The following items are applicable to this modification:
SUMMARY OF CHANGES
AMENDMENT PARTICULARS
A. AMENDED SECTION 00 10 00 (BID SCHEDULE):
The government is providing a revised bid pricing table (Section 00 10 00 – Solicitation Contract Form), which details the following changes: The unit of issue for SUBCLINS of 0004AD and 0005AD have been listed correctly therefore, Bidders shall remove and replace the previously issued respective Section with the Revised Section 00 10 00 enclosed hereunder. Bidders shall provide their prices on the Revised Bidding Schedule.
B. AMENDED PROJECT PLANS:
The government is providing revised pages to the aforementioned Project Plans Section. Therefore, Bidders shall remove and replace the previously issued respective Section with the Revised Sheets enclosed hereunder.
C. CONTRACTOR INQUIRIES AND GOVERNMENT RESPONSES:
Contractor Inquiry 1: Section 33 11 00 – Water Utility Distribution Piping mentions that butt-fused PVC pipe can be used for trenchless piping. Is Fusible PVC acceptable for the trenchless construction. Pipe details are attached.
USACE Response 1: The Government will not issuing revised specifications on the solicitation; the Government has determined fusible PVC DR 18 C900 to be an acceptable option for the directional bore portion of the project in the resultant award.
Contractor Inquiry 2: The HDPE pipe specified for directional drilling will have a smaller ID than the 12” Ductile Iron pipe that it connects to. Should HDPE be upsized to 14" to make the internal diameter comparable with the ID of the Ductile Iron Pipe?
USACE Response 2: The government has specified HDPE because of the bend in the road and the potential issues boring along the new gas main since it is more flexible. Therefore, the Contractor shall bid as specified.
Contractor Inquiry 3: Class 52 DIP and DR18 PVC provide higher pressure class rating for water main than DR11 HDPE. PE4710 HDPE uses as safety factor of only 1.59 as allowed in C906‐15. Based on a 2.0 safety factor, DR11 only provides 160 psi pressure rating. Should DR9 HDPE pipe be required to provide a closer pressure rating to the connecting water main?
USACE Response 3: The government has not specified DR 9 HDPE or 14” HDPE and is aware that the inside diameter of the 12” DR 11 HDPE is smaller. Nonetheless, the government is not worried about water supply issues given that the running pressures along Main Street are around 105 psi.
Contractor Inquiry 4: Fusible PVC pipe is resistant to water disinfectant oxidation. The UFGS 33 11 00 Water Utility Distribution Piping specification notes states "Polyethylene (PE) pipe is subject to oxidative degradation by many variables including pH, the concentration and type of disinfectant, water temperature, installation procedure and conditions. Disinfectants like chlorine, chloramines, chlorine dioxide, ozone and others may create an Oxidation Reduction Potential (ORP) in PE Pipe".
USACE Response 4: See USACE Response 1.
Contractor Inquiry 5: The Summary of Quantities suggests each bid item for Pressure Connection includes a 5’ dia.
valve vault. However, under Option 1, 2 valve vaults are listed along with 1 – 12” valve and 1 pressure connection.
Please clarify.
USACE Response 5: "Contractors should bid the line items as specified per the Revised Bid Schedule as part of this amendment.". There should only be 1 valve vault listed in Option 1 to coincide with the 1 12” valve. The Pressure Connection includes a valve vault already.
Contractor Inquiry 6: The line item descriptions for Performance and Payment Bonds states the Government will reimburse the Contractor for the actual cost of acceptable performance and payment bonds from the bonding agency. It continues that the Government will not pay more than the total line item amount for the performance and payment bonds. It later states that adjustments to the line item will also be made for any revisions to the actual bond costs associated with contract changes. Please confirm upon submitting a paid invoice from the bonding company or agency that the amount of that invoice will be paid in full regardless of the line item amount in the base bid and subsequent bid options.
USACE Response 6: The Contractor Will be paid for the amount stated on the invoice not to exeed the LINE ITEM
PRICE REGARDLESS OF IT BEING A BASE BID “LINE ITEM” OR OPTION “LINE ITEM”.
Contractor Inquiry 7: The Bid Item for Portland Concrete Sidewalk, 5” under Option 3 and Option 4 is listed as square yards on the bid form but square feet on the plan Summary of Quantities. Please clarify.
USACE Response 7: The Bid Schedule erroneously lists the unit of issue of Square Yards instead of Square Feet on SUBCLINS of 0004AD and 0005AD, the unit of issue has been revised with the issuance of this amendment, See Revised BID Schedule.
Contractor Inquiry 8: The final page of the bid form asks for Group 3 and Group 4 totals through items AR. Please confirm there is no bid item AR.
USACE Response 8: The “Summation of Bid Prices” section lists transposed SUBCLINS of 0004AR and 0005AR, this text has been revised with the issuance of this amendment, See Revised BID Schedule.
Contractor Inquiry 9: The plans do not call for a water service reconnection at 905 Singer Ave. Please advise.
USACE Response 9: An additional 30’ of Water Service Line in Trench, Copper 1.5” has been added to the project.
SUBCLIN 0005AB, has been revised with the issuance of this amendment, See Revised BID Schedule.
Contractor Inquiry 10: Please define the scope of work for call out at Option 1, STA 5+00 “Proposed Emergency Connection to Franciscan Village Water System”. Is this work in addition to the 8” x 8” pressure connection call out?
USACE Response 10: There is no work in addition to the 8” x 8” pressure connection for the “Emergency Connection to Franciscan Village” comment. Contractors should note the Restrained Joints chart on Sheet 23 as this will especially apply to this section of the project.
Contractor Inquiry 11: Please provide the original vectored set of drawings (full size pdf format). Wording and numbers are not clearly readable on the 11 x 17 scans provided.
USACE Response 11: The full‐size set of plans at this link below:
a. https://cloud.novotnyengineering.com/owncloud/s/bOGy82l1J3zp1hh
Contractor Inquiry 12: Please advise whether the EEO goals of 20.9% minority participation and 6.9% female participation are applicable to individuals employed by the Contractor and subcontractors OR if they are participation goals for Minority‐owned and Women‐owned businesses portions of the Contract work.
USACE Response 12: The goals under Executive Order 11246 are stated in percentages of aggerate work force for each construction project.
Contractor Inquiry 13: The Solicitation states ‘Competition for this acquisition is 100% set aside for small business concerns.’ Please confirm bidders need not carry a small business certification but are only required to meet the requirements of completing less than $39.5M of Water and Sewer Line and Related Structures Construction annually and employing fewer than 500 employees.
USACE Response 13: Contractors must meet the Small Business Size Standards for NAICS 237110 Water and Sewer Line and Related Structures, which is stated in dollars at $39.5M. The certification must be made by the contractor within their representations and certifications maintained at Sam.gov
Contractor Inquiry 14: The Geotechnical Report recommends 4” bedding material of FA‐1, FA‐2, or FA‐6 for water main pipe. The Village of Lemont Utility Street Cut detail (sheet 23) calls for 4” bedding material of CA‐11 or CA‐16.
The detail for Rigid Pipe Installation (sheet 22) notes bedding is not required for ductile iron water main on virgin clay. Please clarify all bedding/backfill requirements.
USACE Response 14: Bid as specified. The Geotechnical Report is a recommendation.
Contractor Inquiry 15: On the Lemont project is it possible to give an option to open cut the areas of HDPE that are called to be bored? The Jack and Bore is doable, and we are not having any issues with that. The location the project is starting at, we installed some main over there as well as attempted to bore in some water services in that area last year and our boring contractors are not wanting to quote the job due to the cobble in that area that we have encountered in the past. As the boring logs show we are not into the rock but the cobblestone that we have previously encountered makes boring in that area a nightmare.
USACE Response 15: Bid as specified. If the successful offeror prefers to use an alternate method of construction and pipe materials for this segment of water main, the contractor may offer a Value Engineering proposal under FAR Clause 52.248‐3 Value Engineering‐Construction (OCT 2015) for Government review.
Contractor Inquiry 16: Sheet 10 shows 32' of 12" DI water main in both PVC casing and steel casing? Obviously can't be both
USACE Response 16: Sheet 10 should only show 32' of 20" PVC encasing pipe. Sheet 10 profile has been modified to show that.
Contractor Inquiry 17: The jack/bored casings for this project are planned right at the top of the bedrock. That will likely be a mixed interface bore, which is very difficult to control line and grade. Because there are existing gas mains to cross very close in elevation to the bore, we would like to lower the bore into the rock for a safer and more homogeneous construction procedure. Would this be allowed?
USACE Response 17: Bid as specified. Elevation modifications due to utility conflicts will be determined in the field during construction.
