D. USACE’S RESPONSES TO CONTRACTOR’S INQUIRES FOLLOW:
Question #1 - Please provide or give further direction where the referenced Appendix A is found. This document is referenced throughout the bid documents, but the Appendix is not included.
USACE REPONSE FOR QUESTION #1 – Specification Section 00 31 32.13 Appendix A - Previous Soil Borings Adjacent Sites and 00 31 32.13 Appendix B - Soil Boring Results TTL 2018 is included in AMD 0002.
Question #2 - Please provide as-builts or structural calcs for the bridge leading to the haul road.
USACE RESPONSE FOR QUESTION #2 – As-builts of the bridge are provided in attached amendment.
Question #3 - Sheet SS001, note 1 states to match the adjacent columbarium in color, finish and texture. Detail C6/SS301 clearly shows this to be a match for Columbarium #7, but not #6 which is directly adjacent to our new one. Please advise what columbarium we are to match.
USACE REPONSE FOR QUESTION #3 - See specification Section 04 43 00 paragraph 2.1, it shall match Columbarium 7.
Question #4 - The original specifications for this project do not reference the Columbarium, Wall or Row Designators. The columbarium markers are referenced in the amendment as to be in Section 04 43 00, but aren’t. Our material provider will need these specifications in order to properly price what is anticipated by the NCA and USACE. Can you help me out with this?
USACE RESPONSE FOR QUESTION #4 – See Section 10 14 00, 2.11 for additional requirements on the designators.
Question #5 - The portions of the drain pipe that are parallel to the columbarium at the bottom of the filter rock runs.
USACE REPONSE FOR QUESTION #5 - See Plan Sheet CU-601 for portions of the drain pipe that are parallel to the columbarium at the bottom of the filter rock runs.
Question #6 - The 1.5' long portions at the bottom of the stone drainage pit for the flower watering stations.
USACE REPONSE FOR QUESTION #6 – See Plan Sheet LS501 - Detail D1 for 1.5' long portions at the bottom of the stone drainage pit for the flower watering stations.
Question #7 - None of the pipe is imbedded in the concrete, it is at the bottom of a rock drain on top of the columbarium spread footings.
USACE REPONSE FOR QUESTION #7 – See Plans Sheets CU-501 -Detail B6 & F6, SS301, SS302, SS501 - Detail A2
Question #8 - Please provide spec section for the gravesite grid monument.
USACE REPONSE FOR QUESTION #8 – This information is included in the amended SECTION 10 14 00, 2.13 GRAVESITE LAYOUT MARKERS that is part of Amendment 0002.
Question #9 - Due to the potential cost impact and technical changes that could arise from answers to RFI’s, we respectfully request an extension to the proposal due date. It is stated as of now, that the deadline for RFIs is Wednesday, October 17th, per Amendment 1. In the best case scenario, if the government’s responses could be answered and returned to the contractors in one (1) day, by the end of Thursday October 18th, contractors would only have one (1) remaining business day to review the answers, make technical changes and coordinate with subcontractors based on answered RFIs, before the
Bid Opening on Monday October 22nd. Therefore, we request a bid extension of one (1) week from the receipt of RFIs so that contractors have enough time to review and make any necessary changes.
Arrangements for the bid delivery have to be made in advance and we would appreciate as much notice as possible of a change to the bid date, if the date can be extended.
USACE REPONSE FOR QUESTION #9 – The bid due date has been extended by way of Amendment 0002.
The Bid Opening date has been extended to October 25, 2018, ALL BIDS MUST BE RECEIVED “PRIOR” TO 2:00PM (Chicago, Local Time). The Bid Opening place remains the same.
Question #10 - Will a functional load test be required for the columbarium?
USACE REPONSE FOR QUESTION #10 – Specification Section 03 48 24 PRECAST CONCRETE COLUMBARIUM UNITS paragraph 1.2.7 Functional Load Tests addresses this question. It states that the tests will be done "If required by the COR, ...". This is a Quality Assurance test that the COR of the construction contract might require if the COR feels for some reason the units being delivered to the site don't meet the specifications.
Question #11 - To what extent is the laydown area required to be restored? Please provide detail.
USACE REPONSE FOR QUESTION #11 – All areas disturbed by construction activities shall be restored, per note 2 on Plan Sheet GC102.
Question #12 - What is the lead time for the government furnished, contractor installed Niche Covers?
USACE REPONSE FOR QUESTION #12 – COR will coordinate with the National Cemetery Administration in procurement of the niche covers. Lead time obtained after the contract has been awarded.
Question #13 – A subcontractor mentioned that there is a single headstone approximately located near the northern side of the work area.
USACE REPONSE FOR QUESTION #13 – We revisited the survey data, work limits over laid on an aerial image, and photographs from the site. We could not readily locate a headstone inside the work limits.
It’s assumed that a Section Marker in the vicinity of the work limits, maybe referenced by the contractor.
If this is still a concern, please provide additional information (pictures or location) and we will address more fully.
Question #14 - Is that headstone inside the work limits of the project?
USACE REPONSE FOR QUESTION #14 – See USACE response to Question #13 above.
Question #15 - Is the headstone indication of a single grave?
USACE REPONSE FOR QUESTION #15 - See USACE response to Question #13 above.
Question #16 - Will the contractor have to work around the headstone/grave?
USACE REPONSE FOR QUESTION #16 - See USACE response to Question #13 above.
Question #17 - It was mentioned in Questions and Answer #5 from Amendment 1 that the Index of drawings provided in section “252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)” has been updated in Amendment 1, however, the section was not updated and provided in the Amendment.
Please provide an updated list of drawings for section 252.236-7001.
USACE REPONSE FOR QUESTION #17 – The sheet index was updated in 252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS, no additional sheets were added in Amdnement 0001.
Question #18 - The list of Drawings from this section “252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)” does not match the index of drawings provided in the original RFP Drawings.
This conflicting information leads us to assume that we might be missing drawings. Can you please provide us with an accurate “252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)” section from the RFP so that we can compare this list to the drawings that were provided in the original RFP.
USACE REPONSE FOR QUESTION #18 - See USACE response to Question #17 above.
Question #19 - In Amendment 1 there is supposed to be the boring reports but I do not see them, I believe they were not added to the amendment and other drawings were duplicated at the end of the amendment.
USACE REPONSE FOR QUESTION #19 – See USACE response to Question #1 above.
*Question #20 - Is all the PVC slotted or just the 4” on page CU 102? Does all the drain pipe need to be embedded in 4” of concrete or just the 4” PVC?
USACE RESPONSE FOR QUESTION #20 – Only pipe that is the slot perforated pipe is the following:
1.) See Sheet CU-601 for portions of the drain pipe that are parallel to the columbarium at the bottom of the filter rock runs.
2.) See Sheet LS501 - Detail D1 for 1.5' long portions at the bottom of the stone drainage pit for the flower watering stations.
3.) See Sheets CU-501 -Detail B6 & F6, SS301, SS302, SS501 - Detail A2,the pipe is not imbedded in the concrete, it is at the bottom of a rock drain on top of the columbarium spread footings.
Question #21 - No Specifications found for the item below: Elastomeric Waterproofing Membrane Per Detail C5 / SS302
USACE REPONSE FOR QUESTION #21 – See specification section 04 40 10 CUT STONE ASSEMBLIES, 2.5.2.
Question #22 - Is the storm sewer live and what size is it where manhole #2 is connecting CU102. Is M21&M21A on the chart 12” RCP(CU-601)?
USACE REPONSE FOR QUESTION #22 – 18" storm sewer is active. Labels were added\updated to amended Plan Sheets CU102, CU502 and CU601.
Question #23 - The original specifications for this project do not reference the Columbarium, Wall or Row Designators. The columbarium markers are referenced in the amendment as to be in Section 04 43 00, but aren’t. Our material provider will need these specifications in order to properly price what is anticipated by the NCA and USACE. Can you help me out with this?
USACE REPONSE FOR QUESTION #23 - See Plan Sheet SS-203 and Section EXTERIOR SIGNAGE 10 14 00, Section on Bronze Plaque included in AMD 002.
Question #24 - Will 8” CMU, fully reinforced and grouted be an acceptable alternative to the concrete piers shown at each end of the niches? This allows a better fit for the veneer and limestone caps. It is our understanding that the previous Columbaria at this site used the CMU method of construction for the piers. Reference: Sheets SS301 and SS302.
USACE REPONSE FOR QUESTION #24 – No.
Question #25 - In the Revised section 01 35 26 Government Safety Requirements AMD0001 09-30-18 in 1.7 Accident Prevention Plan under 1.7.1b. Names and Qualifications on page 15 it states that “As a minimum, designate and submit qualifications of competent persons for each of the following major areas:
excavation; scaffolding; fall protection; hazardous energy; confined space; health hazard recognition, evaluation and control of chemical, physical and biological agents; and personal protective equipment and clothing to include selection, use and maintenance.” Do all of the listed “major areas” in the section above apply to this project?
USACE REPONSE FOR QUESTION #25 – The contractor shall refer to the list to determine which personnel must have qualification documentation submitted, based on the work plan and pertinent sections of the Accident Prevention Plan and/or Activity Hazard Analyses. In cases where no need exists for a competent person that is listed in the specifications, the contractor should disregard that respective requirement.
Question #26 - Please include the Boring results as mentioned in the RFI response and noted as part of Appendix A and Appendix B.
USACE REPONSE FOR QUESTION #26 - See USACE response to Question #1 above.
Question #27 - Can CMU be used instead of Cast-in-place Concrete as has been previously done on existing columbarium at that site?
USACE REPONSE FOR QUESTION #27 - No
Question #28 - Please extend the bid date to allow for better subcontractor coverage.
USACE REPONSE FOR QUESTION #28 - See USACE response to Question #9 above.

c. The Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of the Cemetery. Interruption time approved by the Cemetery may occur at other than Contractor's normal working hours at no additional cost to the Government.
d. Major interruptions of any system must be requested, in writing, at least 21 calendar days prior to the desired time and shall be performed as directed by the COR, which may require the work to be performed off hours which shall be done at no additional cost to the Government.
e. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.
1.5.4 Abandoned Lines
All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, which are to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged. The lines shall not be capped in finished areas, but shall be removed and sealed. Lines shall be capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces.
1.5.5 Traffic Control
To minimize interference of construction activities with flow of Cemetery traffic, comply with the following:
a. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Wherever excavation for new utility lines cross existing roads, at least one lane must be open to traffic at all times.
b. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the COR.
Coordinate the work for this contract with other construction operations as directed by COR. This includes the scheduling of traffic and the use of roadways, as specified in Article USE OF ROADWAYS.
1.5.6 Coordination of Construction
The Abraham Lincoln National Cemetery will remain in operation during the entire construction period. The Contractor shall conduct his operations so as to cause the least possible interference with normal operations of the site. Contractor is responsible to ensure that no contract work interferes with any funeral, ceremony, procession, or visitation to be delayed, altered, or otherwise impacted in such a way that the dignity or security of the event is compromised.
The burial activities at a National Cemetery shall take precedence over construction activities. Cooperation and coordination with the Cemetery Director, through the COR, in arranging construction schedule to cause the least possible interference with Cemetery activities in actual burial areas, SECTION 01 00 00 Page 8
AMD0002 - 09/30/18
is required. Construction noise during the interment services shall not disturb the service. Coordination of work may require that equipment that is heard from the service location be shut-off, or moved out of the area prior to the service, as acceptable to the Cemetery Director through the COR. Trucks and workmen shall not pass through the service area during this period.
a. Work Hours: The Contractor must restrict all construction activities, including start-up and warming of equipment, to the following schedule, unless otherwise approved by the Contracting Officer: Monday through Friday between 7:30 a.m. and 5:00 p.m. or daylight hours, whichever is less. Saturday work may be permitted with 2 days advance notice and the prior approval of the Contracting Officer. No work will be permitted on Sundays or federal holidays.
Access to the job site will be allowed 30 minutes prior to starting time.
b. Construction Vehicle Speed: Limit onsite construction vehicle speeds to the posted speed limits, unless otherwise approved.
c. All work involving use of tools or equipment which would disrupt or interfere with any interment service or ceremony conducted in the immediate vicinity of the work sites shall cease until the service has been competed.
d. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.
e. Discontinue work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and/or Federal holidays, and clean up all areas of operation adjacent to functioning areas of the Cemetery, including existing burial sections and any other areas identified by the COR before these dates.
f. Clean-up activities shall include the removal of all equipment from beyond the fenced construction area, tools, materials and debris, and leaving the areas in a clean, neat condition.
1.6 ALTERATIONS
1.6.1 Survey
Before any work is started, make a thorough survey with the COR of the site in which alterations are to occur and areas which are anticipated routes of access. The Contractor shall video the condition of the construction limits and hauling routes prior to any construction or moving of equipment. This shall be done in the presence of the Contracting Officer (give 48 hours notice). The Contractor shall provide two copies of the video to the Government. At the completion of the contract, the Contractor shall restore all work areas to their pre-construction condition and to the approval of the Contracting Officer. Video shall include:
a. Existing conditions.
SECTION 01 00 00 Page 13
AMD0002 - 09/30/18
reduced pressure backflow preventer at each connection to the existing potable water system. Water usage from the existing distribution system, where available, shall be provided at no cost to the Contractor. Pressure, flow rate and volume of water shall be provided at conditions that will not disrupt the operations of the existing system, provide any facilities required to make the water source characteristics suitable for Contractor's intended use(s) without adversely impacting the existing system.
b. Maintain connections, pipe, fittings and fixtures and conserve water use so none is wasted. The Contractor “may” obtain water by connecting to the functional Cemetery water distribution system subject to conditions as stated below. Failure to stop leakage or other wastes, or causing unacceptable adverse impacts on the existing system, will be cause for immediate revocation (at COR's discretion) of use of water from the Cemetery's system and will require or result in the Contractor connection(s) being immediately shut-off.
1.13 GOVERNMENT-FURNISHED PROPERTY
As soon as the project construction schedule has been developed, the Contractor shall notify the COR of the date they anticipate the need for the Government furnished niche covers to be delivered onsite. The Government shall deliver to the Contractor the Government-furnished property shown on the Schedule below.
DESCRIPTION QUANTITY
Niche Covers 5,600
Estimated value of government furnished equipment: $280,000 ($50 each). The contractor shall replace niche covers that were damaged through his handling of the niche covers at the full replacement cost.
Equipment furnished by the Government to be installed by the Contractor will be furnished to the Contractor at the Cemetery.
Storage space for equipment will be provided by the Government and the Contractor shall be prepared to unload and store such equipment therein upon its receipt at the Cemetery.
Notify COR in writing, 60 calendar days in advance, of date on which Contractor will be prepared to receive equipment furnished by Government.
Arrangements will then be made by the Government for delivery of equipment.
a. Immediately upon delivery of equipment, the Contractor shall arrange for a joint inspection thereof with a representative of the Government. At such time the Contractor shall acknowledge receipt of equipment described, make notations, and immediately furnish the Government representative with a written statement as to its condition or shortages.
b. The Contractor thereafter is responsible for such equipment until such time as acceptance of contract work is made by the Government.
Completely assemble and install the Government furnished equipment in place ready for proper operation in accordance with specifications and drawings.

1.14 CONSTRUCTION DIGITAL IMAGES
1.14.1 General
Prior to commencement of operations by the Contractor at the site, a detailed survey will be made of all existing structures, including adjacent roads that may be affected by the Contractor's operations. The survey will be conducted in coordination with local interests, Contractor, Corps of Engineers Representative, and private parties concerned and will be sufficient in scope to provide advance agreement among all concerned as to the condition of the existing structures. Participate in pre-construction surveys of existing structures as deemed necessary to permit determination and accurate assessment of any subsequent damage to existing structures that may be incurred during the period of the contract. Photographs and videos must be submitted to shown conditions existing prior to start of construction. Submit all videos at 720P minimum resolution in mpeg format.
During the construction period through completion, furnish the COR with digital images on a disc and include one color print of each image. Digital views shall be taken of exterior and aerial photographs as selected and directed by COR.

Contractor must submit a technical data sheet to the USACE Aviation and Remote Systems Program (HQAviation@USACE.army.mil) for approval prior to operations. The approval indicates that the system is allowed to be flown on the project site, and does not provide mission approval or risk acceptance.
1.14.1.2 Formats
Each view shall be taken with a professional grade camera with minimum size of six megapixels (MP) and the images will be a minimum of 2272 pixels by 1704 pixels for the eight inch by 10 inch prints and 2592 pixels by 1944 pixels for the 16 inch by 20 inch prints, as per these specifications:
Take digital photos of the daily work in progress, including close-ups. The photographs shall be of the actual work as it progresses. The images shall be of both close-up in nature as well as panoramic in nature to get the feel for the entire work in progress. In addition, work of product installations that are going to be covered up shall be taken.
