About this file

This amendment to a federal solicitation provides answers to questions from potential offerors and extends the quote submission deadline. The solicitation is for fabrication, painting, delivery, and unloading of four stoplogs at Cheatham Lock. The stoplogs must be fabricated by a qualified structural steel fabricator certified by the American Institute of Steel Construction in one of their metal hydraulic, bridge intermediate, or bridge advanced programs and have fracture critical endorsement. Welding must meet American Welding Society standards. One hundred percent of fracture critical welds require ultrasonic and radiographic testing according to contract drawings and specifications. The contractor will deliver the stoplogs by truck or barge and provide cranes for unloading. The quote submission deadline is extended from April 19 to April 22, 2022.

QUESTIONS AND ANSWERS

1. Question: We are interested in bidding for 0001 Fabricate, Paint, Deliver, and Unload Four Stoplogs and possibly also 0002 Provide Four Chain Sling Assembly. We are AISC Members, but not certified. We are also not AISC FCE. Our welding is performed in accordance with AWS requirements. Would we be able to fabricate just the stoplogs for this project if we are not AISC Certified?

Answer: See Specification 05 59 20 – 1.4.3 Qualification for Structural Steel Fabricator.

The fabricator is required to have one of the following AISC certifications at the time of bidding and throughout the contract period of performance:

o AISC Certified Metal Hydraulic Fabricator (HYD) o ASIC Certified Bridge Fabricator – Intermediate (IBR) o AISC Certified Bridge Fabricator – Advanced (ABR) Additionally, the fabricator is required to have the AISC Fracture Critical Endorsement (FCE) at the time of bidding and throughout the contract period of performance.

2. Question: Will the stoplogs be delivered by truck or barge?

Answer: The stoplogs can be delivered by truck or barge. The Contractor decides which method of delivering, with the Government’s approval.

3. Question: Will we need to provide a crane to unload the stoplogs?

Answer: Yes, Contractor is responsible for unloading all deliverables, see Specification 05 59 20 – 1.5 Delivery, Storage, and Handling.

4. Question: In reference to section 2.3.4.3 is there any RT testing required on the stoplogs?

Answer: Per Drawing Q12-30/22, “One hundred percent of all fracture critical complete joint penetration welds shall be ultrasonically tested. Butt joints shall be examined by both radiographic testing (RT) and ultrasonic testing.” Also see specifications including, but not limited to, 05 59 20 – 2.3.3.2.1 Testing Agency, 2.3.4.2.4.2 Radiographic Testing (RT), and 2.3.4.3 Structural Steel Fracture Critical Member Welds.

5. Question: If RT testing is required, does it include the CJP weld connecting the seal angle to flat

Answer: See Answer to Question 4. The Contractor may propose alternate details to improve constructability and efficiency of fabrication during the contract. The Government will either accept or reject the proposal.
