QUESTIONS AND ANSWERS

Amendment Questions for PIC Culvert Valves Project:

Project: PIC Culvert Valves Project

This solicitation is being amended to address the questions asked during the question period.

1. QUESTION: In the Elevation Views on drawings 64W280-2&3 and the Top Seal Detail on drawing 64W280-2, there appears to be a plate that goes across the top of all the WT 12 x 31 ribs, but it is not called out. Please confirm.

ANSWER: There should only be a plate on the end of the WT 12X52 with the Strut Arm Pin connection.

The plate depicted will be removed from all other WT 12X31’s. Reference Amendment 0002. Technical Drawings 64W280-2&3 were revised.

2. QUESTION: On drawing 64W280-8, shouldn’t the I.D. of the Trunnion Bearing be 14.000”?

ANSWER: Yes – Confirm (That is correct, drawing dimension graphic is currently misaligned. Correct alignment should have been dimensioned on the ID of the bushing rather than the outer edge.)Reference Amendment 0002. Technical Drawing 64W280-8 was revised.

3. QUESTION: On drawing 64W280-2 the side seal and top seal bolts are called out. The seal fasteners materials and coatings are not called out. I would not think that these would be considered structural bolts. Would ASTM A307 be acceptable for the hex head bolts and ASTM F835 be acceptable for the allen socket flat head bolts?

ANSWER: Reference Amendment 0002. Technical Drawing 64W280-2 was revised. Galvanized fasteners made up of ASTM A307 and ASTM F835 are acceptable.

4. QUESTION: On drawing 64W280-3 Detail F3, the 1” thick lifting eye is welded with a 5/16” fillet weld to the 24” pipe. On drawing 64W280-8 Trunnion Billet Detail, the ¾” thick billet ring is welded to the forged hub with a 5/16” fillet and lastly the forged hub is welded to the 24” pipe with a ¼” fillet weld. These are all single pass fillet welds. Can a Fillet Weld Soundness Test as spelled out in 2015 AWS Clause 5.10.3 be utilized to qualify WPS’s for these welds in lieu of several full blown PQR’s?

ANSWER: No. A PQR must be submitted for each weld.

5. QUESTION: The first two culvert valves are due in 270 days, the third in 300 days and the fourth in 330 days.

This involves three barges and 3 trips to the Pickwick Lock from our facility. Per your solicitation, we are also responsible to offload the culvert valves, which will involve 3 trips with a crane and crew. To significantly reduce cost not only to the Government, but to the taxpayer, can all four culvert valves be delivered in one delivery in one barge in 330 days?

ANSWER: No, it is critical that at least two (2) valves be completed and delivered no later than 270 days from contract award. However, the Contractor has the option of delivering all four (4) valves within 270 days after contract award.

6. QUESTION: In order to size the crane to offload the culvert valves, where are the valves to be set and where can we place our crane?

ANSWER: The valves will be offloaded in between the Main Lock Chamber and the Auxiliary Lock chamber on the Upstream side. Reference Amendment 0002 for aerial photo of Pickwick Lock. Lifting device will need to be a Floating Crane/Derrick on the barges themselves capable of a swing up to approximately 60 feet.

7. QUESTION: What is your receiving hours and days that we can operate at the Pickwick Lock when we deliver the Culvert Valves?

ANSWER: Typical receiving hours are Monday thru Thursday 0600 to 1600 CST. Specific delivery time will need to be coordinated a minimum of one (1) week prior to delivery.

8. QUESTION: In Painting Specification 09 97 02 Paragraph 1.4.1, it states that you have to be SSPC QP1 Painting Contractor. We have an AISC Certification for Sophisticated Paint Endorsement. Will this be acceptable in lieu of the QP1?

ANSWER: Yes. Reference Amendment 0002. Technical Specification 09 97 02, Paragraph 1.4.1 revised to reflect the acceptance of an AISC Certification for Sophisticated Paint Endorsement.

9. QUESTION: Since the culvert valve has been designed by the Corps of Engineers, do our shop drawings have to be prepared using a Registered Professional Engineer or under their direct supervision as stated in Specification Section 05 59 13 Paragraph 1.4.5?

ANSWER: Reference Amendment 0002. Technical Specification Section 05 59 13 was revised to remove the requirement for a Registered Professional Engineer to develop shop drawings. Instead, all shop drawings should be prepared in accordance with AISC 326 and AISC 325.

10. QUESTION: Drawing 64W280-3, Detail J3 shows the stiffeners as being 1” thick. On Drawing 64W280-4, the Enlarged Upper/Lower Arm Plan shows them to be ¾” thick. Which is correct?

ANSWER: Reference Amendment 0002. Technical Drawings 64W280-3 was revised to reflect a plate thickness of ¾ inches.

11. QUESTION: To be clear, we are not to provide any item shown on drawing 64W280-9. Please Confirm.

ANSWER: Correct.

12. QUESTION: The trunnion bearing shown on 64W280-8 is a ship loose item. Please Confirm.

ANSWER: Correct.

13. QUESTION: Please reference the Section K3-K3 on sheet 64W280-3. Is the W12 x 120 Brace to W12 x 120 Trunnion Arm Flange to Flange weld in tension or compression? Trying to determine if Radiographic Inspection (RT) is required for this joint. Please confirm if RT is required or not.

ANSWER: The W12X120 brace shall be considered to be in tension and the connection shall have all NDT testing related to tension members. RT testing will be required for the connection.

14. QUESTION: Please reference the Enlarged Upper/Lower Arm Plan on sheet 64W280-4. Is there a possibility that an 1 ½” – 2” thick plate x 12 ½” wide x approx. 18” long with gussets plates could be welded to the end of the W12 x 120 strut arms with the CJP welds as shown in the drawing? Then a bolted connection developed between that plate and the flange of the horizontal W21 x 122. This would allow to break down the culvert valve for shipment into two major components from our facility to a river site to assemble and place on a barge. This would greatly reduce the cost of the culvert valves by eliminating field welding.

ANSWER: No field welds have been called out in the plans and specifications. Valve construction depicted in the plans shall be shop fabricated. Valves shall be fabricated as indicated in the plans and specifications.

15. QUESTION: Drawing 64W280-3, Detail J3 shows the 1” thick W21 x 122 beam stiffeners welded with 5/16” fillet welds. On Drawing 64W280-4, the Enlarged Upper/Lower Arm Plan shows the W21 x 122 beam stiffeners welded with 1/2" fillet welds. Which fillet weld size is correct?

ANSWER: Reference Amendment 0002. Technical Drawing 64W280-3 was reflect to reflect that ½ inch fillet weld size is correct.

No additional questions will be accepted after this amendment.
