SITE VISIT Q&A #2
43. Can the government extend the RFI due date as the current date falls on a Federal Holiday?
Answer: See the Government’s Response to Question No. 5.
44. Is this a tax-exempt project?
Answer: See the Government’s Response to Question No. 15.
45. If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors?
Answer: See the Government’s Response to Question No. 15.
46. Does the VA anticipate this project will require off hours work?
Answer: No.
47. If so, what trades or scopes will be required to perform off hours work?
Answer: See the Government’s Response to Question No. 46.
48. Are contractors able to work four (4) ten hour shifts as the standard work schedule?
Answer: See Technical Specification Section 01 00 00, Paragraph 1.2.2 Normal Working Hours, which states, in relevant part, that “The Government's normal working hours are Monday through Friday from 0630 to 1630. The Contractor shall not work outside of these hours without first obtaining written permission from the Contracting Officer.”
49. When the specs state contractor shall stop work for 3 hours per week, does this mean any and ALL work, or only noise producing work? What would the dB threshold be?
Answer: See Technical Specification Section 01 00 00, Paragraph 1.2.1 Sequence of Construction.
Any work which may present a disturbance to interment ceremonies must be halted.
50. Does RMS interface with ProCore or Submittal Exchange or is RMS the sole program to be used for project management of the project?
Answer: See Section 01 33 00 Submittal Procedures, Paragraph 1.1 Summary. RMS does not interface with ProCore or Submittal Exchange. RMS is the sole program for managing submittals. RMS is the sole program for managing the contract.
51. Is a 6’ construction fence with privacy screen acceptable in lieu of the seven-foot specified? A seven-foot fence is very atypical and would by default go to an 8’ fence which would have to be driven posts due to wind loading on the screens.
Answer: Technical Specification 01 00 00, Paragraph 1.7.h. specifies in relevant part, “Contractor shall provide a chain link construction fence, seven feet minimum height.”
52. Is power available for construction trailers or should contractors budget running a generator for power?
Answer: See Section 01 50 00, Paragraph 3.3.1 – Temporary Utilities. There are no government furnished utilities. The contractor may contact the local utility provider to see if service is possible or provide a generator if required to provide temporary power.
53. Are contractors able to work any Federal Holidays or are they ALL non-work days?
Answer: See Technical Specification Section 01 00 00, Paragraph 1.30 Federal Holidays. The contractor may not work on the days listed. See also, Technical Specification Section 01 00 00, paragraph 1.7 m.1.
The Contractor is required to discontinue their work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and/or Federal holidays, to permit them to clean up all areas of operation adjacent to existing burial plots before these dates.
54. Does the government expect every word of the specs to be followed, no matter the requirement, applicability, non-applicability, etc, or is there understand they are generalized specs and the COR will dictate which specs apply to the project, the geographic region, the exact scope of work, etc.
Answer: All specifications shall be followed in full.
55. Is the requirement for three (3) previous crypt install projects a hard and fast spec? Example, what is contractor has one or two previous crypt projects, but has experience in precast concrete?
Answer: Three (3) previous crypt installation projects will remain the minimum requirement.
56. Will the government provide AutoCAD .dwg’s of the existing and proposed subgrades? Estimating without AutoCAD .dwg’s of these two drawings is exponentially more difficultly and time consuming.
Answer: See the Government’s Response to Question No. 2.
57. Does the government have a schedule to share or tell us where we can find a schedule of historical work days for each month that accounts for inclement weather?
Answer: The Government's anticipated adverse weather days can be found in FAR Clause 52.236-4 Physical Data (APR 1984). The days shown in the table represent the anticipated adverse weather for the month specified. Delays caused by adverse weather in excess of the days shown in the table in a given month will be added to the contract via a time extension modification in accordance with FAR Clause 52.249-10 Default. See also, Solicitation Section 00 73 00 – Supplementary Conditions, Paragraph 5 –
TIME EXTENSION FOR UNUSUALLY SEVERE WEATHER.
58. Does the government expect contractors to utilize a third party (outsource) scheduling/cost loading activities or is it acceptable to perform this in-house?
Answer: The Government has no expectation, except the scheduler should meet the requirements in Technical Specification Section 01 32 01 – Project Schedule.
59. Please confirm SSHO can perform other duties (except Superintendent duties), or shall they perform ONLY safety related duties?
Answer: The SSHO shall have no other duties.

Answer: There is no predetermined definition to delineate between deficiency and punch list item.
61. Please confirm main line irrigation trenches require only one density test close to the top of the trench and each lift doesn’t require density testing.
Answer: See Technical Specification Section 32 84 23: Underground Sprinkler Systems, Paragraph 3.2.1: Trenching,
62. Please confirm lateral trenches don’t require density testing. Lateral trenches cannot be accurately tested because the footprint of the machine picks up adjacent soils and cannot provide an accurate reading.
Answer: See the Government’s Response to Question No. 61.
63. Please confirm the Geotech engineer doesn’t need to be onsite during irrigation trenching and/or backfilling
Answer: See Technical Specification Section 31 00 00, Paragraph 3.4.2. A Geotechnical Engineer may not be needed, but proper compaction testing should be conducted after backfilling if needed.

Answer: The Government does not expect the surveyor to be onsite for this particular activity, however, the contractor will be responsible for obtaining proper elevations.

Answer: The Government expects the materials technician to confirm the quality of any and all materials being transported to the site for execution of the project, including soils.
66. What is the expectation for the “Civil” area in the Experience Matrix since the entire job is earthworks/civil in nature?
Answer: In accordance with Technical Specification 01 45 00, Paragraph 3.4.3, which states in relevant part, “These individuals or specialized technical companies shall be physically present at the construction site during work on the specialized personnel's areas of responsibility.”
67. Where could we expect the “Environmental” area to be utilized during this project?
Answer: The Government does not have any expectations for an Environmental Engineer. Should the contractor determine there be a need, the Environmental Engineer shall meet the requirement of the Technical Specification 01 45 00, Paragraph 3.4.3 Experience Matrix.
68. Please confirm these can be subcontractor/specialty contractors and aren’t required to be employees of the Prime Contractor.
Answer: In accordance with Technical Specification 01 45 00, Paragraph 3.4.3, these individuals or specialized technical companies are employees of the prime or subcontractor.
69. Can the Superintendent be the Environmental Manager?
Answer: Yes, if the Superintendent has proper experience and education in Environmental Engineering or Soil Sciences.
70. Does the government expect over excavation or remediation based on the boring logs?
Answer: Based on boring logs, there is no indication that over excavation or remediation will be a concern.
If the contractor encounters underground conditions substantially different than those described in the solicitation, the provisions of FAR 52.236-2 DIFFERING SITE CONDITIONS and FAR 52.243-4 CHANGES will apply.
