QUESTION #20 – GENERAL CONDITIONS

Will the Government allow use of the Administrative Building for the Contractor field office, or will we be required to provide a separate job trailer?

USACE Response to Question #20: The Government will allow reasonable use of the bathroom and lock facilities present at the Administrative Building. However, the contractor is required to furnish and use temporary construction facilities per Specification Section 01 52 02

TEMPROARY CONSTRUCTION FACILITIES.

QUESTION #21 – CIVIL DESIGN

The precast fence is called out to be protected with an anti-graffiti coating. Is this coating to be applied to the public side only or both sides?

Specification Section 05 50 13 MISCELLANEOUS METALS paragraph 2.3 has been revised to allow two-foot to four-foot wide steel grids.

QUESTION #26 – GENERAL CONDITIONS

Will the Government allow use of the Administrative Building for the Contractor field office, or will we be required to provide a separate job trailer?

USACE Response to Question #26: The Government will allow reasonable use of the bathroom and lock facilities present at the Administrative Building. However, the contractor is required to furnish and use temporary construction facilities per Specification Section 01 52 02

TEMPROARY CONSTRUCTION FACILITIES.

QUESTION #27 – CIVIL SHEET STATIONING

Starting at ~ STA. 8+20 (on sheet C-111), the station marks at 20' o.c. seem to misalign from the "ticks" (representing the precast column locations). Is that intentional, or is that a drafting error?

USACE Response to Question #27: It is intentional, not a drafting error. The stationing of the Plan View and Precast Concrete Wall Alignment Profile co-align on Plan Sheets C-108 thru C-

111. Due to special/drafting reasons, the stationing of the Plan View and Precast Concrete Wall Alignment Profile becomes dis-aligned on Plan Sheet C-112 at the northwest bend of the South Main Entrance gate (~Station 12+42). All Plan View and Precast Concrete Wall Alignment Profile stationing is provided for the wall on the Plan Sheets C-108 thru C-119.

QUESTION #28 – QUALITY CONTROL MANAGER AND SSHO

The Specifications state that the Quality Control Manager cannot act as the SSHO. Will it be permissible for the Superintendent to perform a dual project role as either Quality Control Manager or SSHO?

USACE Response to Question #28: For a job of this complexity, the Site Safety and Health

Officer (SSHO) and Contractor Quality Control (CQC) Manager are separate functions/positions as specified in Specification Section 01 35 26 GOVERNMENT SAFETY REQUIREMENTS and Specification Section 01 45 00.00 10 QUALITY CONTROL.

Specification Section 01 35 26 GOVERNMENT SAFETY REQUIREMENTS paragraph

1.5.1.1.1 states ”The Contractor Quality Control Person cannot be the SSHO on this project, even though the QC has safety inspection responsibilities as part of the QC duties.” Specification Section 01 45 00.00 10 QUALITY CONTROL paragraph 3.4.2 states “The CQC System Manager is assigned as CQC System Manager but has duties as project superintendent in addition to quality control.” NOTE: The CQC Manager may serve as the project superintendent.

QUESTION #29 – BID SCHEDULE CLIN

Parent CLIN 0013 is called Group Four Options – Anti Dig Guard. I believe this is not correct and should be called Stamped concrete pavement.

USACE Response to Question #29: Concur. The GROUP 4 OPTIONS for Option CLIN 0013 (0013AA through 0013AC) pertains to the Stamped Concrete Pavement Option. This Line Item has been changed via this Amendment No. 0001 to “STAMPED CONCRETE PAVEMENT”.

See the revised Bid Schedule enclosed hereunder.

QUESTION #30 – OBSTRUCTION REMOVAL PAYMENT

The specification contain SECTION 02 65 01 - OBSTRUCTION REMOVAL – There does not seem to be a method of paying for unforeseen obstructions. If underground obstructions are encountered will they be compensated on a “time and material” basis?

USACE Response to Question #30: Unforeseen site conditions shall be handled by invoking the Differing Site Conditions Clause, FAR 52.236-2 (See Solicitation Section 00 70 00, page 35 of 57). Obstructions that may be encountered during construction of the wall are covered at Section 03 35 33, paragraphs 2.1 and 3.2.1.

Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground, or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

There is potential of subsurface obstructions being present along the fence line. The obstructions are remnants of the East Chicago Energy Cooperative Incorporated (ECI) Refinery that once occupied the site. A summary of obstructions found during the slurry wall installation for the IHC CDF are provided on the drawings as reference sheets. The slurry wall installation alignment is nearly parallel to the existing fence line alignment.
