About this file

This document is an Amendment of Solicitation/Modification of Contract for the Wolf Creek Dam Liquid Oxygen Supply Acquisition. The amendment modifies the original solicitation (W912P525Q0010) by extending the solicitation due date from July 21, 2025, to August 1, 2025, and making several key changes to the contract details.

The primary modifications include revising the Scope of Work and Price Schedule, removing CLIN 2001, and adding clauses 52.217-5 and 52.217-7. The contract requires the supply of liquid oxygen to Wolf Creek Dam in Jamestown, Kentucky, with a base requirement of 4,000 tons from September 15, 2025, to December 1, 2025, and an option for an additional 550 tons from December 2, 2025, to July 31, 2026. The daily liquid oxygen requirement will not exceed 45 tons per day during the peak season, with varying quantities during the non-peak season. The contract is a firm-fixed price supply contract, with an unrestricted full and open acquisition under NAICS code 325120, and will be awarded to the lowest-priced, responsive, and responsible offeror.

10. RECEIPT OF SUBMISSIONS: For the purpose of establishing whether a quote submission is considered timely, the Government will consider the date and time the submission is completely uploaded into the PIEE Website. Do not assume that electronic communication is instantaneous. It can take several minutes or even hours in some cases. The Government will not be responsible for submissions delivered to any location other than those designated to receive quotes. Offerors are responsible for ensuring that quotes are submitted so as to reach the designated recipient. Bidders are responsible for allowing sufficient time for the bid to be received in accordance with the instructions provided.

It is the Offeror’s responsibility to obtain written confirmation of receipt of all electronic files of the full quote by the Contracting office. In the event that the Solicitation Module is down, the alternate method for quote submission is via email to: Jamie.L.Barnes@usace.army.mil ONLY. The Offeror must obtain prior approval from the Contracting Officer, Bridget Passatore at Bridget.L.Passatore@usace.army.mil, to use the alternate submission method. Offerors are responsible for ensuring electronic copies are virus-free and shall run an anti-virus scan before submission.
