About this file

This is a Contracting Officer's Determination for Limiting Competition at or below the Simplified Acquisition Threshold (SAT), issued by the U.S. Army Corps of Engineers (USACE), Nashville District, with Control No. LRN-FY26-16, dated 17 June 2026.

The procurement is for the supply and delivery of Diamond Products hydraulic diamond wire saw systems, replacement components, rigging assemblies, tooling, and associated accessories to support the Wilson Main Lock Stoplog Liner Install Project. The requirement includes procurement of one new Diamond Products hydraulic wire saw system while rehabilitating an existing Government-owned unit to maintain operational capability. Minimum components include a CP40EXL hydraulic power unit, WS25 wire saw assembly, control station, hydraulic hose assemblies, feed hoses, rigging assemblies, idler wheel assemblies, mounting systems, clamps, support hardware, diamond wire, crimping tools, threaded wire connectors, and associated operational accessories for heavy duty structural concrete cutting. All equipment must be new, unused, free from defects, and delivered complete and operational to the Tennessee River Operations Center (TROC) at Wilson Lock and Dam, Florence, Alabama no later than 12 February 2027. The contract is structured as a Firm Fixed-Price (FFP) Supply Purchase Order under a New Requirement, funded by FY26 Civil Works appropriations. This is a brand name acquisition for Diamond Products equipment based on operability and compatibility requirements with existing Government-owned CP40EXL and WS25 systems; however, competition is maintained among multiple authorized Diamond Products distributors registered in SAM.gov. Market research confirmed ten authorized distributors available, supporting the small business set-aside applicability. The Contracting Officer determined that the brand name requirement is justified due to operational necessity and compatibility needs, and that fair and reasonable pricing is assured through adequate small business competition.
