SUMMARY OF CHANGES
C. REVISIONS TO SOLICITATION:
(1) REVISION TO SECTION 00 10 00 - SOLICITATION
The following have been modified:
The contractor period of performance end date has increased by 185 days from 365 days to 550 days.
(2) REVISION TO SECTION 00 70 00 – CONDITIONS OF THE CONTRACT
The clause 52.211-10 has been modified and is incorporated in full text:
52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor’s acknowledgement the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 550 calendar days following the Contractor’s acknowledgement of the notice to proceed. The time stated for completion shall include final cleanup of the premises.
(End of clause)
D. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries as follows:
INQUIRY 1: The subject solicitation for the Waukegan Harbor Breakwater Repairs lists a completion within 365 days from the Notice to Proceed date. Would the USACE be willing to extend the issuance of this NTP for the successful bidder until September (or other method) which would allow the construction to take place fully in the 2022 construction season as opposed to a partial of the 2021 and partial of the 2022 seasons? Additional mob / demob, protection for winter shutdown, etc. would be additional costs.
USACE RESPONSE INQUIRY 1: The Completion of Work timeline has been updated from 365 calendar days to 550 calendar days following the Contractor’s acknowledgement of the Notice to Proceed via this Amendment No. 0001.
INQUIRY 2: Question with reference to the CONTRACT BID FORM BID SCHEDULE. Can a line item be added for Mobilization and Demobilization?
USACE RESPONSE INQUIRY 2: Mobilization and Demobilization CLINs will not be added. For the project to include Mob/Demob CLINs the project will have to fall under DFAR Clause 252.236-7003 Payment for Mobilization and Preparatory Work or DFAR Clause 252.236-7004 Payment for Mobilization and Demobilization. This project does not fit within the parameters of those clauses.
