B. Provided below are the USACE’s Responses to Contractor’s Inquiries:
QUESTION #1: Given that the area typically used for truck turn around at the work zone area has been eroded and washed away, it appears that a different form of hauling the material to the infill site will have to be done. In the past the trucks were able to deliver the materials to the work site and then turn around to exit the work zone. As depicted in the attached photo, there is not enough room to navigate the drop off of material and exit out of the site with the type of dumps used in the past and considered for this project. Our recommendation is to have an off‐site staging area where the materials are stockpiled and then delivered to the work zone via some form of transport such as a front end loader. This does create a rather laborious and cumbersome process but seems to be the only effective way of doing so given the conditions of the erosion. Also, this would require that the staging area be on the NIPSCO property which is another concern as it relates to permission to utilize such. Any suggested response detailing how this can be accommodated is much appreciated.
USACE RESPONSE TO QUESTION #1: Contractor’s shall refer to Specification Section 31 25 10 EROSION PROTECTION ‐ SAND FILL PLACEMENT, para. 3.2.3.1 and Sheet C‐102. The Government does not have any staging/storage areas for the project. It is the responsibility of the contractor to obtain staging or storage areas off‐site. If the Contractor needs a staging area from NIPSCO, the contractor may obtain an area directly from NIPSCO.
QUESTION #2. Given that amendment 001 eliminates the wood bollards and replaces with the snow fencing is the snow fencing to remain as permanent as the roadway or will it come out at the end of the project? Clarification on this matter is appreciated. Our concern is that if it were to remain, maintenance would be required to ensure it remains after the end of the project.
USACE RESPONSE TO QUESTION #2: Contractor’s shall refer to Sheet C‐103, Note #2. The snow fencing must be removed upon construction completion.
C. The Amendment corrects Paragraph 4.a. ( BID OPENING ROOM) under the Bid Notes;
accordingly, it is corrected to read as follows: . The designated Bid Opening Room is located on the 16th floor at 231 South LaSalle Street, Chicago, Illinois 60604.
