QUESTIONS AND ANSWERS
Chickamauga Lock Monolith 48 Post Tensioning Anchors Contractor Questions
1. Standard Form 1442, Box 13.D allows for 60 calendar days for government acceptance. Does the Corp intend to utilize all 60 days between bid opening and awarding of contract to analyze bids?
a. The Government intends to make award no later than 31 August 2018.
2. Page 40 of 48 of the solicitation, section 00 73 00 requires the contractor to provide their own water and electric. Due to the limited area on top of the monoliths, to improve safety, can the contractor utilize the existing bridge downstream of the downstream miter gates to run air, electric, water, and other lines from the laydown area to the top of monolith 48? If so, please provide the limitations and loading requirements.
a. Contractor may use a portion of the bridge for utilities, cabling and conduit, but will not be allowed to stage materials on the bridge and must maintain work area access for the District’s ongoing operations, which includes operation of a fork lift (Clark CGP30) with a maximum width of 62”. No item can suspend below the bottom chord elevation. No welding will be permitted to the bridge, any attachments must be removed without damage to the bridge. The load rating for the downstream bridge is for 7 tons.
3. Page 44 of 48, Partnering, states meetings shall be held at a place and time to be determined. Due to the short nature of this contract, will meeting begin at Award and occur monthly?
a. Given the contract duration, no formal partnering meeting is needed. However, an informal partnering meeting may be held. If so, it will be coordinated by the Contracting Officer’s Representative (COR).
4. Drawing 61W282 depicts the limits of the proposed contractor laydown area. Will the Monolith 48 PT
Contractor have sole use of this yard?
a. No, this area is currently utilized by the District’s Operations staff for maintenance of the lock and storage of materials. Other contractors may also be utilizing a portion of the site. The Contractor will need to coordinate usage of the laydown area with the District’s Operations and Construction staff.
5. Drawing 61W282, note 2, states that the PT contactor shall maintain access to the top of the cofferdam at all time. Please provided detail and requirements for what is required or what is currently in place if that meets what is required. A similar note occurs on drawing 61W283 requiring access to cofferdam and lower approach wall. Please provide requirements for access clearances.
a. See note 2 on Drawing 61W282, which states the “Contractor shall maintain access to cofferdam at all times”, not to “the top” of the cofferdam. The existing stairway has been identified in the Lock Excavation Contractor’s Emergency Operations Procedures to serve as an evacuation route and the Lock Chamber Contractor may also utilize this area for access to the cofferdam. The Monolith 48 Post-Tensioning Anchor Contractor must provide an alternate method for access at all times that meets the requirements of EM 385-1-1 Section 24 Safe Access. Proposed method for access will require coordination with USACE personnel. The means and methods utilized to maintain access are up to the Monolith 48 Post-Tensioning Anchor Contractor.
6. Drawing 61W286 appears to depict the post, base plates, and anchors for the new stair system landing on monolith 47 below the top of concrete. This would require the top step to be removed to install the new stairs. However, drawing 61W283, note 1, states the contractor is not to remove any concrete or stairs on monolith 47. Please verify your demolition limits and fabrication drawings. A similar detail with the stair removed is shown on the LAB Fabricating shop drawings.
See Amendment 0002. Drawing 61W283 and its notes were revised to show demolition in monolith 47.
7. Does the government furnished stair system include all the following items provided to the contactor at no expense:
a. Anchor Bolt Assemblies
b. Saddle Clamp Assemblies
c. Connection Bolt Assemblies
d. Step Tread Bolt Assemblies
e. Hilti HY 200 System for Anchor Bolts
a. See Amendment 0002, “Inventory of Onsite Monolith 48 Stairs Materials” which provides an inventory of materials on hand and available to the contractor. No additional tools, equipment or materials will be provided by the Government.
8. The new handrail shown on drawing 61W286 & 61W287, is it acceptable for this to be fabricated in one piece from monolith joint to monolith joint, of is there a maximum run of handrail allowed?
a. It is acceptable for this to be fabricated as one piece.
9. Due to the short nature of this contract, can the Corps verify what condition the provided laydown area will be left in? Will the existing environmental controls be left in place for our use? If so, please provide drawings or information for what is in place for us to include maintenance cost. If no, do we need to assume a full implementation of temporary environmental controls for the laydown area?
a. See the Government’s Response to Question #4. Furthermore, as represented during the Pre-Bid site visit, the designated laydown area will be shared with the District’s Operations personnel to store equipment. The surface is compacted gravel. Activities undertaken by the Contractor during the project that may impact storm water runoff must be addressed in the Contractor’s Environmental Protection Plan. See Section 01 57 19 Temporary Environmental Controls.
10. Can the Corps provide historical river data for the lower pool?
a. In recent years, the District has reported as low as 632.00 ASL to as high as 648.00 ASL.
Typically, the water elevation fluctuates between 633 to 643 ASL. TVA calculated the three (3) year average at 636.19 ASL
11. Due to the short nature of the project and limited as-builts needed, please verify the need for an onsite CADD Technician referenced in spec section 01 78 00 paragraph 1.2?
a. See Amendment 0002. The requirement for onsite CADD Technician was removed from
Specification Section 01 78 00, Paragraph 1.2. However, the Contractor will need to provide As- Builts at the end of the project in accordance with specification requirements.
12. Please provide any work restrictions that will be enforced for the Monolith 48 PT contract.
a. See Amendment 0002. Specification Section 01 00 00 Paragraph 1.8 Navigation Impacts was revised. Navigation closures should be limited to 7:00 AM to 5:00 PM Eastern time. The contractor should not have any impact to navigation outside of these hours. This will provide industry the opportunity to use the navigation lock. All closures must be coordinated with Cory Richardson, Chickamauga Lock Master (423-875-6230), a minimum of 24 hours in advance of any closure.
13. Are as-built records of the earlier anchoring contracts available?
a. No.
14. The bore hole data provided on drawings 61W288 & 61W289 depicts only minimal information. Is there additional information available, including both rock and concrete strengths?
a. No, testing was not performed on the cores.
15. For the previous anchoring works, was any interconnectivity between holes observed or were the anchor ducts or whole anchors installed immediately after the drilling or each hole was completed?
a. Based on historical drilling at the project, interconnectivity between holes should be expected.
16. To what extent was waterproof grouting of the earlier anchors needed?
a. Contractor should anticipate each hole will require grouting and redrilling per Technical Specification Section 31 68 13, Paragraph 3.1.7.
17. Please provide existing utility locations within project limits.
a. The requested information will be made available after award when the contractor is provided with a copy of the TVA Drilling and Chipping Permit package that provides drawings of utilities in the area.
18. Please provide the work limits for the contract. Based on the answer provided during the site visit, the bubble shown on drawing 61W282 is a general representation and not exact. Can the contractor stage and equipment and/or materials on the back of precast cofferdam sections? If so, what are the limits and loadings allowed?
a. See Amendment 0002. Drawing 61W282 has been revised to include a note stating that no portion of the cofferdam is included in the contractor work limits.
19. It appears that existing concrete stairs only partially impede with the new anchors to be installed. Based on the contractors means and methods, can the stairs only be partially removed as opposed to completely removed as depicted on drawing 61W283?
a. Yes. See Amendment 0002. Drawing 61W283 was revised to include a note stating The contractor may demolish entire stairs on Monolith 48. At a minimum, the contractor shall demolish the stairs to allow for installation of the new metal stairs and the installation of the PT anchors. If the contractor elects not to remove the entire stairs on monolith 48. Any portion of the stairs that is removed will be required to be completely removed to the chamber, including the parapet wall and completely downstream from that point. The stairs shall be demolished to elevation 675.33 and shall include all associated concrete, reinforcement, handrails, parapet wall, and parapet wall armor. Any portion of the existing concrete stairs or parapet that remain must not have any overhanging material or loose material and must be stable.
20. During the site visit, it was believed that an existing 480 breaker was available on the downstream face of monolith 47. Can the contractor use this electrical service? Section 00 73 00 Supplementary Conditions, paragraph b states that all electric shall be furnished at the contractor’s expense. If allowed use of existing 480, what will be the charge to the contractor? What is the available amperage for the existing 480 circuit?
a. No, this will not be allowed for use in this contract.
21. Are there any restrictions on the contractor utilizing river water for construction water?
a. See Amendment 0002. Technical Specification Section 03 30 53, Paragraph 2.2.4 was revised to include the requirements for the use of river water.
22. Please provide the top elevation of the light poles on the lock walls.
a. The poles on the lower end are 55' tall with a 10' arm. The lower wall is 658 ASL according to the as-built drawings so the poles should average out at 713 ASL.
23. Please provide the limitations of use of the existing bridge that crosses the lock. What additional load can the contractor apply to the bridge? What clearance envelope in cross section must the contractor maintain for the use of the Corp?
a. See the Government’s Response to Question #2.
24. Contract drawing 61W284-2, Note 2 indicates that the existing monitoring well is to be abandoned and it falls within the footprint of proposed new anchor PT-5. It also appears that proposed new anchors PT-3 and PT-4 are located directly over two existing exploratory boreholes. Please clarify.
a. Existing monitoring wells or instrumentation that fall within the footprint of proposed new anchors will be abandoned. The pendulum cabinets mounted to the downstream face of monolith
47 must not be disturbed. The exploratory holes at PT-3 and PT-4 were for investigation for the anchors PT-3 and PT-4.
25. Contract drawing 61W285-2: Table indicates 3 anchors to be surveyed with an Optical Televiewer. Bid Item for same has a quantity of 5 ea. Please clarify.
a. See Amendment 0002. Drawing 61W285-2 table was revised. All 5 holes should be surveyed with an optical televiewer.
26. Contract drawing 61W285-2: Note 2 states that the first 2 anchors to be installed shall be Performance Tested. Bid Item quantity for same is 1 each. Please clarify.
a. See Amendment 0002. Drawing 61W285-2 Note 2 has been updated. Only one performance test is required.
27. Contract drawing 61W289: Boring log for PT-4 contains two notes in the portion of the bore that was through the existing concrete: “Forming Steel Pipe 2” diameter” and “Steel Conduit Grout Filled”. Since the proposed new anchor PT-4 is located over this borehole, we will be encountering these steel objects and would like to ask for any more information regarding these notes. Can PT-4 be relocated so as not to encounter these steel objects?
a. PT-4 cannot be relocated. Based on historical drilling at the project, the Contractor should expect to encounter steel at each location. Steel of various shapes and types has been found at various locations and elevations.
28. Spec Section 31 68 13 Anchors, 1.4.1 General Requirements, requires the Contractor to furnish a restressing system which is to be demonstrated and handed over to the Corps. What Bid Item should this cost be included in?
a. See Technical Specification Section 01 22 00, Paragraph 1.1.11 Anchors (CLIN 0011).
29. Specification 31 68 13 Anchors; 3.5 Acceptance. 3.5.1.1 Creep. States that if creep during anchor testing exceeds certain values, the anchor must be replaced by the contractor at own expense. Considering that the design of the anchors includes two components – with the Contractor responsible for the design of the anchor componentry and installation of same, and the Government responsible for the anchor bonding (evaluation of the geotechnical conditions and resulting required bond features) we request this clause be changed to properly define who is responsible for the costs and other impacts to replace an anchor that fails the creep test.
a. See Amendment 0002. The Note on Drawing 61W285-2 was revised to allow the Government to modify anchor length based on optical televiewer and drilling logs results. The Government expects the creep test to pass if the specifications are followed.
30. Contract drawing 61W285-1: Note 7 states that after the tendon grout has cured for a minimum of four days, has reached the target strength identified in the specifications, conduct Performance and Proof Testing and lock off the anchor. Specification 31 68 13 Anchors, 2.4.5 Grout for Tendons states the minimum concrete strength of two-in cubes shall be 5000 psi at the time of stressing. We would be concerned that 61 strand anchors may not perform according to expectation if only 5,000 psi grout strength was achieved at the time of stressing a tendon of this capacity. Our anchor design and construction experience that has included responsibility for both the anchor componentry and the anchor bonding has typically been to require a 21-day minimum cure period for 61 strand or equivalent anchors. This generally has resulted in the cured cubes with a strength in the 10,000-psi range (based on a 0.38 W/C grout ratio). We think this additional time and resulting grout strength increase is a prudent practice to allow for such unknowns as the grout bond where ground features in the bond zone change, or the grout bond that may be adversely affected from a ground feature such as a bentonite layer, which is present on this project.
We therefore request this minimum cure time be extended and the Contract completion time be extended by 30 calendar days to accommodate the longer cure times.
a. See Amendment 0002. The Note on Drawing 61W285-2 was updated to allow the Government to modify anchor length based on optical televiewer and drilling logs. Drawing 61W285-1: Note 7 states a minimum of four (4) days, Specification 31 68 13 Anchors, Paragraph 2.4.5 states the minimum concrete strength. Both instances, the minimum is specified, if the Contractor elects to use a greater value, such election will be at no cost to the Government. The Contract completion date will not be extended by 30 calendar days to accommodate longer cure times.
31. Our multi-strand anchor design has been developed over the past three decades and has proven successful on over 1500 anchors in the last decade. There are a few requirements in the technical specifications that will require deviations from our design and we feel will compromise same, and we suggest a better project outcome is possible using technology we are able to offer. An example is the required use of extruded polypropylene sheathing over the strand in the free length (unbonded zone) rather than our design which utilizes grease filled HDPE sheathing of the strand in the free length. It is acknowledged that the typically extruded polypropylene sheathing over the waxed strands incurs a notable friction and is the reason that the internal tendon free length is left ungrouted until the completion of the testing and stressing operations, so the friction effect is negated. The insignificant friction and lack of force lag associated with the approach taken by ourselves using stand stuffed into a fully greased HDPE sheath, enables single stage grouting operations and simplified reliable construction practices. Provided we can demonstrate the success of our design that includes these deviations can we assume our design will be accepted?
a. Bid as specified.
32. Contract Drawing 20/14.7 in the Plan view shows a layout of the stairs on monolith 48 that are to be demolished. The drawing contains the note “Steps-Detail Dwg 20/2” with arrows pointing to the concrete stairs. We don’t find the referenced Dwg in the Contract Drawing set and request it be included.
a. See Amendment 0002. Drawing 02-L471 - 20/2.9 has been added to the FIO drawings.
33. Can the contractor assume they can close the lock chamber for an extended period of time? If so, what are the limitations: overall duration, days per week, hours per day, etc.
a. See the Government’s Response to Question #12.
34. Spec section 01 45 00 Quality Control paragraph 3.4.3 states that the anchor specialist and the geotechnical engineer/geologist shall be assigned no other duties. Please verify if one individual can meet the requirements for both, it is acceptable for one person to fill both positions.
a. It is acceptable for one person to fill both positions.
35. Contract Drawing 61W282 shows that Contractor’s Work Limits incudes the use of monoliths 43 through
49 on the River Wall. What will be the restrictions on the use of these monoliths?
a. See Amendment 0002. Drawing 61W282 was revised to reduce the area identified. Contractor may utilize a portion of monolith 47 and 49 but must maintain sufficient space for District personnel to maneuver the forklift (Clark CGP30) and other equipment in the area. Also, see the Government’s response to Question #5.
36. Contract Drawing 61W282 shows the bridge that spans the lock. From the site visit this bridge roadway appears to be at the same elevation as the top of monolith 47. We request drawings of this bridge and the location where it ties into monolith 47 on the River Wall.
a. See Amendment 0002. Drawing 61W282 depicts the estimated location of the pedestrian bridge.
Drawing FB619951-E, which depicts the bridge dimension, was added.
37. Contract Drawing 02-L471-27/1.4 shows an existing 2-inch water line terminating in a valve box at the top of monolith 47 on the River Wall. Will this water line be available for the contractor’s use?
a. Per Technical Specification section 01 00 00 Paragraph 3.1, the Contractor is required to provide all required utilities for the project.
38. In section 31 68 13 page 26, part 3.1, please provide detail of the material referred to as “form material”.
a. See Amendment 0002. This reference has been removed.
39. In section 31 68 13 page 26, part 3.1, furthermore please confirm the interpretation of “No holes shall be drilled within 50 feet of a grouted hole until the grout has set at least 24 hours.” Is this applicable to holes that are waterproof grouted or only holes where the duct and or anchor have been grouted?
a. This specification applies to all grouted holes.
40. In section 31 68 13 page 26, part 3.1, the Government reserves the right to survey a hole. As this is not mandatory, it would be expected that an extension of time to the contract and contractor’s costs would be applied as a result of this activity.
a. Inspections will be conducted in accordance with the following contract clause: FAR 52.246-12 – Inspection of Construction.
41. What survey/dimension should be used to locate the anchors?
a. The contractor should use the dimensions in the contract drawings to fixed points. Survey is not recommend due to the expansion of the concrete due to alkali-aggregate reaction (AAR).

If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.35 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2018. The EO minimum wage rate will be adjusted annually.
Please note that this EO applies to the above-mentioned types of contracts entered into by the federal government that are subject to the Davis-Bacon Act itself, but it does not apply to contracts subject only to the Davis-Bacon Related Acts, including those set forth at 29 CFR 5.1(a)(2)-(60). Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017.
If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH- 0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.
