About this file

This is a Questions and Answers document for Solicitation W912P526QA045, a liquid oxygen supply contract issued by the U.S. Army Corps of Engineers (USACE). The solicitation requires the supply of 3,000 short tons of liquid oxygen (LOX) to be delivered to a facility equipped with four independent 15,000-gallon storage tanks, each with individual fill ports. The tanks are not manifolded together and fill independently of one another. The government will accept a batch Certificate of Analysis covering all deliveries as a quality control measure to verify product purity, rather than requiring individual trailer or delivery COAs.

The response clarifies operational requirements including that hot fills may be performed on an ad-hoc basis if unexpected leaks or breaks occur during normal operations, with no specific turnaround time requirement since these situations are unplanned; delivery drivers are expected to notify dispatch/USACE of any suspected issues. The government does not require purity verification at the time of hot fills. Pre-award site visits are not anticipated, and suppliers should bid based on the information provided; post-award, the Government Representative identified in the Statement of Work will serve as the point of contact. The Period of Performance dates are specified in the Scope of Work, Section 1.0. The document also includes a plan view diagram illustrating the tank configuration and associated piping systems.

Questions and Answers for Solicitation W912P526QA045

1. What size is the tank?

They are 15,000 gallon tanks (4 of them).

2. Hot Fills & Structural Integrity: Supplier does not perform structural integrity inspections. While they can perform "hot fills" on an ad-hoc basis, it is difficult to guarantee a specific turnaround time due to scheduling constraints (weather, driver/technician availability, etc.). They strongly encourage avoiding hot fills by ensuring tanks do not run completely empty. Could you please clarify your turnaround time expectations? Additionally, will you require verification of purity at the time of a hot fill? Client historically does not offer on-demand purity verification.

Hot fills may be required if an unexpected link or break takes place during normal operations. Our intent is to have delivery drivers notify dispatch/USACE if they notice anything that may resemble a leak or break. There is no specific turnaround time required since this would be an unexpected situation. Ongoing communication and deliveries of LOX to fill a warm tank would take place as required to resume normal operations. The word “structural” when referencing inspections will be removed.

3. Tank Configuration: Could you confirm if the four 15,000-gallon tanks are manifolded together?

Each tank has individual fill ports, four total, and they fill independent of each other.

Plan sheets can also be provided if needed.

4. Certificate of Analysis (COA): Will a COA be required with each delivery? If so, are you looking for a trailer COA or a batch COA? Given that this requirement is typically for standard commercial-grade liquid oxygen, a COA is usually not required.

A batch Certificate of Analysis that covers all deliveries is acceptable. This acts as a quality control measure and verifies the purity of the product we are purchasing.

5. Site Survey: Supplier requires a site survey from their CES and Transportation teams in advance. Could you provide a local point of contact so we can coordinate and get this scheduled as soon as possible?

Pre-award – No site visit is anticipated. Bid as shown.

Post-award - Point of contract is included in the SOW as the “Government Representative”.

6. What is the Period of Performance is for the Liquid Oxygen Supply (3,000 Short Tons) RFQ? Can you please provide insight on the start and end date?

Please see Scope of Work, section 1.0.
