AMENDMENT 0001

Cheatham Lock and Dam Spillway Bulkhead Procurement

Prospective Bidder Questions

Q1: Will ultrasonic examination be a requirement for the ASTM A148 Roller and Grease Retainer castings?

A1: ASTM A148 provides the acceptance criteria for these castings. Ultrasonic examination of these components will not be a requirement for this contract.

Q2: Paragraph 2.2.3.2.4.1 “Ultrasonic Testing” (UT) requires that “The ultrasonic equipment shall be capable of making a permanent record of the test indications.” We would like clarification that they strictly mean permanent record of rejectable discontinuities and not of test indications? Ultrasonic indications are simply signals on an electronic display. Ultrasonic testing of welds is done with an “A” scan display and is not a static image of test results. UT is very dynamic as the inspector is moving a transducer manually and observing the ultrasonic pulse/echo signals on a screen. If the inspector does find a signal/indication that exceeds a specific criteria he can freeze that image on the screen and basically provide a photograph of the screen. Maybe the correct terminology would be “….capable of making a permanent record of rejectable discontinuities?

A2: The Government concurs that UT testing is very dynamic and is very much dependent on the technician performing the tests. While the discontinuities will be more evident and should definitely have permanent records, all welds tested should have a permanent record. If the technician finds no rejectable discontinuities in a weld, then a simple snapshot anywhere along the weld can be made with the proper notations indicating that there were no rejectable discontinuities within the weld.

Q3: In reference with roller bearing on drawing Q12-58/9, the SKF 23330 bearing is obsolete. SKF suggested replacement bearing is 22330 CCW33 bearing. The bearing width on the replacement bearing is narrower than the obsolete bearing.

A3: The substituted bearing (22330 CCW33) is acceptable. Contractor shall redesign the grease retainer on DWG Q12-58/9 to make up the desired width of the new bearing. Shop drawing of the new bearing, grease retainer and other modified items (by the contractor) shall be submitted on the shop drawings (Section 05 59 13, Par. 1.5.5) for approval.

Q4: Will delivery by truck be permitted in an alternative storage area?

A4: Yes, an alternative storage area on the lock side of the project has been identified for use during this contract (See drawing Q12-58/11). Truck delivery of the spillway bulkheads to the alternative storage area is permitted. Off –loading of the bulkheads remains the responsibility of the Contractor at either storage location.

Note: Revised cover sheet for drawings (Q12-58_CVR.1), site plan for spillway bulkhead storage areas (Q12- 58/11), and the site visit roster are attached separately.
