About this file
This document is an amendment to Solicitation W912P524Q0049 for the purchase of playground equipment for the Lake Barkley Recreation Area. The purpose of the amendment is to provide responses to questions received from industry regarding the solicitation requirements.
The solicitation is for a firm-fixed price supply contract for the supply and installation of playground equipment. The contract will be awarded to the responsible offeror whose quote conforms to the minimum requirements and offers the best overall value based on factors such as compliance, design, equipment quality, and price. The period of performance is 90 calendar days from contract award. The place of delivery is the Cadiz Recreation Area in Cadiz, Kentucky. The amendment addresses questions related to timeline flexibility, surfacing requirements, ADA compliance, and equipment specifications. Notably, the government indicates the period of performance will remain at 90 days, and that excavation and site preparation will be handled prior to the playground installation.

QUESTIONS AND RESPONSES
QUESTIONS AND RESPONSES
1. A 90-day timeframe for completion might be a little quick seeing that manufacturing the equipment can take up to 14 weeks from the time it is ordered plus ship time and installation. Also, that would put the installation in the middle of winter which might affect the install process. Is there a chance that the completion deadline would be extended? Is there flexibility here in the event some parts needed are unavailable and has a period of waiting to arrive from the manufacturer?
Government Response: The period of performance will remain at 90 days. If the main structure is installed within 90 days and a few parts/features are delayed, we could potentially mod the contract to allow a few extra weeks to address these punch list items.
2. How is the surfacing going to meet the existing site? Is the surfacing going to be level with a sidewalk or grass area? If so, does the total price have to include excavation, hauling, removal of the dirt? Or is this part of the surfacing bid?
Government Response: This solicitation does not include any excavation (apart from post holes), hauling, or removal of dirt. Prior to the new playground install, the government will remove the old equipment and the area will be filled and graded to within 6” of final surfacing grade. This will allow the surfacing contactor the ability to place rock and install surfacing material to the appropriate grade to match equipment.
3. If one firm is doing the equipment and one is doing the surfacing, if excavation is needed it would have to happen before the playground equipment can be installed. Would the surfacing firm be able to accommodate that?
Government Response: See answer to question 2. Area will be excavated and graded by the government prior to playground installation.
4. When would the surfacing firm be chosen? Different PIP surfacing especially from different vendors can vary in depth of what is required because of product differences. The correct depth would need to be known prior to installing any equipment so it will meet the surfacing properly. Especially if there are ADA ramps that do not allow for any variations up or down.
Government Response: See answer to question 2.
5. Given the elements on the bid for the play equipment, I feel this is going to be a custom design. Is there a chance for a little more time on the bid date to accommodate designing and completing renderings for a custom structure?
Government Response: Submission date remain 18 September.
6. My main manufacturer uses a 4.5-inch OD post for the main structures, they use a 5-inch OD post for the one post swings, but I prefer the Arch Post Swings which have two supports per swing beam leg, but they are 3.5 OD. Would these post sizes meet the requirements?
Government Response: Refer to solicitation. 5” OD posts are not a minimum requirement, but larger diameter and thicker gauge posts will be evaluated more favorably.
7. Is the ADA compliance for the first level only or will it apply to the entire playground design?
Government Response: ADA compliance applies to the ground level features and the first level of the playground structure. The 2nd and 3rd levels (if included in the design) are not required to be wheelchair accessible.
