About this file

This document contains an amendment to a solicitation for a federal construction contract. The U.S. Army Corps of Engineers Engineering District Chicago is seeking a firm-fixed price contract for backup power system installation at the Indiana Harbor Canal Confined Disposal Facility in East Chicago, Indiana. Work will include installing a 250KW generator, 480-12.47kV step-up transformer, switchgear, raising monitoring wells above grade, and adding an above-ground enclosure. The contract duration is one hundred eighty calendar days. This is a 100% small business set-aside acquisition conducted through a sealed bid procurement. The bid will be evaluated based on lowest price. The estimated construction value is between $1-5 million. The North American Industry Classification System code is 237130. Offerors must have active registration in the System for Award Management database. The amendment provides responses to questions from interested parties regarding equipment specifications and dimensions.

QUESTIONS AND ANSWERS

Questions from Interested Parties and USACE Response:

1. There is no specification for the 12.47 kV ATS or the 12.47 kV main switchgear

USACE Response: Questions was answered in Amendment 0005

2. I read the notes on EE-501 and there is no mention of load shed control to prevent the generator from having the load of all three transformers stepped on it at the same time.

USACE Response: Question was answered in Amendment 0005

3. EE-501, the one-line, shows what I take to be two pieces of metal clad switchgear with draw out circuit breaker construction in NEMA 3R enclosures. We have been discussing a single piece of ANSI pad mount switchgear which utilizes vacuum fault interrupters (VFIs), SEL relays and motorized switches. Will the S&C Electric approach with the VFIs and switches be approved?

USACE Response: Yes

4. Are there any specs available for MV gear?

USACE Response: Question was answered in Amendment 0005

5. Are the dimensions for the MV equipment pad correct?

a. Is 9’ x 9’ measurement taken from any manufacturers design?

USACE Response: The dimensions are not correct. As the design progressed, the dimensions of the pad were not revised to reflect the latest equipment specified for the project. The pad should be sized as required for the approved equipment lineup.

6. Is there a plan to install an Electrical building to house the MV equipment?

USACE Response: No

a. If yes, Would the battery bank shown on the one line for MV equipment reside in the that electrical house? Would specs be issued soon for the electrical house? b. If no, where would the batteries for the battery bank be stored?

USACE Response: It is expected that the batteries would be housed in the MV gear structure. If they will not fit, an adjacent, small structure for battery storage would be considered.
