About this file
These are technical specifications for the rehabilitation of a tow haulage high-speed gearbox and limit switch at the Nickajack Auxiliary Lock in Jasper, Tennessee, prepared by the U.S. Army Corps of Engineers Nashville District. The project involves removing the existing gearbox, performing a comprehensive inspection, and completing a full rehabilitation that includes replacing seals, gaskets, bearings, and the limit switch, as well as recoating the interior of the gearbox. The specifications outline multiple contract options, including optional replacement of shafts and gears, machining of bearing housings, and machining of the gearbox split.
The technical specifications provide detailed requirements for the rehabilitation, including specific standards for nondestructive testing, gear and shaft inspection, painting, and documentation. The contractor must submit comprehensive operation and maintenance manuals, provide warranties, and ensure the rehabilitated equipment meets original manufacturer specifications. The project includes precise requirements for surface finishing, lubrication, and mechanical tolerances, with the goal of restoring the tow haulage gearbox to optimal operating condition. The rehabilitation is scheduled for completion in June 2025, with strict documentation and quality assurance requirements throughout the process.

Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.
1.1.2 Submission of Submittals
Schedule and provide submittals requiring Government approval before acquiring the material or equipment covered thereby. Pick up and dispose of samples not incorporated into the work in accordance with manufacturer's Safety Data Sheets (SDS) and in compliance with existing laws and regulations.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" classification.
Submittals not having a "G" classification are for information only. When used, a code following the "G" classification identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

Use the ENG Form 4025-R transmittal form for submitting both Government-approved and information-only submittals. Submit in accordance with the instructions on the reverse side of the form. These forms or similar forms will be furnished to the Contractor. Properly complete this form by filling out all the heading blank spaces and identifying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.
1.5 QUANTITY OF SUBMITTALS
Unless otherwise specified, submit one electronic (PDF format) set of each submittal.
1.6 INFORMATION ONLY SUBMITTALS
Submittals without a "G" designation are for information-only. Approval of the Contracting Officer is not required on information only submittals. The Contracting Officer will mark "receipt acknowledged" on submittals for information and will return only the transmittal cover sheet to the Contractor Normally, submittals for information only will not be returned. However, the Government reserves the right to return unsatisfactory submittals and require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work; and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.
1.7 SUBMITTAL REGISTER
A sample Project Submittal Register showing items of equipment and materials for when submittals are required by the specifications is provided as "Appendix A - Submittal Register."

The Contractor is responsible for additional time required for Government reviews resulting from required resubmittals. The review period for each resubmittal is the same as
SECTION 01 33 00 Page 2 for the initial submittal.
b. Submittals required by the contract documents are listed on the submittal register. If a submittal is listed in the submittal register but does not pertain to the contract work, the Contractor is to include the submittal in the register and annotate it "N/A" with a brief explanation. Approval by the Contracting Officer does not relieve the Contractor of supplying submittals required by the contract documents but that have been omitted from the register or marked "N/A."
c. Resubmit the submittal register and annotate it monthly with actual submission and approval dates. When all items on the register have been fully approved, no further resubmittal is required.

The Contractor is responsible for the dimensions and design of connection details and the construction of work. Failure to point out variations may cause the Government to require rejection and removal of such work at the Contractor's expense.
If changes are necessary to submittals, make such revisions and resubmit in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.
1.11 APPROVED SUBMITTALS

Approval or acceptance by the Government for a submittal does not relieve the Contractor of the responsibility for meeting the contract requirements or for any error that may exist, because under the Quality Control (QC) requirements of this contract, the Contractor is responsible for ensuring information contained with in each submittal accurately conforms with the requirements of the contract documents.
After submittals have been approved or accepted by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.

1.6 QUALITY ASSURANCE
1.6.1 Manufacturer and Assembler
The rehabilitation of the gearbox must be performed by a Contractor and fabrication company that has been normally and regularly engaged in gearbox rehabilitation over the preceding 10 years. Changes to the dimensions shown on the drawings and in the Bill of Materials for the tow haulage Machinery requires written approval from the Contracting Officer.
Submit Equipment Manufacturer's and Fabricator's Qualifications showing evidence and years of experience for each of the equipment manufacturers and fabricators. Identify any certifications, standards, and/or professional organizations the manufacturers comply with or are members of.
1.7 DELIVERY, STORAGE, AND HANDLING
1.7.1 Delivery Location
Upon completion of fabrication, testing, and at the Contracting Officers direction deliver specified equipment to Attn: Weaver, Paul, C.
Nickajack Lock, 3490 TVA Rd., Jasper, TN 37347
1.7.2 Delivery, Storage and Handling of Equipment
Protect equipment and components from corrosion, deformation, and other types of damage. Store items in enclosed and secured areas free from contact with soil. Equipment may not be stored outside. Transport, handle and store all equipment in accordance with the manufacturer's written instructions. Remove and replace damaged items with new items.
Do not prepare the major pieces of dam operating equipment and subassemblies for shipment until they have been inspected and accepted for shipment at origin by the Contracting Officer, unless inspection has been waived in writing. Ship each subassembly completely assembled. Submit the shipping bills with the delivery of finished pieces to the site. The major pieces of equipment and subassemblies for this contract are defined to include the following:
a. Tow Haulage Highspeed gearbox
b. Limit Switch
SECTION 35 01 41 Page 3
1.7.2.1 Packaging
Provide equipment and subassemblies with adequate protective pads, supports, and blocking. Securely restrain equipment and subassemblies to prevent distortion or damage to the painted surfaces in transit. Any loss or damage during shipment, including damage to the painted surfaces, is the responsibility of the Contractor. Replace or repair lost or damaged items without cost to the Government. Coat all parts with a rust preventative, wrap in heavy-duty plastic, and securely contain in wooden crates. Clearly mark each crate with its contents (including contract number and Corps mark number) on the outside, with a non-ferrous metal tag, engraved with the contents, and secured to the crate with non-ferrous screws. Provide a means for inspection of the crate's contents without destroying the crate. Pack all accessories and spare parts separately in containers plainly marked "ACCESSORIES ONLY," or "SPARE PARTS ONLY."
Package each spare part or spare part assembly in a durable treated wooden crate with metallic, plastic or suitable outer shell for weathertight protection and with provisions for handling and long-term storage (60 months). Provide and deliver the component and assembly spare parts as delineated on the drawings. Place a separate packing list, listing the contents of each crate, in a moisture-proof envelope securely fastened to the outside of the crate.
