment includes a wetland seeding line item. All trees and shrubs, regardless of size, with the exception of those marked to remain by USACE biologists prior to clearing activities should be removed as part of the selective clearing. All required seed mixes are shown in Specification Section 32 93 01 – Attachment – Species List.

Inquiry 7. For Bid Items 26AA,27AA, 28AA are Sediment Cap Maintenance & Monitoring. For Bid Items 26AB,27AB, 28AB are West Tank Farm Maintenance & Monitoring. Spec 31 05 19 West Tank Farm Bank Control

– Requires Quarterly Monitoring during Option Years if awarded. Spec 35 20 23.50 Engineered Sediment Cap -

Requires Quarterly Monitoring during Option Years if awarded. Spec 35 21 10 Section 3.3 states “The Contractor is required to monitor and manage oil booms during all option years. The contractor shall inspect oil booms at least weekly when no construction activities are occurring.” a. Should 35 21 10 be revised from weekly to quarterly during option years (if awarded) to match inspection schedules of the Cap and the West Tank Farm specifications?

USACE Response Inquiry 7: No, oil booms are to be inspected weekly (if awarded). Conduct inspections, maintenance, and repair of sediment/bank remedy quarterly.

Inquiry 8. Which item shall carry the oil boom monitoring and management costs each year (ex. Year 1: 26AA or

26AB)?

USACE Response Inquiry 8: Oil booms may be associated with each remedy individually and could fall into either of the categories. Oil booms associated with the West Tank Farm banks could be associated with protection of the remedy or capture of oil emanating from the banks. Similarly, oil booms placed along the canal may capture or contain oil not associated with the banks. The Contractor should bid accordingly.

Inquiry 9. Will the contractor be permitted to maintain a supplies and equipment on-site during the option years to perform optional maintenance and monitoring?

USACE Response Inquiry 9: The areas shown on the plans will be available during the period of performance.

Inquiry 10. After reviewing all the specifications and analytical provided in the bid documents, it has still not been made clear if the waste will have RCRA F-List or K-List codes that are determined based on generator knowledge of the manufacturing and industrial process performed on site. Please confirm offerors should assume that the generator (ie: USACE) has no knowledge of any listed waste.

USACE Response Inquiry 10: Known history of site is summarized in Specification Section 00 31 32.13, including Paragraph 1.3 which describes historical manufacturing and industrial processes performed at the ECI properties, and includes the West Tank Farm and adjacent ECI parcels. Other Contractors are currently in the process of removing abandoned petroleum pipelines and related infrastructure within the West Tank Farm site (see Specification Section 01 10 00). USACE expects that excavation along the West Tank Farm remedy will involve removal of industrial fill and miscellaneous debris with residual contamination resulting from historical industrial operations. Contractor will be required to test for characteristically hazardous waste for disposal and other disposal considerations (see Specification Section 01 35 45 and related sections), as necessary. K-listed wastes are not known to be present in the excavation area.

Inquiry 11. Q&A response to answers to inquiry #18 (From Amendment #4) indicates that the sheet pile requires corrosion protection. Can you please provide specifications for what type of corrosion protection is required on the sheeting?

USACE Response Inquiry 11: USACE revises previous response to inquiry number 18 in amendment no.

0004 as follows. Yes, the sheet pile will remain in place after capping is complete. There is no need for interlock sealant or corrosion protection coating. Contractor must conduct survey prior of project starting to confirm the required length distance of the sheet pile from each side of canal banks, refer to the spec for the survey requirements.

No corrosion protection coating is necessary.
