SUMMARY OF CHANGES
The following have been added by full text:
Technical Questions & Answers for W912P521B0020 Watts Bar Lock – Armor Wall Painting
1. Will the USACE be providing lead sample results as noted in 01 11 00, 1.1.5?
Answer: Yes. See Amendment 0001, which incorporates the Report of Lead Paint Measurements as a reference.
2. Section 02 83 00, it discusses containment. This section requires exhaust and negative air as part of the containment. Is this type of containment required since the scope of work is washing, spot cleaning, and overcoating?
Answer: See Amendment 0001. The specifications concerning the negative air containment requirements have been amended to allow use of local exhaust ventilations systems (LES) when/if the contractor means and methods require.
3. Is the contractor allowed to utilize USACE’s barge that is currently on site if we supply a competent operator?
Answer: No.
4. Section 01 11 00, 1.1.3 – Lock Outages, Pg. 4 states “Lock outages will be scheduled by the COR to provide the Contractor a reasonable amount of time to clean, surface prep, removal of existing loose lead-based paint system, paint and allow paint to cure for the items listed above.” Can the USACE define a reasonable amount of time in hours per day for lock outages for the contractor to perform the work?
Answer: USACE will provide daytime lock closures during contractor work hours (Monday- Thursday from 7:00am – 5:00pm).
5. Section 02 83 00, 1.3.5 – Competent Persons, Pg. 5 currently requires a CIH, CSP or licensed lead-based paint abatement supervisor/project designer in the State of Tennessee. Because the scope of this work is industrial, the supervisor/project designer certification does not apply as this certification is focused on child-occupied facilities.
The industry accepted lead paint removal competent person certificate (C-3) is provided by the SSPC – the same organization that issue the SSPC QP1 and QP2 certificates that USACE specifies on all of its painting projects. Will the USACE accept the SSPC’s 32-hour course Supervisor/Competent Person for Deleading of Industrial Structures (C-3) course instead of the supervisor/project designer certification?
Answer: Yes. USACE will accept the SSPC’s 32-hour C-3 certification.
6. Section 09 97 02, 3.5 – Painting Schedule, Pg. 11 indicates the chamber rub rail must be coated. There is no pay item associated with this work, is the painting of the chamber rub rail required?
Answer: No. See Amendment 0001. The specifications were revised to remove the chamber rub rails from the painting schedule.
7. There were conversations of the coating system not being compatible with the current specified coating system.
Does the Corps have an answer on the desired painting system for this project?
Answer: Based on the information available to the Government, the existing topcoat is Keeler & Long KLF10092, Kolor-Sil Gloss Enamel. After award, the contactor will be required to demonstrate to the Contracting Officer Representative (COR) that the proposed coating system is compatible with the existing wall coating thru compatibility and pull tests. The COR’s approval of the painting system is required before painting begins
8. Will the USACE consider pushing the bid date to the end of next week to allow ample time for bid submission?
Answer: Bids are due 13 September 2021 by 10:00am Central Time.
9. What are the allowable work days and hours?
Answer: Monday – Thursday from 7:00am – 5:00pm Central Time.
10. What will the protocol be for unforeseen de-mobilization during workdays/hours for emergencies?
Answer: In the unlikely event requiring the contractor to de-mobilize for an emergency , the contractor will be notified by the Contracting Officer and provided sufficient time to take action to prevent loss of time and materials.
11. Can the Project Superintendent act as the SSHO and/or QCM for this project?
Answer: See Amendment 0001. Specification Section 01 35 26, 1.7.1.1.1 was revised. The Project Superintendent may act as both the Project Superintendent and SSHO. The QCM may act as both the QCM and the SSHO. However, the Project Superintendent can NOT serve the QCM, as those interests can conflict.
