Q AND A
W912P520Q0053 Gear/Motor Shaft and Coupling Alignment Kentucky Lock, Grand Rivers, KY Amendment 0001 Questions and Answers
1. Can all the gearbox and motor combos be turned (i.e. Rotate the shafts)? We will need to rotate the shafts to confirm alignment.
ANSWER: The low speed gearbox will likely have to be the point of reference when aligning the shafts. The high speed gearbox will be aligned to the low speed gearbox, then the motor will be aligned to the high speed gear box. Other than the shaft entering the low speed gearbox, the shafts can be turned, but the couplings will have to be disengaged. If the shafts have to be turned to confirm the alignment, then it will be up to the contractor to submit an appropriate way to rotate the shafts safely.
2. We will need any layout drawings and prints for the gearbox and couplings? Please send ASAP so bidders can properly quote couplings?
ANSWER: Complete assembly drawings are in the reference drawings. Shaft sizes are indicated on the reference drawings with the drawing numbers below:
FI-10000-00 Miter Gate High Speed Gearbox D412185 Miter Gate Low Speed Gearbox FI-11005-6 Culvert Valve Low Speed Gearbox FI-11008-0 Culvert Valve High Speed Gearbox The output shaft motor size for the tow haulage unit is found in the attachments at the end of the specifications. The shaft motor size for the culvert valve and the miter gate machinery shall be assumed 1.75” in diameter; however this shall be verified by the contractor after the contract is awarded.
3. Please provide coupling manufacturer part numbers and model numbers?
ANSWER: Coupling part/model numbers are not available. Shaft sizes are indicated on the reference drawings with the drawing numbers below:
FI-10000-00 Miter Gate High Speed Gearbox D412185 Miter Gate Low Speed Gearbox
FI-11005-6 Culvert Valve Low Speed Gearbox FI-11008-0 Culvert Valve High Speed Gearbox The output shaft motor size for the tow haulage unit is found in the attachments at the end of the specifications. The shaft motor size for the culvert valve and the miter gate machinery shall be assumed 1.75” in diameter; however, this shall be verified by the contractor after the contract is awarded.
4. Please provide the shaft sizes so we can identify the coupling sizes ahead of time if part numbers or model numbers are not available?
ANSWER: Coupling part/model numbers are not available. Shaft sizes are indicated on the reference drawings with the drawing numbers below:
FI-10000-00 Miter Gate High Speed Gearbox D412185 Miter Gate Low Speed Gearbox FI-11005-6 Culvert Valve Low Speed Gearbox FI-11008-0 Culvert Valve High Speed Gearbox The output shaft motor size for the tow haulage unit is found in the attachments at the end of the specifications. The shaft motor size for the culvert valve and the miter gate machinery shall be assumed 1.75” in diameter; however this shall be verified by the contractor after the contract is awarded.
5. Will we be able to work more than 8 hours a day? Work Fridays and weekends?
ANSWER: Paragraph 1.10.1 General states: “Working hours shall be Monday-Thursday from 0600hrs-1600hrs except for federal holidays. Any work outside these hours shall be submitted for approval.”
6. Are the gates shut down completely?
ANSWER: The miter gates will not be operated when work is being performed on the miter gate machinery. Only a 4-hour outage window is allowed for the work on the miter gate machinery due to heavy barge traffic at the lock.
This statement has been added in paragraph 1.9.1 Schedule: “Lock outages are also contingent on the operation of Barkley Lock. If Barkley Lock is experiencing an outage, then Kentucky Lock is not permitted to have an outage. By submitting a 6 (six) week notice prior to starting work, this will give the navigation industry ample time to prepare for any scheduled outages.”
For clarification, when the culvert valve machinery is being worked on, the culvert valve will be in the closed position, but the lock will be able to continue operating using the other 3 culvert valves.
This statement has been added in Paragraph 1.10.2 Machinery Conditions: “The contractor shall notify the COR upon completion. US Army Corps of Engineers personnel will be responsible for lock-out and tag-out procedures. No work can be performed on the machinery until it is locked-out and tagged-out.”
7. 1.9.1 Clarify outage schedule. Can you please clarify what the 4-hour window is per day? Is it from 8-12 or 12-4, etc. If we find a coupling that is damaged and needs to be replaced it could take longer than 4 hours for installation of coupling and alignment of gearboxes.
ANSWER: The 4-hour window is flexible as long it is within 0600-1600 hrs. Please include this in your schedule submittal.
In the event that a coupling is found to be damaged and needs to be replaced, but it will take longer than 4 hours to install the replacement and realign the replacement. Notify the lockmaster immediately to obtain a path forward. This will have to be taken care of on a case by case basis.
8. Do you have any assembly drawings available for this project? Drawings would be helpful to determine the shaft coupling sizes for replacement.
ANSWER: Shaft sizes are indicated on the reference drawings with the drawing numbers below:
FI-10000-00 Miter Gate High Speed Gearbox D412185 Miter Gate Low Speed Gearbox FI-11005-6 Culvert Valve Low Speed Gearbox FI-11008-0 Culvert Valve High Speed Gearbox The output shaft motor size for the tow haulage unit is found in the attachments at the end of the specifications. The shaft motor size for the culvert valve and the miter gate machinery shall be assumed 1.75” in diameter; however, this shall be verified by the contractor after the contract is awarded.
9. The RFQ indicated 16 full large couplings at the site, but the on-site visit only showed 8 full couplings. The same for the smaller ones, 11 full couplings shown on-site instead of the 9 indicated in the document. Can the government please confirm the complete number of couplings to be inspected?
ANSWER: The amounts listed on the RFQ are correct. There is miter gate and culvert valve machinery at all four corners of the lock. Each set of machinery has two large couplings and one small coupling. The tow haulage machinery has one small coupling. This equates to sixteen large couplings and 9 small couplings. If only 8 and 11 were shown on site, then you did not visit all four corners of the lock.
10. The contractor shares the government’s concern that the four-hour work window is essential to continue the lock’s course of business. We would like to ask whether it is possible to know the following prior to the contract issuance or notice to proceed:
a. Is the grease a special order item? Will the preferred grease type be released prior to NTP?
ANSWER: This statement has been added in paragraph 2.1 Couplings: “Chevron Ultra Duty Grease EP NLGI 2 shall be used.”
b. An inventory of available spare parts related to the equipment being aligned and serviced. Ex, shafts, bolts, couplings, etc.
ANSWER: An inventory of available spare parts shall be provided before the NTP.
c. Available spare parts to be moved to the job site before work commences, to expedite any parts that are required to be replaced. And if not, will the contractor have the right to go get the spare parts from the lock warehouse or storage facility with same day/quick approval?
ANSWER: The spare parts can be moved to the job site before work commences. Notify the lock personnel prior. If the spare parts are not there, then the lock personnel can retrieve them as soon as possible.
d. Shaft/couplings that require a sweat on fit require a 2 to three day fit and estimated downtime.
Will it be possible to have a spare available that will eliminate the need for delay?
ANSWER: It is not required to remove the double engagement gear coupling from the shaft in order to inspect it. Only inspect the gear teeth. If it needs to be replaced, then notify the lockmaster immediately to obtain a path forward.
11. In the event of a product failure at time of realignment, and correction is estimated to be more than the four-hour time window, does the government have a preferred course of action?
ANSWER: In the event that a coupling is found to be damaged and needs to be replaced, but it will take longer than 4 hours to install the replacement and realign the replacement.
Notify the lockmaster immediately to obtain a path forward. This will have to be taken care of on a case by case basis.
If the shafts are realigned, it is found that the tolerances are not within the Maximum Tolerances listed in Paragraph 1.1.1 Realignment, and the correction is estimated to take longer than the four hour outage window, then the following table shows values of temporary acceptable tolerances. The machinery will be allowed to operate under these tolerances until the contractor is able to revisit the site. Notify the lockmaster if this occurs.
The contractor shall still be responsible with meeting the maximum tolerances described in Table 1 Maximum Tolerances during the next outage window.
Table 2 Temporary Acceptable Tolerances Shaft Speed (RPM) Angularity (mils/inch)
