H) FAR Clause 52.232-13; Notice of Progress Payments is hereby incorporated and made a part of this solicitation.
I) FAR 52.252-3, Alterations in Solicitation is hereby updated.
CONTRACTOR Q & A
W912P518R0007 Contractor Questions:
1) Can payment be made based on milestones or the following suggestion:
a. 20% with PO; Net 30 days
b. 30% with drg submission; Net 30 days
c. 50% upon shipment; Net 30 days
Government Response: Progress payments are authorized and will be used based on percent expenditure of a given CLIN. Reference FAR 52.232-13; Notice of Progress Payments.
2) Confirm delivery date as 365 days ANP?
Government Response: Reference Amendment 0002. The delivery date is hereby revised to 480 calendar days after award.
3) According to the specification, the transformers need a seismic calculations report (Section 48 19 23.04 Page 15).
a. Please provide the performance level of seismic qualification requirement in this case.
Government Response: Seismic design requirement spectral acceleration and IEEE qualification level are listed in Paragraph 2.2.1.c.
4) Any preference on delivery, whether you need both transformers to be delivered at the same time or not?
Government Response: The Government does not require both transformers onsite at the same time.
5) According to Section 48 20 00 (Page 31.2 Description of Work) of the specification, “all site work for removal of the xisting transformers, modifications to the power plant for acceptance of the new transformers, interconnection of the new transformers, […] will be performed by a separate installation contractor.” It is our understanding that the above-mentioned scopes will be handled by another installation contractor in a separate contract, not from this contract that we’re bidding for. Please confirm.
Government Response: Confirmed.
6) Request to extend the performance criteria in Section M Part 2.1 to last 7 years. Our company has successfully supplied and installed 18 GSU units for the Corps of Engineers and Bureau of Reclamation during this period.
Government Response: Reference Amendment 0002. Section M, Proposal Content, Part 2.1, and Section M, Proposal Evaluation, Paragraph 4.1.1 are hereby revised to provide for projects completed within the last seven (7) years.
7) Request to lower the transformer size in Section M Part 2.2 to equal to or greater than 50 MVA. Our company has successfully supplied 7 GSU units for the Corps of Engineers and Bureau of Reclamation rated 50MVA and above, with values well above the required $1MM threshold. There isn’t a large disparity in performance requirements of the purchaser/prime contractor between a 50MVA unit and 75MVA unit, as long as the manufacturer has the documented experience at the higher rating.
Government Response: Reference Amendment 0002. Section M, Proposal Content, Part 2.1, and Section M, Proposal Evaluation, Paragraph 4.1.1 are hereby revised to provide for projects for Class II GSU transformers rated greater than 50MVA and 115kV.
8) Please provide the following at the earliest:
a. Nameplate drawing of the existing transformer.
b. Outline drawing (including limiting dimensions) of the existing transformer.
i. Drawings from your reference drawings file are a bit illegible.
Government Response:
a) The existing transformer is not being replaced in kind, therefore this information cannot be provided. Modifications have been made to the power rating, impedance, nominal tap, and tap ratios to integrate with future powertrain increases and transmission system operation.
b) Due to placement in the switchyard, there are no limiting dimensions or weights provided to give maximum flexibility to the transformer designer. Given the voltage class, BIL, and power rating, any reasonably designed transformer will easily fit in the area. Features interfacing with the transformer will be built by the install contractor according to design drawings from the transformer manufacturer.
i. Reference Amendment 0002. Required Reference Drawings were re-issued with maximum allowable resolution for the convenience of the offerors.
9) Is it possible to get a nameplate drawing of the existing transformers?
Government Response: See the Government’s Response to Question #8a.
10) Is there some limitation of the total transformer weight?
Government Response: The transformers will be placed on to new pads designed for the stated weight in the design review meeting with the successful offeror.
11) The transformer spec requires the transformer impedances as following:
a. H-X 9% @37.5 MVA, H-Y 9% @37.5MVA, X-Y 18% minimum @37.5MVA
b. X-Y impedance of the transformer with double secondary is always a little lower than doubled H-
X (or H-Y) impedance. We estimate X-Y impedance to be about 16.5-17% and suppose the correct wording should be : Impedance X-Y 18% maximum @37.5MVA. Please confirm.
Government Response: The correct wording is “minimum” as a higher impedance favorably “flattens” the voltage vs. VAR profile of the connected generators. This allows the generating units to absorb more reactive power from the system prior to hitting any of the various voltage limitations inherent to the generator design and operation.
USACE Hydropower fleet records of three-winding, three-phase GSUs do not reflect X-Y impedance always being lower than H-X or H-Y.
As-tested impedance still follows IEEE standards of +/- 7.5% of design
12) Per specification Section 48 19 23.04 paragraph 2.1.2, the transformer limiting dimensions and configuration are to be as indicated on the contract drawing; however, we note that no limiting dimensions or weights are provided on the drawings. Please provide these maximum transformer dimensions and weights.
Government Response: See the Government’s Response to Questions #8b and #10.
13) We note the inclusion of DFAR provision 252.204-7012 Safeguarding Covered Defense
Information and Cyber Incident Reporting as a requirement of the RFP. However, we did not observe any document control markings on any of the issued RFP bid documents. Please clarify if this project anticipates the inclusion of Controlled Technical Information and/or Covered Defense Information such as: Critical Information (Operations Security), Export-Controlled Information or any other information that requires safeguarding or dissemination controls pursuant to law, regulations, and government-wide policies and confirm that all prime bidders must be compliant with NIST 800-171 IT network and cyber incident reporting requirements.
Government Response: The prescription for DFARS Provision 252.204‐7012 Safeguarding Covered Defense Information and Cyber Incident Reporting, located at DFARS 204.7304(c) states that “Use the clause at 252.204‐7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, in all solicitations and contracts, including solicitations and contracts using FAR part 12 procedures for the acquisition of commercial items, except for solicitations and contracts solely for the acquisition of COTS (commercial off the shelf) items.” This solicitation uses FAR Part 15, which is covered under this prescription. It is up to the contractor to ensure that the requirements are being followed, should they apply. The Government package does not currently contain, and is not anticipated to require, any technial information that is “For Official Use Only” (FOUO).
14) Will any technical information that is expected to be provided or created in response to this solicitation be considered “covered defense information” or “controlled technical information” as it relates to clause 252.204-7012 “Safeguarding Covered Defense Information and Cyber Incident Reporting”?
Government Response: See the Government’s Response to Question #13.

2.1 Provide a minimum of three (3) but not more than five (5) of the Offeror’s past or current supply projects completed or significantly completed (50% or more) within the last seven (7) years (from issuance of the solicitation) for projects which are similar to this project in scope and magnitude. Projects shall be summarized in tabular form using the table format given in paragraph 2.4. Detailed project information shall be provided using the Project Detail Sheet format described in paragraph 2.4.
2.2 Similar in scope is defined as the design, manufacture and/or delivery of similar Class II GSU transformers greater than 50 MVA and 115kV rating performed as a prime contractor.
2.3 Similar in magnitude is defined as transformer supply contracts valued greater than or equal to $1 million.
2.4 Include a description of each past project as outlined in the Project Detail Sheet form at the end of this section. Offerors may use any format necessary to meet the criteria. Identify any scope features listed in paragraph 2.2 in the description. If you elect not to use the form, all information identified on the form is still required for evaluation of this item and recommended they be in the same order.
2.5 Provide two (2) references (Owner’s representative and a Project Manager, Resident Engineer, Project Engineer or equivalent) for all past performance submitted on a Project Detail Sheet or its equivalent.
2.6 Past Performance Questionnaires on Form PPQ-0 (“PPQ”) are included at the end of this section. USACE requests the Offeror’s client completes this questionnaire and submits directly back to the Offeror. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Mr. Steve Hutchens at Stephen.P.Hutchens@usace.army.mil prior to the proposal closing date.
2.7 Offerors shall not reference a PPQ from a previous RFP. Resubmit the PPQ.
However, this does not preclude the Government from using previously submitted PPQ information in the past performance evaluation. Offerors shall submit CPARS in lieu of past performance references, if applicable.
2.8 In addition to the above, the Government is required to use CPARS and PPIRS as sources for past performance, when available. If not available and when necessary, the Government reserves the right to check any or all cited references to verify supplied information and to assess owner and engineer satisfaction in regards to qualifications and past performance. Other sources may include, but are not limited to, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. The Government may not contact all of the identified client references/ points of contact. This assessment is based on the Offeror’s record of relevant and recent past performance information that pertains to the supplies outlined in the solicitation requirements. If the firm is divided into severable segments (e.g., division, group, or unit) the Government will evaluate only the past performance of those segments of the firm(s) that will actually perform the work. Information gathered from these sources, if any, must evidence at least “Satisfactory” performance in the past ten (10) years.
2.9 Note: For purposes of evaluating past performance, the Prime Contractor is defined as the contractor identified in block 15 of the SF 33. If more than one (1)contractor is listed in block 15, then a signed joint venture (JV) agreement must be submitted (with Factor V information) with the proposal and the JV shall be registered as such in the System for Award Management (SAM). However, each party of the JV mailto:Stephen.P.Hutchens@usace.army.mil must submit their own Unique Identity Identifier (known as DUNS) number with the JV proposal. The legal document for the JV agreement shall address the breakout of duties and responsibilities each company in the JV will perform in this requirement. If the JV partners have never worked together on similar jobs, so indicate. However, if the firms have worked together on other type jobs, include these and address the working relationships on those jobs. Projects performed by contractors other than the Offeror, such as teaming partners or subcontractors, will not be evaluated for past performance, unless those other contractors are part of a JV offeror as demonstrated by a signed JV agreement. If the Offeror represents the combining of two or more companies teaming or as a JV for the purpose of this RFP, each company in the JV may submit project examples, but the total submitted by the JV will not exceed five (5).

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT YOUR EVALUATION OF THE CONTRACTOR’S
PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional
Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.
(VG) Very Good
Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory
Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal
Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract
Rating will be neither positive nor negative.

PROPOSAL EVALUATION
SECTION M
PROPOSAL EVALUATION
PART 1 GENERAL
1.1 Proposal Evaluation. A Source Selection Evaluation Board (SSEB), comprised of representatives of the USACE will evaluate all proposals. In accordance with FAR 15.305, the proposal evaluation is an assessment of both the proposal and the Offeror’s ability to perform the prospective contract successfully. The SSEB will review and rate each proposal without knowledge of the price offered. The number of offers and identities of offerors are not revealed to anyone who is not involved in the evaluation and award process, or to other offerors. Price information will be evaluated for fairness, reasonableness, price realism and material unbalancing. Proposals will be evaluated based solely on the factors described herein, utilizing the tradeoff process to obtain the best value for the Government.
1.2 Definitions of key evaluation terms:
Adverse Past Performance is past performance information that supports a less than satisfactory rating from sources where the information is from other than formal rating systems such as “PPIRS” or “FAPIIS.”
Clarifications are limited exchanges between the Government and offerors that may occur when award without discussions is contemplated.
Communications are exchanges, between the Government and offerors, after receipt of proposals, leading to establishment of the competitive range.
Competitive Range See FAR 15.306(c).
Deficiency is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.
Discussions are negotiations conducted in a competitive acquisition. Discussions take place after establishment of the competitive range.
Evaluation Notice (EN) is a written notification to the offeror for purposes of clarifications, communications, or in support of discussions.
Performance Confidence Assessment is an evaluation of the likelihood (or Government’s confidence) that the offeror will successfully perform the solicitation’s requirements; the evaluation is based upon past performance information.
Recency, as it pertains to past performance information, is a measure of the time that has elapsed since the past performance reference occurred. Recency is generally expressed as a time period during which past performance references are considered relevant.
Relevancy, as it pertains to past performance information, is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of past performance examples and the source solicitation requirements; and a measure of the likelihood that the past performance is an indicator of future performance.
Risk, as it pertains to source selection, is the potential for unsuccessful contract performance. The consideration of risk assesses the degree to which an offeror’s proposed approach to achieving the technical factor or subfactor may involve risk of disruption of schedule, increased cost of degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance.
Significant Strength is an aspect of an offerors’ proposal that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.
Significant Weakness in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance. See FAR 15.001.
Strength is an aspect of an Offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Uncertainty is any aspect of a non-cost factor proposal for which the intent of the offeror is unclear (e.g. more than one way to interpret the offer or inconsistencies in the proposal indicating that there may have been an error, omission or mistake).
Weakness means a flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001.
PART 2 EVALUATION PROCESS
2.1 The evaluation process consists of four parts: 1) proposal compliance review,
2) non-cost/price factors evaluation, 3) price evaluation and 4) best value determination.
2.2 Proposal Compliance Review. Compliance review is an initial check to ensure that all required forms and certifications are complete and Past Performance Proposal, Technical Proposal, Small Business Participation Proposal, and Price Proposal were received. Specifically, the initial review will verify that the Past
Performance Proposal, Technical Proposal, and Small Business Participation Proposal address Factors I, II, III, IV, V. Further, the initial review will verify the Factor VI, Price Proposal is in a separate, sealed and marked envelope. Pages in the Past Performance Section, Technical Proposal, the Small Business Participation Proposal, and the Price Proposal exceeding the total page limit will be removed prior to the evaluation and not evaluated.
2.3 SSEB Evaluation. The SSEB will evaluate and rate those proposals passing the Proposal Compliance Review. The SSEB will review and rate each proposal without knowledge of the price offered. The SSEB will review and rate the content and quality of each evaluation factor against the specified evaluation criteria in the Solicitation.
2.3.1 Factor I will be rated based on relevance and confidence.
2.3.2 Factors II, III, IV, and V will be rated using an adjectival-based system.
2.3.3 Factor VI will be rated independently. The SSEB will not have access to price information until completion of the technical/quality evaluation.
2.3.4 Evaluation Documentation. The Government will support each rating with narrative statements, describing proposal strengths, weaknesses, deficiencies, and uncertainties.
2.4 SSEB Ratings
2.4.1 Ratings for Factor I-Performance Confidence Assessment. There are two aspects to the past performance evaluation. The first is to evaluate the Offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The SSEB shall assign one of the following ratings to the past performance information evaluated:
RATING DEFINITION
VERY RELEVANT
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
RELEVANT
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
SOMEWHAT RELEVANT
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
NOT RELEVANT
