Chickamauga Lock Replacement Continued degradation of the existing lock necessitates a Replacement Lock - Potential to cutoff 318 navigable river miles.
New 110 ft x 600 ft lock will pass 9 barges per lockage as opposed to the existing 60 ft x 360 ft lock’s 1 barge per lockage.
4 spillway bays will be removed during construction of the new lock.
The planning done for the original lock envisioned the possibility of needing a larger lock and created the 4 bay space adjacent to the old lock instead of the 3 bay space on the rest of the dam.

Chickamauga Lock Replacement
Chickamauga Lock Fully funded certified estimate $755M (FY 17, Complete 2023) Gray – Completed Contract, Yellow – Ongoing Contract, Red – Future Contract Lock Excavation Contract awarded Sept 2016 to Heeter Geotechnical Construction out of Mount Morris, PA ; Full Base and 8 Options will be a 2 year duration. Currently exercising Base and Options 2 and 4 in FY16.
FY 17 – Plan to award the Lock Chamber Contract for the 110’x600’ lock.
Project Background The existing 60’ X 360’ lock chamber suffers from Alkali-Aggregate Reaction(AAR), commonly known as concrete growth: a reaction between the Alkali used in the cement and the Aggregate used in the concrete for construction of the lock. The concrete absorbs moisture and causes swelling of the concrete mass resulting in misalignment of components and instability of the structure. Aggressive maintenance and monitoring were implemented by LRN to counteract the effects of AAR, but this approach is cost-prohibitive as a long term solution.
The effects of AAR can be mitigated to an extent, but, the rate of growth is uncontrolled. At some point, TVA may close the lock if the Dam Safety Officer believes the AAR effects threaten dam safety.
The replacement lock will resolve the AAR problem and the standard size will provide more efficient lockages at Chickamauga.
Uncertainty surrounding completion of Chickamauga Lock could inhibit economic development upstream.
Loss of the lock function would result in probable transfer of cargo to highways and railways (which do not have available capacity), loss of transportation rate savings, and increased carbon emissions.
There are 318 navigable river miles upstream of the lock, including three locks and dams (Watts Bar, Ft. Loudon and Melton Hill), two TVA nuclear power plants, the DOE facility at Oak Ridge, numerous commercial stakeholders such as Olin-Lonza Chemical, and Knoxville, the third largest city in Tennessee. Many of these users transport cargo on the river that would be impractical or impossible to carry via rail or roadway.
Plans and specifications for the replacement lock are complete.
With consistent and sufficient funding, the replacement lock could be operational in 2022.
Construction activities at the project were temporarily suspended 2012-2015, until additional funding was received.
More than 28% complete from a time standpoint

Chickamauga Lock
Current Construction Contract – Lock Excavation 44 Inclined Rock Strand Anchors 51’ Long Secant Pile Ret. Wall Rock Excavation Contract Award Sep 2016 – total contract amount $33.2M Base and 2 of 8 Options exercised in FY16 (~$26M)
- 2 year Contract duration.
Current Contract, Lock Excavation, was awarded in Sept 2016.
-Total contract will have a 2 year duration, valued at $33.2M -FY16: awarded Base and 2 of 8 options, valued at $26M.
Remaining options ($7.2M) will be exercised in FY17, pending addition funding form FY17 Work Plan.
Scope includes: the secant pile wall to retain a bentonite layer located under monolith 13 of new land wall; installing 44 inclined rock stand anchors (must be complete before rock excavation begins), exploratory drilling for future monolith foundations, and 98,000 CY of rock excavation.
Lock Replacement Project – Initial Unwatering during lock excavation contract
Complete lock features located inside Cofferdam Contract Award - Sep 2017 Base with Options Contract Lock chamber contract
-Next planned contract, Lock Chamber, will be a Base with Options contract to begin concrete placements; anticipate awarding the base in FY17.
-Scope will include all items related to the new chamber that are located inside the cofferdam area, such as:
Concrete placement, new lock operations building, installing previously fabricated miter gates and culvert valves (which are stored at other TVA facilities), electrical systems, mechanical equipment, etc.
- Follow on contracts will be awarded to construct approach walls, decommission the existing lock, and complete site development activites.
Project Funding Project is funded 50% Inland Waterways Trust Fund (IWTF) and 50% Federal Appropriations. IWTF revenues generated from tax on marine diesel fuel.
4th highest priority construction project for IWTF funding.
Project received no funding in FY12-FY14, due to funding constraints of IWTF.
Changes occurred in 2014 that strengthened the IWTF.
WRDA 2014 – Increased diesel fuel fee from $0.20 to $0.29/gallon Olmsted Dam cost share changed from 50/50 to 85/15
Project Funding (continued) Like many inland navigation projects, Chickamauga is not currently eligible for the President’s Budget due to Benefit- Cost Ratio requirements.
Project has received funding through Corps of Engineer Work Plans or “Funding Pots”:
FY15 = $3.0M
FY16 = $29.9M (Capability = $29.9M)
Anticipated Lock Chamber solicitation in June 2017 is subject to receipt of additional funding in FY17.
Continuing Resolution until 28 April 2017.
