AMENDMENT #0001

p 1 of 4

1. GENERAL. This amendment is being issued to answer contractors’ questions and make minor revisions to the Synopsis (as described in the answers to the questions).

2. SUBMISSION DATE. The response date is hereby extended to October 22, 2013.

3. ANSWERS TO CONTRACTORS’ QUESTIONS.

QUESTION 1: Would you mind confirming whether the contract Rhea Engineers and Consultants W911WN-10-D-0001 <http://internal.input.local/index.cfm?fractal=opportunities.dsp.contract.detail&OppID=77321& cntrctID=88557> is considered an incumbent contract to the subject market SF330 request for geotechnical engineering within the boundaries of the Great Lakes and Ohio River Division?

ANSWER 1: Rhea Engineers is not considered the incumbent. Incumbent firms are AECOM and TES TECH, Inc.

QUESTION 2: For the above referenced solicitation, are four or five copies required?

ANSWER 2: Five copies are required. The synopsis has been revised.

QUESTION 3: Just wanted to check on the number of hard copies required for the above-referenced solicitation, “Indefinite Delivery Architect Engineer Contract for Geotechnical Engineering Services for the Chicago District and Detroit District.” The solicitation shows “four” and “(5)” copies of both the Part I and Part II, so wanted to clarify.

ANSWER 3: Five copies are required. The synopsis has been revised.

QUESTION 4: The document states for the submission requirements the following verbiage:

“SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit four (5) copies of SF 330 Part I, and four (5) copies of SF 330 Part II.” Will four or five copies be required?

ANSWER 4: Five copies are required. The synopsis has been revised.

QUESTION 5: “Past Performance. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules.”

p 2 of 4

Can past performance be construction related as well or does it need to be entirely A/E? Can we provide a mix of past experience as long as it demonstrates the ability regarding cost control, quality control/work, compliance with contract documents, etc?

ANSWER 5: Firms should submit past performance and experience information which will best highlight the firms qualifications with regard to the synopsis requirements.

Consideration of past performance will be in accordance with the Federal Acquisition Regulations (FAR), its supplements, and the USACE EP 715-1-7. The Corps will consider any past performance information submitted on recent similar contracts, including design-build contracts. Relevancy of the past performance information to the proposed contract will be considered; the more relevant the work, the more weight it carries. It is the responsibility of the firm to explain how the past performance information is relevant to the proposed contract. If no relevant past performance information is available on a firm, the firm will be given a neutral past performance evaluation.

QUESTION 6: Due to the shutdown, will the response date be extended?

ANSWER 6: The response date has been extended to October 22. The response date does not necessarily have any correlation to the partial government shutdown. Please refer to this synopsis for all response requirements.

QUESTION 7: [My firm] is contemplating to team up with [other firms] (as subcontractors) to prepare a submittal for this upcoming contract. However, the submittal instructions indicate the NAICS code 541330 (Engineering Services,……..) is necessary to apply for this contract.

[My firm] presently does not provide any engineering services, just drilling services, and has the NAICS code (as registered in SAM) 238910. The question I have – should we even attempt to prepare this submittal or would our status (non-existent engineering services) disqualify us from the start? The intention would be to subcontract all engineering services ([the subcontract firms] have extensive experience with this contract management and deliveries).

ANSWER 7: The decision to submit is up to the firm. We encourage your participation. The Corps will review the qualifications of the entire package that is submitted, including the full team presented and evaluate with respect to the criteria listed in the solicitation.

QUESTION 8: Please advise if this is a new requirement or if there is an incumbent. If existing, who is the incumbent and what is the current contract value?

p 3 of 4

ANSWER 8: Incumbent firms are AECOM and TES TECH, Inc.

QUESTION 9: We are considering to respond to your solicitation for the above mentioned project. However, we have a mentor protégé agreement and we responded to the previous solicitation as a JV, we are again considering to respond to this solicitation as JV. I wanted to make sure that the JV will be considered as total small business.

ANSWER 9: To be eligible to compete, the business organization (e.g. company, firm, joint-venture, contractor) must be small in accordance with the Small Business Size Standards. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. How to calculate average annual receipts and average employment of a firm can be found in 13 CFR §

121.104 and 13 CFR § 121.106, respectively, or the firm may contact its local Small Business Administration office for size information.

QUESTION 10: Please confirm the due date is Oct. 15 by 4:30 Central

ANSWER 10: The response date has been extended to October 22.

QUESTION 11: The solicitation states “submit four (5) copies of SF 330 Part I and four (5) copies of SF 330 Part II for prime and all consultants. Please clarify how many copies are required.

ANSWER 11: Five copies are required. The synopsis has been revised.

QUESTION 12: In the second paragraph of Section 1. Contract Information, the solicitation indicates “Projected awards are anticipated in Winter 2014.” Is the intention to award in the December 2013-March 2014 timeframe, or in December 2014-March 2015 timeframe?

ANSWER 12: The intention is to award in the December 2013 – March 2014 timeframe. The synopsis has been revised to clarify.

QUESTION 13: In the third paragraph of Section 4. Submission Requirements, the solicitation indicates “Section E shall be limited to 10 pages.” Since Section E contains the resumes for the proposal, and the SF330 form provides a standard format for the resumes, it appears we would be limited to no more than 10 resumes. Is this the intent of the solicitation, or can we use our own format to show more than one person’s resume, i.e. qualifications, on each of the 10 pages in Section E?

p 4 of 4

ANSWER 13: Section E shall be limited to 20 resumes and 20 pages. The synopsis has been revised.

4. ACKNOWLEDGE AMENDMENT. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation, or as amended by one of the following methods:

(a) By completing Item 4 below, and returning 1 copy of the amendment;

(b) By acknowledging receipt of this amendment on each copy of the offer submitted;
