B. CONTRACTOR INQUIRIES AND GOVERNMENT RESPONSES:

Contractor Inquiry 1: Drawing Sheet C-001 states that 6.73 acres of clearing will be performed by others. As of this week, this has not been done. Please advise on when this work is to be completed by others.

USACE Response 1: Due to environmental requirements associated with site clearing, the site will be cleared of vegetation over the winter and will be clear prior to sitework associated with this project.

Contractor Inquiry 2: The clearing limits on the Plans do not include what is required for the 24" RCP installation.

Is that clearing the responsibility of the Contractor, or will that be added to the work "by others"?

USACE Response 2: The site clearing associated with the 24” RCP installation will be performed by others per the project plans.

Contractor Inquiry 3: Please confirm the Contractor can assume that the site will be cleared by others in accordance with IDOT Standard Specification 201.

USACE Response 3: The site shall be cleared in accordance with IDOT Standard Specifications 201.

Contractor Inquiry 4: Based on the title of C-009 it appears the “intent” of the Perforated Riser would be “temporary”, however the design note on C-0009 indicates mortar to be placed around the 12” PVC securely fixing this PVC to the inside of the 24” RCP. Is the intent for the riser to only be used during construction? Will it be removed at project completion with CA-1? Is the intent to install the PVC Riser pipe one size smaller than the outlet pipe, per the note on C-0009? If so, the 12” PVC is 4 sizes smaller than the 24” RCP. Please provide more information on intent of this part of the contract. Advise if the CA-1 in the bottom of the pond is to remain or be removed off site upon project completion. Please confirm the acceptable material for the PVC Riser is SDR 35 pipe.

USACE Response 4: The temporary riser pipe and stabilizing stone shall be installed during construction and be removed only when directed by the Engineer once groundcover has been established to minimize discharge of sediment from the site. The Contractor shall install this temporary riser in such a way that it will securely remain in place during construction activities and be able to be removed once construction is complete. The acceptable size of the PVC pipe is indicated on the project plans as a 12” diameter pipe. SDR 35 PVC pipe is acceptable for this temporary installation.

Contractor Inquiry 5: Is all clearing by others? C-001 indicates a separate contract however the legend is not specific enough for the areas that overlap. Will all debris from tree removal be removed from site, stumps and al complete from other contract note? Will the trees within the area where the 24” RCP install be included in the site clearing contract performed by others?

USACE Response 5: The site clearing will include all vegetation removal and grading of the site in the area indicated in the project plans.

Contractor Inquiry 6: In reference to Amendment No 0001, Contractor Inquiry #2 states “Will the Contractor be required to perform its own testing?” Based on the 2 other Contractor Inquiries within this Amendment, it appears the specifics of the “testing” in question would only apply to the CCDD testing. Please clarify if this question/answer is only applicable to CCDD testing or all testing for the full contract.

USACE Response 6: This only applies to the CCDD testing.

Contractor Inquiry 7: Typical USACE projects require “onsite Supervisory personnel”: SSHO, QCM and Superintendent. Can the QCM serve as Superintendent? How many full-time supervisory personnel are required for this contract?

USACE Response 7: Please refer to the personnel requirements in SECTION 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS, specifically subparagraph 1.6.1.1.1 Additional Site Safety and Health Officer (SSHO) Requirements and Duties. In addition, please refer to SECTION 01 45 00.00 10 QUALITY CONTROL, specifically under paragraph 3.4 QUALITY CONTROL ORGANIZATION.

Contractor Inquiry 8: The note on C-003 states that satisfactory soils shall remain on site in the proposed stockpile location. Where is the proposed stockpile location? The topsoil stockpile location is shown only. Is the intent to store both satisfactory soils and topsoil in this “topsoil stockpile location”? Will these stockpiles be completely removed and all surplus material be hauled offsite, to fulfill the pay item under 01 22 00.00 10 1.1.6.1? Or will any surplus soils remain on site that is not required to grade per grading plan?

USACE Response 8: The only soil that is to be stockpiled and remain onsite is topsoil that will be used for final grading. All other soil shall be removed from the site and properly disposed of by the Contractor.
