CONTRACTOR Q&A
1) Do all materials have to be domestic produced materials or are there approved countries that raw materials can originate from?
Government Response: For information regarding Buy American Act materials and other qualifying countries, please reference DFARS Clause 252.225-7036 in this solicitation.
2) Are submittal drawings required? The solicitation advertised on Fed Biz Opps has a drawing along with the table of contents that appear to have all the information necessary to fabricate these buoys.
Government Response: Yes. The submittal of the shop drawing shall include the detail of how the buoy is fabricated.
3) Sections 3.3.3 references a glossy epoxy acrylic topcoat. In section 3.3.4 the Federal Color No. 37925 is stated.
Our paint supplier has told us that 37925 actually references a non-glossy, actually flat, white paint. Are you interested in a flat or glossy topcoat?
Government Response: We want to use a glossy epoxy acrylic topcoat, MIL-PRF-24667 matched to Federal Color No 37925.
4) Is there any requirement for the top and bottom disk to be one solid piece of steel or can it have a weld seam?
Additionally the curved sides, does that need to be 1 solid piece or can they be welded in sections?
Government Response: Top and bottom piece will be one solid piece. There shall be no weld seam.
5) Our paint tech has asked a question in regard to the Epoxy Acrylic Topcoat section 2.3. He is telling us the Military specification referenced, does not match an epoxy acrylic topcoat. Can you please verify if this and let us know how to proceed.
Government Response: MIL-PRF-24667 is a gloss epoxy acrylic topcoat.
6) The Retroreflective material, would a 6” strip around the top work for instead of 4”? If not, would it be acceptable to do a double pass of 2” or cut down the 6” tape?
Government Response: The Retroreflective material will be one 4” piece of tape. It can be cut down from the 6” tape, but need to send in a submittal on how it was cut.

7) Would the end user consider an alternate proven design using buoys constructed using polyethylene shells filled with polyurethane foam?
Government Response: No, the shell and the foam will be as specified in the contract plan and specification.
