AMENDMENT
CONTRACTOR QUESTION: Contained in the solicitation for bid of the City of East Chicago Pipe Lining Project RTA W912P6-12-B-0013 is the statement that "The sewer will be relined with Cured-In-Place Piping, to reduce the infiltration of storm water into East Chicago's sanitary sewer system." I have read through the final documents and have found in Section 33 01 30.72 page 10 under 3.3 REINSTATEMENT OF SERVICE CONNECTIONS that there is no mention of sealing the lateral connection after the installation of the CIPP has been completed. The reason why I have decided to address this is because in lined pipe and annular gap exists due to the shrinkage of the resin after curing allowing for infiltration to reenter the pipe line at the reinstated lateral connections. You have addressed sealing the CIPP terminations at manholes as addressed in point 3.4 of the same section, however sealing the lateral connections should also be considered.
In the final report of the US Army Corps of Engineers publication CPAR-GL-95-2 Construction Productivity Advancement Research (CPAR) Program, Guidelines for Trenchless Technology, it is stated that: "If designed to reduce inflow and infiltration, the liner should be adequately sealed at laterals to ensure that there is no inflow into the pipe. This can be achieved by adequately grouting around the openings or by using sealing gaskets." Also addressed in the publication is "The flared ends of the liners at the manholes should be sealed tightly to the host conduit and manhole walls. The seal should be made with a resin mixture that is compatible with the liner. Other end seal systems or press seal gaskets may be acceptable."
USACE RESPONSE: The following sentence will be added to SECTION 33 01 30.72 Page 11, "CIPP shall be sealed to the reinstated service connection using a flexible sealant suitable for sealing all edges of the CIPP and concrete, PVC, or clay tile." Please see attachment.
