QUESTIONS AND ANSWERS
Questions and Answers for the Wheeler Lock Mooring Cell Construction W912P5‐17‐B‐0012
1. Question: The solicitation is classified with NAICS Code 238120 ‐ Structural Steel and Precast Concrete Contractors. We feel that NAICS Code 237990 would be a closer representation for the work being performed.
We respectfully request that the NAICS Code be 237990 be added as a NAICS Code for this project?
Answer: The NAICS code selected for this solicitation is supported by historical procurement data and current market research. Accordingly, the NAICS Code will not be changed.
2. Question: Due to the smaller size of the project, can the Quality Control (QC) and the Site Safety and Health
Officer (SSHO) be the same person?
Answer: No. The roles and responsibilities of the SSHO cannot be combined with another position and, instead should be a stand‐alone position.
3. Question: An additional eight (8) sheets (360 linear ft) per cell may be taken as a precaution. The dimensions stated above do not equal eighty (80 linear ft) sheets, please clarify that we will be able to take an addition eight (8) sheets @ eighty (80 linear ft).
Answer: The Contractor will be permitted an additional eight (8) sheets (80 linear feet) per cell.
4. Question: The number of sheets specified for the sheet pile cell in the solicitation is seventy‐six (76) sheets for a
40’‐8” diameter sheet pile cell. The manufacturer of current PS 27.5 sheets specifies seventy‐eight (78) sheets for a 40’‐8” diameter sheet pile cell. Will the COE please provide clarification on the correct number of sheets to complete the sheet pile cell?
Answer: Reference Amendment 0001. The plans were revised to reflect the correct number of sheets to complete the sheet pile cell; which is 78 sheets.
5. Question: Where will signs be placed?
Answer: Reference Amendment 0001. The plans and specifications were revised to remove the sign requirements.
6. Question: Will the Corps move, or allow to be moved, miscellaneous materials along the shoreline in order to access sheet‐pile?
Answer: The Contractor will be permitted to move miscellaneous materials along the shoreline, but such movement shall be coordinated with the Government at least two (2) weeks prior and a representative of the Government must be present when such materials are moved.
7. Question: What is acceptable tolerance of cell locations for either underwater obstructions or just general placement?
Answer: Cell shall be moved 20 feet in an East West direction along the bank of the channel, but cannot be moved closer to the shoreline. Furthermore, if the option for second cell is exercised, distance between cells shall remain at 500 feet.
8. Question: Dredging a.) Section 31‐23‐00, Part 1.4.3 – Dredging of spoils: “The Contractor shall remove a 50’ diameter x 3’ height of overburden centered at the future cell locations.” Then, “An inspection must be made of the interior surface prior to placement of the Tremie concrete seal.”
b.) Section 1.4.4 – “Visual inspection of the rock creating any anomalies.”
c.) Section B‐B shows top of overburden at 512’ elevation, top of dredged area at 509’ elevation, bottom of concrete seal at 509’ elevation, and rock at 503.5’ elevation, leaving 5.5’ of overburden inside the cell area.
Please clarify the purpose of the dive inspection and visual inspection of rock. Also, will removal of all overburden inside the cell area be required?
Answer: Reference Technical Specification Section 03 31 01, Part 3.1.1 for additional information concerning the purpose of the dive and visual inspections. Furthermore, pursuant to Technical Specification Section 31‐23‐ 00, only two (2) feet of overburden will be removed over the entire cell area prior to placement of sheet piles.
No additional overburden inside the cell area will be required to be removed.
9. Question: Due to the nature and purpose of the Tremie concrete seal, can this be done in multiple pours, if needed?
Answer: No, the Tremie concrete seal shall be created using single pour.
10. Question: Will floating plants be allowed to stay on‐site 24 hours per day, or will they be required to be moved in and out daily?
Answer: The Contractor will be permitted to leave floating plants at the site 24 hours a day throughout the duration of the project, including overnight and weekends.
11. Question: Section 31‐41‐16, Part 3.2.2.2 – Driving. B. Use cast steel shoe to prevent damage to the tip of the sheet‐piling.” The plans do not show shoes; please clarify.
Answer: The contract does not require use of impact hammers. However, if the contractor proposes using impact hammers, the contractor shall submit; for Government approval, a sheet pile protection plan after contract award but prior to the start of pile driving.
12. Question: Will splicing of horizontal bands be allowed? If so, does the Corps have a required splicing detail?
Answer: Splicing of horizontal bands will be allowed; however; splices on adjacent bands must be staggered a minimum of 10’ horizontal distance between splices. Reference Amendment 0001. The plans and specifications were revised to include a horizontal fender splice detail.
13. Question: Plan drawings show bottom of lower horizontal fender to be at approximately 551’ elevation.
According to the TVA website data and information on the hydro‐survey data, there are very limited number of days to install these lower bands above water. Also, some flood events decrease these available days.
Depending on when the government issues the notice to proceed, and whether or not Option #1 is accepted and notice to proceed issued, this could push the construction schedule into the Spring “high‐water period.” In this circumstance, would the contractor be allowed to postpone placements of the bands until the following Fall/Winter season? Or will underwater welding of the bands be allowed? Will these high‐water days be counted as weather days and extend the Contractor’s performance days?
Answer: Underwater welding will not be allowed on the horizontal bands. The work under this contract is also subject to Section 00800 ‐ Special Contract Requirements; paragraph 4, Time Extensions for Unusually Severe Weather.
14. Question: Plan elevation A‐A shows bottom of fender to be at the 549.5’ elevation and top at 557.5’ elevation;
please clarify bolt location for fender, and will underwater welding of spacer plates be allowed?
Answer: Bolt locations shown on Detail E – MK 4. Reference Amendment 0002. Plan elevation A‐A has been revised. Vertical fenders will not be on top of horizontal bands; therefore, welding is not required.
15. Question: Will Quality Assurance Representative be allowed to discuss minor discrepancies on drawings and specifications?
Answer: The Government Quality Assurance Representative (QAR) will be able to discuss minor discrepancies on drawings and/or specifications. However, the QAR is not authorized to change the contract. Instead, if changes are required, such changes will be directed via a modification issued by the Contracting Officer.
16. Question: Painting silver striping: a portion of the painting required will be at elevations that are underwater throughout most of the year. Please clarify.
Answer: All paint will be between horizontal fenders. Above elevation 552.75 (top of lower horizontal band)
17. Question: In the Solicitation, Offer, and Award, Section 14 requires a “Code” and “Facility Code.” Does the
Contractor provide these codes?
Answer: When submitting a bid, prospective contractors should identify their Cage Code where the Solicitation requests a “Code” or “Facility Code”.
18. Question: Will questions about the bid submittal be allowed up until the submittal date?
Answer: No. In accordance with Solicitation, Section 00100, Instructions to Bidders, Paragraph 1.10, the Government is not required to answer questions submitted after 28 August 2017.
19. Question: On the Bid Schedule, Line 0002 requires bid and performance bond costs to be broken out. In the event Option #1 is chosen, where does the bid and performance bond cost go?
Answer: The Bid Schedule and Line Items have been updated to reflect the inclusion of performance and payment bonds with Option 1; now Line Item 0006 for the Construction of Wheeler Cell #2. Option 2; return of Cell #2 Sheet Piles is now Line Item 0007.
20. Question: If responses to questions submitted generate additional questions, will Contractor be allowed to submit additional questions?
Answer: See the Government’s Response to Question # 18.
21. Question: Does Ronnie Pearson; the Government’s Quality Assurance Representative, need an office on site?
Answer: No, the Contractor is not required to provide office or desk space for any Government personnel.
22. Question: Can the Contractor leave the floating plant over night or over the weekend at the site?
Answer: See the Government’s Response to Question # 10.
23. Question: Is there a location for the Contractor to place supplies and materials coming off of trucks at or near the work site?
Answer: No.
24. Question: Can the Contractor bring a forklift to move materials at the laydown area out of the way in order to access the needed sheet piles?
Answer: The Corps will allow miscellaneous materials to be moved by contractor. Corps will need to be present to direct where material can be moved. The Corps will need at least two weeks notification to schedule available employees.
25. Question: If one (1) Contractor is awarded both Mooring Cell Construction projects; Wheeler and Pickwick, will there be an allowed delay is starting the projects?
Answer: No. The Contractor will be required to start the projects within the timeframes specified in each separate contract after receiving notice to proceed.
26. Question: What is the depth and shape of the channel bottom at the Barkley laydown area?
Answer: USACE does not have the data necessary to describe the depth of water or shape of channel bottom adjacent to the Barkley Laydown Area. However, there is a public boat ramp 275 feet from the laydown site that Bidders may use to access the area for investigation. Any bidders investigating the area by boat shall provide their own means of access and comply with Federal, State, and Local Boating regulations.
