Certain types of small house pets may be permitted with approval of the government. Pets shall be under physical restraint at all times. No pet pens will be allowed. No household type furniture or appliances shall be placed outside of the attendant residence on the site pad in view of the public.
d. Conduct:
1) Park attendants are the front line public relations point of contact on behalf of the Corps of
Engineers. Attendants shall conduct themselves in a business-like and professional manner while on duty, and during off-duty times while in the park; promoting positive communication to the public concerning the Corps. The personal appearance of the Park Attendants shall be neat and clean at all times. The appropriate uniform, provided by the attendant, will be worn while on duty. Off-duty attire, while in the campground, will be neat and professional.
Complaints from the general public concerning these requirements may be grounds for immediate removal of the attendant from the area.
2) All Park Attendants shall conduct themselves in an orderly manner so as not to disrupt the visiting public. Like the visiting public, attendants are subject to the rules and regulations posted in Title 36.
3) No alcoholic or intoxicating beverages, illegal drugs or controlled substances not prescribed by a physician shall be possessed, consumed, or be under the influence of any such substance while on duty. Park Attendants shall not possess, display, use or maintain firearms, fireworks or any other type of weapon or explosive in the campground.
e. Registration Center Operation:
1) The registration center is a government office for conducting official business only. No one other than the park attendant, Corps employees or those handling business on behalf of the Corps are to be inside the registration center. Volunteer day use hosts may enter for the purpose of secure processing of collected day use fees and other official volunteer related responsibilities.
2) Smoking or use of tobacco products within the registration center is prohibited. Pets are not allowed inside the registration center. No refrigerators or other large household items shall be located within the registration center or outside on the Park Attendant site pad.
3) Park Attendants shall keep the registration center clean and orderly at all times, which includes cleaning windows, and other surfaces inside and outside the building. The Park Attendant shall water as necessary all ornamental plants within the vicinity of the entrance and/or registration center.
4) Park Attendants shall not create or post any signs or barricades, or perform alterations to the registration center, campsites, restrooms, shower houses, or any other facilities without prior approval from the government. This includes placing signs in the registration center windows, mounting satellite dish, installing cables, attaching structures to cabinets, etc. inside or outside any structure.
f. Overview of Duties:
1) The Park Attendants will perform specific duties daily to oversee operation of the campground and implement the reservation program in accordance with established and provided procedures. Duties include, but are not limited to, registering campers and visitors to campers, maintaining current on-site records, posting reservations on reservable facilities such as picnic shelters, checking site availability for customers, providing visitor information, answering telephone inquiries and opening and closing gates daily. Attendants may be asked to contact customers with reservations whose sites are unusable and notify existing campers of emergency situations such as pending inclement weather. Anticipate customers making inquiries during office closed hours and briefly provide customer assistance if the attendant chooses to be in the vicinity after the office has closed.
2) Management of the campground recreation use fee collection will be in accordance with the contracted National Recreation Reservation Service Operating Procedures Manual and the Nashville District Policy on Campground Administration and Recreation Use Fee Collection Procedures. A copy of each will be made available. The reservation contractor (NRRS) will provide advance reservation services for campsites, and other reservable facilities within the reservation inventory and forward this information to the campground. Park Atten-dants shall not reserve campsites except through the reservation system as directed by the government. Park Attendants will be oriented and trained on all aspects of the campground management program by the government or designated representative.
3) Provide all incoming campers a copy of their receipt, vehicle registration hang tag and plastic trash bag.
4) Advise all park users of campground regulations, utilize developed facilities, and to park and operate vehicles and camping equipment only on designated roads and pullouts or at other designated areas.
Attendants shall not make their own rules for the campground. They shall defend and support all Federal regulations/policies. Park Attendants shall not make exceptions to established regulations/polices without prior instructions to do so from the government. As Park Attendants are the onsite administrator of the campground/day use area, they should attempt to address general operation issues, such as tents or vehicles on the grass, loud noise complaints, etc., with campers as soon as possible. Noncompliance issues can be forwarded to a ranger.
5) Attendants shall have sufficient personal cash on hand (not to exceed $200) to make change.
g. Collections:
1) For the purposes of this contract, the term “user fees” or “collections” will pertain to any fee collected. Park Attendants shall be accountable for the collection and security of user fees and associated paperwork/reports. They shall ensure that amounts collected balance with the receipts of transactions made.
2) Collect and remit all recreation use fees and transaction reports a minimum of once a week.
When attendants transfer collections to authorized personnel, the attendant for their records will maintain a receipt or a signed copy of the deposit report as verification they have transferred the funds appropriately. Fee handling procedures are subject to the guidelines found in the National Recreation Reservation Service Operating Procedures Manual and the Nashville District Policy on Campground Administration and Recreation Use Fee Collection Procedures. As it is possible that these procedures will receive updates, fee collection procedures are subject to change.
3) Under current policy, a separate cashiers check or money order will be obtained for each collection processed and sent to the designated bank in a separate envelope. All fees associated with processing collections, such as the cost of cashier’s checks/money orders and stamps, are the responsibility of the Park Attendant.
4) Weekly, turn in all computer generated deposit reports, credit card slips, summaries and other required paperwork to the Use Fee Cashier.
h. Be audited as deemed necessary by the government.
i. Attendants shall open the campground and/or Day Use entrance gate each morning at 6 am and close the gate each evening at 10 pm. Attendants shall require all visitors to leave by 10 pm and maintain quiet hours from 10 pm until 6 am. Attendants shall allow registered campers to leave and re-enter the area regardless of the hour. If desired facilities are unavailable, direct them to other Corps parks or to other nearby campgrounds.
j. Access to the camping area will be limited to campers and their visitors. Campers will be allowed a maximum of people and vehicles per site as established in the reservation inventory. Park Attendants must verify that each visitor to camper is visiting a registered camper before allowing entry. Each visitor vehicle and pedestrian visitor shall be charged a visitor's fee. Visitors must depart the area by 10 pm each night.
k. Cooperate with Corps employees and official volunteers who are on duty, and those individuals who have contracts with the Corps such as cleaning caretakers, mowing crew, etc. Allow Corps employees or contractors to use, for government business, phones furnished by the government. Park attendants are not responsible for contracted routine services such as cleaning restrooms, mowing or major maintenance.
l. Attendants will not have an extended absence from the office during office hours as there should be two present in order to provide coverage. However, if a Park Attendant is out of the building, such as a restroom break, a provided sign will be posted in the window informing visitors that the attendant is in the park and will return.
m. Attendants in campgrounds with adjacent day use facilities may be called upon to collect, count, and process day user fees from honor vaults and cash registers and post picnic shelter reservations on the reservation bulletin board in the day use area.
n. Inspections:
1) Inspect the entire park area (campground and day use areas) a minimum of three (3) times daily (immediately after opening gates, at least once during high activity periods in the park, and prior to official quiet hours). Attendants may need to be in the park more frequently as warranted. Campground inspections may be conducted by vehicle drive-through with the primary purpose of providing customer service and compliance of park policies. Campground inspections shall include verifying all registered campers/visitors display proper registration hang tag form, document vehicle license information of any non-registered camper, ensure that all visitors have left the campground by 10 pm, that all pets are leashed or are otherwise under physical control, that official quiet hours are maintained, all camping equipment is located on the designated site pad, that gray water and sewage is being properly contained, all vehicles and trailers are parked in designated areas, and all other applicable rules and regulations are followed, and inspecting any other areas designated by the government.
2) Daily inspection of picnic sites in the adjacent day use area may be required. Record which tables, grills and trash cans need to be cleaned and forward the information as instructed. The ideal time for picnic table inspections is the late afternoon or early evening and can be incorporated into daily campground patrols. If available, volunteers may assist in this responsibility.
o. Safety & Security:
1) Park Attendants shall not allow campers, visitors, or any other unauthorized persons to enter the registration center. Secure and lock the registration center when it is left unattended.
2) Attendants shall be responsible for safeguarding the fees collected, the original receipt copy, credit card receipts, reports, and all unsold Annual Passes, in an approved field safe, be in the possession of authorized personnel, or otherwise safeguarded in a manner approved by the government until turned over to authorized personnel. The field safe should be locked when the attendant is away from the office and the combination should not be shared.
3) Attendants are expected to resolve customer issues within the park. Report all disturbances that cannot be diplomatically controlled to a park ranger or local law enforcement officers. Attendants shall not attempt to apprehend any violators.
4) Security of the Park Attendant's living quarters and all personal property shall remain their responsibility throughout the duration of the contract. The government accepts no responsibility for, nor will it be liable for damage or theft occurring to the Contractor's property.
5) Notify existing campers of any potential emergency situation such as severe weather or possible flooding.
p. Reports/Requests:
1) Immediately advise the government of any safety hazards and maintenance needs. In the event of an emergency or situation of immediate danger, contact both the Resource Manager’s Office and Sheriff’s Department. An emergency call list is provided in the on-site Park Attendant Handbook.
2) Log times (in and out) and dates of local law enforcement patrols, cleaning and mowing crews, persons on contract business such as inspectors and beach/wastewater monitoring, all Corps personnel, etc. through the campground. A book and log sheets will be provided for this purpose.
3) Upon request, reports or summaries will be generated from the computer program and submitted to the Use Fee Cashier.
4) A written mishap/incident report will be completed and forwarded for instances of injury, drowning, theft, damage, law enforcement actions, etc. Serious incidents shall be reported within 24 hours.
Additional written records, such as complaints and criticism of park facilities, shall also be forwarded.
q. Maintenance and Services. Corps or Service Contractor representatives will conduct maintenance of park facilities. Park Attendants are not responsible for major campground maintenance. Attendants shall attempt to reset tripped circuit breakers, turn off water valves to broken, continually running or clogged fixtures, or assist with minor issues that can be easily and quickly resolved. Attendants will be oriented by Corps maintenance personnel for the desired handing of these issues. Where these measures are unsuccessful, close or lock the facility, post as out-of-order, and direct users to alternate facilities and report the item to facilities maintenance staff. QUALITY ASSURANCE AND SURVEILLANCE PLAN
GENERAL: This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing this Performance Work Standard (PWS). It is designed to provide an effective surveillance method of monitoring contractor performance. The QASP provides a systematic method to evaluate the services the contractor is required to furnish.
The QASP is based on the premise the Government desires to maintain a quality standard in operating recreation facilities and that a service contract to provide the service is the best means of achieving that objective. The contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the government is quality assurance to ensure contract standards are achieved. In this contract the quality control program is the driver for product quality. Careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.
RELATED DOCUMENTS: General provisions of the contract, including Exhibits and General and Supplementary Conditions, apply to work specified in this section.
DESCRIPTION OF WORK: The Park Attendants shall provide all of the personnel, materials, supplies, and vehicles except as otherwise specified in the contract, to perform the services. The resident Park Attendants shall provide and reside in a self-contained camper or motor home and live in the park during their work assignment.
Duties include but are not limited to the collection of use fees, operation of a computer, maintaining a status of occupied sites, register of visitors, furnishing visitors information and brochures, assuring proper use of the park facilities, and maintaining quiet-hours.
SURVIELLANCE: The Contracting Officer’s Representative (COR) will inspect and review the work to assure compliance with the contract requirements. The COR will also receive complaints, if any, from the public and Government personnel. The contractor shall be notified and take action for correction.
STANDARD: The Contractor shall fulfill the contract requirements and use Exhibit A in the contract as a guideline for performance parameters including cleanliness, diplomacy, courtesy towards public, public comments, registration procedures, cooperation with Corps employees and contractors, proper care and use of supplies, equipment and materials, appearance of gatehouse, duty time, problems recognized and resolved, user permit forms and fees properly handled, and daily entries into record book.
The COR shall notify the Contracting Officer for appropriate action in accordance with FAR 52.212.4, Contract Terms and Conditions-Commercial Items or the appropriate Inspection of Services clause, if there are any problems with the services.
PROCEDURES: Any Government employee that observes unacceptable services, either incomplete or not performed, should immediately contact the COR and the COR will complete appropriate documentation to record the complaint. The COR will consider the customer compliant valid upon receipt from the customer. The COR should inform the customer of the approximate time the unacceptable performance will be corrected and advise the customer to contact the COR if not corrected. The COR will consider customer complaints as resolved unless notified otherwise by the customer. The COR shall verbally notify the Contractor of the customer complaint. The Contractor will correct the unacceptable performance. If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the COR will conduct an investigation to determine the validity of the complaint. If the COR determines the complaint is invalid, he will document the written complaint of the findings and notify the customer. The COR will retain the annotated copy of the written complaint for his/her files. If after investigation the COR determines the complaint as valid, the COR will inform the Contractor and he/she will correct the defect. The COR will file the complaint for monitoring future recurring performance. If a repeat customer compliant is received indicating the same deficiency during the contract period, the COR should contact the Contracting Officer for appropriate action.
