Notification to the Contractor will be made in writing if time and circumstances permit.
Otherwise, notification will be verbal and will be confirmed in writing as soon as possible. No such removal, however, will reduce the Contractor's obligation to perform all work required under this contract and immediate replacement shall be made as required. Damage or Loss of Contractor’s Supplies and Property: The Contractor is responsible for taking the action necessary to protect Contractor supplies, materials and equipment, and the personal property of Contractor employees from loss, damage or theft. End of Item 1
Description of Work Under Item 2: The work consists of setting up of double wide trailer; connecting electrical, sewer, water, and telephone lines, installing/reinstalling office furniture, HVAC units, skirting, gutters & downspouts, and constructing steps/ramps. The trailer should be ready for occupancy at the end of the period of performance. The new location is at J. Percy Priest Dam and Lake (36.149133, -86.620351), Nashville, TN. See Attachment 1 for existing and proposed locations of trailer and utilities.
All desks, cubicles, file cabinets, chairs, refrigerator, trash cans, etc. that were originally in the trailer are to be re-installed in their original location.
Site Preparation at J. Percy Priest: See Attachment 1, JPP SITE MAP and PROPOSED SITE (pages 1 &
2) for proposed new location for the modular building. Contractor should review package documents and site plans to assess the accessibility of placing the trailers, equipment like a remote trax may be needed to accomplish this.
The general location of existing utilities is shown in Attachment 1, EXISTING CABIN SITE PLAN DETAILS (page 15). Contractor must ensure existing utilities will remain in service and if damage, shall be repaired at the Contractor’s expense. Contractor should field verify existing utilities. In the need of a temporary outage when installing new utilities, contractor shall coordinate with the Resource Manage for optimal times. Contractor shall notify at least 24 hours before outage is to begin and shall return service as soon as possible.
Contractor shall conduct work to ensure no trees will be damaged. Existing storage shed in the proposed area may be moved/relocated with the Contracting Officer’s s approval to facilitate utility connection. Metal material that is laying in the parking lot, see Attachment 1, CABIN SITE PICTURES 3 (page 35), will need to be moved to the Southwest corner of the perimeter fence (behind the storage shed). Contractor will need to construct a makeshift rack to keep the materials off the ground, location, and rack to be approved by the Contracting Officer. Wooden pallets and or wood blocks are acceptable.
The Contractor shall set-up the modular building which includes:
1. Use of the same footer and tie down configuration as used at Center Hill to level, secure, and anchor the modular building from high speed winds. See Attachment 1, TRAILER FOUNDATION PLAN (page 13) for the pier, footer, and tie down configurations. It should be noted that area of the site is consisted mainly of bedrock, anchors may be hard to install, contractor may require core drilling and cement to get anchors to hold in place. Any change to the current footer and tie down configuration design shall be approved by the Government and be made in accordance with all applicable codes. The Contractor shall provide detailed certified drawings prior to the installation of any changes or modifications to the original design. Contractor shall make own arrangements for spoiling and borrow, pay all costs associated therewith. No separate payment will be made therefor. Do not disturb trees. Trailer tongues are to be removed and stored underneath the trailer.
2. Gutters and downspouts shall be relocated as necessary to sufficiently drain runoff from the modular building and away from footers and foundation blocks.
3. Stairs to both entrances will need to be replaced, contractor shall use similar design of previous stairs to conform with existing grade.
HVAC: The two existing HVAC split systems should be inspected/verified to confirm working condition by the contractor. Contractor shall be responsible for assuring they are still in working condition before reinstalling at new location. Optional bid will be available if HVAC systems are deemed unviable for continued use, units shall be replaced with comparable salient features.
Electric:
1. The 480V three phase panel in the Reservoir Headquarters/Visitors Center, see Attachment 1, VISITOR CENTER’S THREE PHASE PANEL (page 38), should be checked to ensure it can supply the required current needed without tripping the 600-amp main 3-pole disconnect. Contractor shall measure the current readings for each load shown in schedule to determine that enough amperage load is available.
2. Starting at the 480V three phase panel, in the Reservoir Headquarters/Visitors Center, install a three-pole thermal magnetic circuit breaker that will be used to supply the new transformer needed. The new transformer will be used to step-down 480V to 240/120 single phase voltage for use at the trailer. The transformer shall be 75 kVA to allow for additional capacity that might be needed in the future. Contractor is to propose location of new pad-mount transformer and shall follow same detail for the concrete pad as is on Attachment 1, EXISTING CABIN ELECTRIC AND FOUNDATION PLAN (page 16 and 23). All new wiring and conduit should take same underground path as existing transformer used for the existing cabin (see Attachment 1, JPP SITE ELECTRIC AND TELEPHONE PLAN (page 22)), starting from the 480V panel down to handhole 59A. This means that new wire and conduit should also be accessible at handholes 56, 57, 58, and 59. New wiring must be a continuous pull, UL listed, rated for use in “wet locations”, and tested for insulation and 600V wiring test. From handhole 59A, wire and conduit shall go to the new pad-mounted transformer’s primary side. Primary side shall have a disconnecting means for servicing purposes. Secondary side shall run to 120/240 panel inside trailer. Perform the standard, not optional, tests in accordance with the Inspection and Test Procedures for transformers, dry type, air-cooled, 600V and below as specified in NETA ATS. Measure primary and secondary voltages for proper tap settings.
Install new ground bus bar like the one at the existing transformer. Use stranded grounding conductor to connect to existing ground grid, see Attachment 1, JPP SITE ELECTRICAL DETAILS (page 23) . Test the grounding system to ensure no disturbance has occurred, perform a fall potential method test for the ground grid.
A surge protection device is required by code. The model used at the existing transformer is CGP100-480-3DG.
This model is Type 1 SPD and Type 4 Enclosure rated for 100kA, 480V, 3-phase delta, and 3 wire plus ground. The new SPD used for the new 480V to 240V transformer shall have same ratings and can use same manufacturer, ABB, or one similar in proven industry acceptability (Has UL 1449 and UL 1283 listed).
Link to product data for SPD:
http://tnblnx3.tnb.com/emAlbum/albums/Current%20Guard%20Plus/CGP_60datasheet081418.pdf
3. Contractor to provide all electrical wiring and components necessary including but not limited to meter/s, transformer, disconnect panel/s, permit/s etc. Contractor shall provide connection including all inspection fees, installation of underground conduit. Trenching and backfill of the conduits shall be done in accordance with the applicable codes. Contractor should be aware of the location of the grounding wire connected to the transformer, running downhill away from the back of the cabin to a grounding grid. Approximate area circled on Attachment 1, EXISTING CABIN SITE PLAN AND DETAILS (page 15).
Sewer Line: Septic system inspection proved that existing septic tank (1200 Gal) is viable to continue use.
However, existing pumps/plumbing in the lift station were deemed faulty. Contractor shall completely pump out existing solids and effluent in both the septic tank and lift station, then replace the system (pumps, pipes, floats, alarms, controls, etc.) within the lift station. Contractor shall verify design of pumps to accommodate the existing septic tank and proper positioning of floats. Details of existing plumbing/pump in lift station are shown in “Plumbing Notes: 6.” on Attachment 1, EXISTING CABIN SITE PLAN AND DETAILS (page 15). The proposed trailer main sewer line shall tie into the existing 4” connector line to the septic tank as shown on Attachment 1, PROPOSED SITE (page 2).
Telephone/Network Infrastructure Installation: The contractor shall install new 1000BASE-SX, multimode.
OM1 cable from the cabin, communication closet to the trailer. This will be roughly a 90’ run of fiber. Contractor shall run new fiber through existing ¾” PVC conduit, shown on Attachment 1, EXISTING CABIN ELECTRIC AND FOUNDATION PLAN (page 16), then ran underground using GYTA53 or GYTY53 conduit using a 90-degree angle with each change in direction. The new fiber shall be terminated at each end.
Contractor shall provide connection including all inspection fees, installation of underground conduit. Trenching and backfill of the conduits shall be done in accordance with the applicable codes and running downhill, away from the back of the cabin and end of trailer. All underground conduit shall be marked with tracer tape in the trench 12” above the conduit. The tracer tape shall indicate “fiber data line”.
The Contractor shall ensure network installation shall be fully functional, neat, and orderly.
There will be no analog lines pulled through conduit.
Site shall connect and configure switches and VOIP phones.
Waterline: Contractor shall inspect/verify the viability of the existing waterline, a 3” valve box ties the main line to the cabin. Proposed trailer waterline shall tie into the main line, may install new valve and box, as shown on Attachment 1, PROPOSED SITE (page 2).
Cleaning: An area of approximately 2’x2’ at the corner of the rear door was noted as having water damage creating a “soft spot” in the floor. It is assumed the damage was a result of water running under the threshold due to a deck board becoming loose and pushing up the threshold, see Attachment 1, TRAILER THRESHOLD “SOFT SPOT” (page 37), to allow water to enter the trailer flooring. The full extent of the damage is unknown. Contractor will need to remove the tile to investigate the full extent of the damage. The threshold will have to be removed, potentially the door frame as well, and the subfloor will need to be replaced in the damaged area. Items should be replaced or reinstalled back to proper condition.
Prior to acceptance by the Government, the trailer shall be cleaned. The vinyl tile floor area shall be swept, and damp mopped. The windows shall be cleaned with glass cleaner inside and out. All ledges or sills shall be dusted or vacuumed. The countertops, the insides of the cabinets, and the appliances shall all be cleaned with spray cleaners and cleaning cloths. The restroom sink and toilet shall be cleaned with disinfecting cleaner. The mirrors shall be cleaned with glass cleaner. Re-installed items such as desks, cabinets, chairs, shelves, etc. shall all be cleaned.
End of Item 2
Temporary Power and Water: Government will not supply utilities for use by the Contractor.
Site Work: The Contractor shall be responsible for disposing of excess construction debris off site. Waste soil and rock materials removed for pier placement, etc. shall be placed in an area arranged by the contractor.
Dumpster/Toilet: Unless otherwise noted, during the performance of the contract, the Contractor is required to provide dumpster(s) for trash haul-off and temporary toilet facilities for the crew and any subcontractors. Location of these items shall remain in the parking area adjacent to the cabin.
Permits: The Contractor shall comply with all State and Local laws and regulations. The Contractor shall provide and be responsible for all building and utility permits and associated costs and calls for any inspections that may be required. Licenses, impact fees, utility fees, state and local taxes and all permit costs that may be imposed are to be included in the quote. Since this building is located on federal property, it may be exempt from some local code requirements. The Contractor is responsible for determining which codes are applicable.
Sustainability Requirements: To meet mandatory requirements in accordance with (IAW) the USACE Acquisition Instruction (UAI), the contractor shall meet the recycled content requirements set forth by EPA for the listed products to be used in this contract. Individual products, or contractor-furnished supplies, that shall contain recycled-content include, but not limited to:

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
