SCOPE OF WORK

CORPS OF ENGINEERS – CHICAGO DISTRICT

Scope of Work for Rental of Heavy Equipment

At Indiana Harbor Confined Disposal Facility (CDF), East Chicago, IN

1. SUMMARY

Indiana Harbor Confined Disposal Facility (CDF) is located in East Chicago, IN. The facility has experienced significant erosion and requires the filling of significant rills with crushed stone, grading/re-contouring in areas of lesser erosion. All repaired areas are to be compacted with a boom mounted vibratory compactor. Upon completion of the earthwork, all areas will stabilized by either the application of a soil stabilizer (SoilTac) or by seeding. In addition, the roadway on top of the containment cell dikes requires rehabilitation. Included in this rehabilitation is the placement of topsoil from the edge of road to the top edge of the Dikes by a hydraulic excavator.

The U.S. Army Corps of Engineers, Chicago District, requires the following equipment (or similar equipment or manufacturers, with the same or greater capacity and service capability to perform the work as described in this Scope of Work:

One (1) 3200 Track-Mounted Gradall Hydraulic Excavator One (1) Roto-grader One (1) Vibratory compactor One (1) 24” Wide Bucket One (1) 60” Wide Bucket One (1) T-75T Series II Finn HydroSeeder One (1) T-120T Series II Finn HydroSeeder

Only one award will be made. The award will be made to the bidder that submits the lowest overall cost for items 0001 - 0022.

All equipment must be delivered to and picked up at:

Indiana Harbor Confined Disposal Facility 3500 Indianapolis Boulevard East Chicago, IL

The contractor shall be paid separately for Mobilization and De-Mobilization costs associated with each piece of equipment. However, the contractor shall maintain all rented equipment during the rental period and include those maintenance costs in the proposed contract unit prices for each equipment rental.

Equipment maintenance provided by the contractor includes all normal periodic maintenance typically performed during normal operation. This includes the replacement of filters, oils, coolant, hydraulic fluids, bucket teeth, etc. All necessary equipment maintenance shall have been completed prior to delivery, such that the equipment is ready for use when delivered to the Government. The equipment shall be fully fueled at the beginning of the rental period.

Thereafter, the Government will be responsible for refueling, and the Government will return the equipment fully fueled.

If it is determined that any abuse causes physical damage to the equipment, the Government will be responsible for the cost of repairs, however, the supplier will still be required to make the repairs (repair cost estimate will be submitted for review prior to repairs). If the equipment fails and is unusable, and determined not to be caused by abuse, the contractor will have the contract amount reduced on a pro-rated basis for the number of days of use lost by the Government, rounded up to the nearest whole day, unless an substitute piece of equipment acceptable to the Government is delivered to the site and is available for the Government’s use within twenty-four

(24) hours of the prior equipment breakdown.

The period of performance for the resultant contract will be the date of award through 31 Dec 2015. The anticipated rental period for each piece of equipment is detailed in the scope below.

The Contracting Officer or his representative will notify the contractor at least one week prior to the required delivery date for each piece of equipment. The delivery of all equipment shall be made the day prior to the requested start date, such that the equipment is available for service no later than 7:00 A.M. the following day. The contractor shall be given one (1) week notice of any change in rental period commencement date specified for any of the equipment. The contractor shall be paid for only the number of days/weeks each piece of equipment is used The contractor shall be paid at the Option rate bid for each week or at the Option rate bid for each day the equipment is used, if less than a week, beyond the base number of weeks. The Option period for any piece of equipment shall not exceed the specified maximum number of option weeks and/or days. The contractor shall be notified the 5 days before the expiration of the base period whether the equipment is to be used for any additional contract option weeks or days.

Late delivery of any of the equipment (or delivery of equipment not meeting the specifications), or loss of use for equipment that has not been properly maintained and/or delivered ready for operation (including required safety equipment, heater, etc.), shall cause the contract amount to be reduced on a pro-rated basis for the number of days lost until the equipment is ready for use, rounded up to the nearest whole day.

The rental rate for the Gradall Hydraulic Excavator and related implements shall include the services of a licensed operator with at least 5 years experience on Gradall’s similar to the one being rented. All other equipment will be operated by qualified, U.S. Army Corps of Engineers operators and will be used on average, 35-40 hours per week, but never more than 50 hours per week.
