Quick Start Guide for Opportunities Administrators
Quick Start Guide for Non-Federal Contract Opportunities Administrators
SAM.gov is providing more control for entities to manage their users.
What is Changing?
Non-federal Opportunity Administrators will be able to manage users from their entity in the contract opportunities domain. These administrators will be able to:
● View users
● Invite users to a role
● Assign a user a role
● Access or request items on behalf of the entity within the contract opportunities domain
What Is Staying the Same?
Things that will not change:
● Your entityʼs registration data
● Your entityʼs reporting data
● All current user roles and permissions
● All current user preferences or settings (such as saved searches)
Why Are We Doing This?
We are granting Opportunities Administrators a way to view and manage those people who are related to their entity throughout SAM.gov. Specifically, in the contract opportunities domain, a user who is associated with an entity has the ability to add that entity to the Interest Vendors List (IVL) and request access to non-public documents as a representative of that entity.
What Are These New Roles?
● Opportunities Administrator. This user manages other entity users within contract opportunities, and can assign the Opportunities Administrator, Data Entry, and Viewer roles.
This user can also view the Interested Vendors List (IVL), add or remove the entity from the IVL, and request controlled but unclassified documents for the entity.
● Data Entry. This user can view the IVL, add or remove the entity from the IVL, and request controlled but unclassified documents for the entity. This user does not manage other users.
● Viewer. This user can view the IVL and request controlled but unclassified documents for the entity.

Quick Start Guide for Opportunities Administrators
How Do I Become an Opportunity Administrator for My Entity?
When a new entity is created and the user is granted the Entity Administrator role, that user will also get the Opportunity Administrator role for that entity. That user can then assign another Opportunity Administrator. You can also be assigned the Opportunity Administrator role by a user at a parent entity or within the entity itself.
How Do I Administer Users?
Please search for videos and knowledge articles on role administration functions, which follow the same processes as previously used when administrators are managing users with entity registration roles.
