1.2 BACKGROUND.

The Indiana Harbor and Canal CDF is located in East Chicago, Indiana. The CDF was constructed on a former petroleum refinery site that has open status under the Resource Conservation and Recovery Act (RCRA); the site requires corrective action and eventual closure. Elements of the corrective action requirements are built into the CDF operation. The site contains buried waste and debris, a free phase oil layer on top of the contaminated groundwater, and contaminated soil. The CDF consists of the following major features:

1) Clay exterior dikes, with a height of approximately 22’,

2) An interior dike that divides the CDF into two cells of approximately 45 acres each; the interior dike is approximately 18’ high and each cell includes a decant structure,

3) A groundwater gradient system which consists of 88 groundwater extraction wells, plus monitoring wells, collection piping, level sensors, and lift stations,

4) A bentonite slurry cutoff wall that isolates the site on the west, north, and east sides, plus a sealed steel sheetpile wall along the canal,

5) An administration building and parking lot for site management operations,

6) Support facilities including a gravel pad for a package wastewater treatment plant, a crane pad for debris off-loading, a storage pad, a decontamination station for rinsing vehicles or large objects, roads, air monitoring pads, and utilities.

This performance work statement includes all the activities required to dredge and dispose of material in the CDF, as well as to operate the CDF. Routine site maintenance such as mowing or snow removal is not included in this performance work statement.
